41. The Mobilization and Recruitment of Foreign Fighters: The Case of Islamic State, 2012–2014

Abstract:
This article examines how foreign fighters were recruited and mobilized for Islamic State in 2012-2014. Institutional and individual approaches to this phenomenon form the basis of understanding the mechanisms used for the mobilization and recruitment of foreign fighters. The former refers to a terrorist institution that plays a key role in the recruitment of individuals (top-down/institutional), and the latter refers to the self-radicalization process that foreign fighters undergo (bottom-up/ individual). In particular, the research focuses on an analysis of Islamic State and the recruitment/mobilization of sixteen foreign fighters from Tunisia, Saudi Arabia, France, and the United Kingdom. The analysis shows that both top-down and bottom-up concepts are important but that the extent to which each is used depends on the profiles of the country in question. The study concludes by demonstrating the comparative value of top-down and bottom-up approaches in terms of understanding contemporary terrorist recruitment and providing policy recommendations.

Abstract:
Despite the carnage wrought by ISIL around the world, the days appear numbered for its caliphate in Syria and Iraq. We are likely talking the shorter to medium term at most. ISIL faces intense military pressure on all fronts. It continues to lose territory and its leadership figures are being targeted and killed. Increasingly ISIL faces significant challenges in replenishing its losses due to efforts by Turkey and most nations internationally to block the flow of foreign fighters into the caliphate. As leadership figures are eliminated, internal factionalism will create serious stresses and vulnerabilities. The forces aligned against ISIL are powerful, despite conflicting agendas. Add to this reports of financial problems, including a strained ability to pay its militants, and the result is a picture of an entity on a downward trajectory. This in no way means that the caliphate or its extremist message will die easily or that we are nearing an end to the scourge of ISIL inspired terrorism – only that its ability to sustain itself territorially has limits. If one accepts the above assessment, now is the time to consider what this will mean. Now is the time for thinking and planning directed at dealing with the eventual collapse of a self-proclaimed state in which countless thousands have been radicalized, traumatized, received military and terrorists training, let alone the reality of child soldiers and intense psychological scarring caused by ISIL.

Abstract:
Under certain conditions, such as security crises, an integrated external EU counter-terrorism policy can emerge without leading to the supra-nationalisation of policy-making. This paper analyses the role of the High Representative for Foreign Affairs and Security Policy with the objective of assessing the influence that such figure can have on the governance of EU counter-terrorism policies. It does so by assessing the EU’s response to three security crises, namely: the 9/11 attacks and the subsequent bombings in Madrid (2004) and London (2005); the Arab Spring and the following destabilisation of the Middle East and North Africa (MENA); and the emergence and spread of Da’esh.

Abstract:
In the closing months of 2015, two separate events thrust the city of Paris into the epicentre of global security politics. On November 13th, the French capital was the site of a series of coordinated terrorist attacks. At least nine individuals claiming allegiance to the Islamic State in Iraq and Syria (ISIS) used suicide vests and assault weapons to target citizens and symbols of the Republic. The attacks, which took place in cafés, restaurants, the national soccer stadium, and a crowded music venue, killed more than 130 people and precipitated the largest state of emergency across France since the Second World War. Just two weeks later, the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) convened in Paris. The conference, known as COP21, was a pivotal moment in the global effort to reach a multilateral agreement on global climate change. The juxtaposition of terrorism and climate change, two of the most pressing security issues of our time, encapsulate the complex and intertwined nature of contemporary threats to global security. The political and normative implications of the November events in Paris demonstrate the intricacies of securitization theory, a “radically constructivist” approach to understanding the nature of security threats.[1] This theory provides a framework for understanding the process through which political issues are transformed into security issues, while offering a series of cautionary warnings about the adverse consequences of security discourse and practices within democratic societies. The application of securitization theory lends a unique understanding to both the terrorist attacks and popular engagement in the climate summit. This framework also clarifies the resulting trade-off between renewed securitization of terrorism and democratic mobilization at COP21.

Abstract:
On November 5, 2015, authorities in the Molenbeek neighbourhood of Brussels, Belgium shut down Café del Beguines. The bar was frequently host to drug deals and other illicit activities, known to “[compromise] public security and tranquillity.”[1] The bar manager, Ibrahim Abdesalam, was one of the attackers involved in the Paris terror events in mid-November 2015. The attacks shook France and shocked the world, and at the year end, investigation of the events still posed many unanswered questions. French and international investigators have focused their efforts on exposing the source of funding for the attacks. Although an important part of any investigation, it must be understood that the funds necessary to plan and conduct attacks like these are minimal, often requiring less than $10,000[2] Unfortunately, terrorists have learned that small sums of money collected over time through the use of somewhat banal criminal activities can be effective, and even reliable, sources of funding.

46. The Terrorist Threats Against Russia and its Counterterrorism Response Measures

Abstract:
As of mid-2015, the primarily Islamist-based terrorist threats against Russia and its counterterrorism response measures continued to be in the spotlight. These Islamist terrorist threats, it must be pointed out, were unrelated to Russia’s other national security problems emanating from its intervention in Ukraine, which will not be discussed in this article. As with other Western countries, the latest phase of the terrorist threats against Russia has become even more complicated than before, with large-scale involvement by a reported 1,700 “homegrown violent extremists” (HVE),[1] primarily North Caucasus-based, many of whom have travelled to Syria and Iraq to join the Islamic State’s insurgents and to fight the Moscow-supported Bashar al-Assad government as well as the Shi’ite government in Baghdad (which is also backed by Tehran – Russia’s close ally), with their violent extremism also directed against the Russian state. As part of this phase, although unrelated to the involvement of the aforementioned Russian Islamists in Syria, Russian airpower was deployed in Syria in September 2015 to support the besieged al-Assad regime against the Islamic State. The earlier phase of the terrorist threats against Russia was highlighted by the April 15, 2013 Boston Marathon bombings, which were perpetrated by two brothers of ethnic Chechen origin (one of whom was reportedly monitored by Russia’s security services during his stay in Dagestan), as well several significant terrorist attacks in late 2013 during the lead-up to the Sochi Winter Olympics, which were held in February 2014 without a terrorist incident. Overall, the primary terrorist threats against the Russian Federation are presented by the Islamist insurgents in the North Caucasus, who are organized into several groups that are loosely allied with al-Qaeda’s global Jihad. Fortunately for Russia, in their most significant threat over the past several years, these Islamist militants were thwarted in their intent to exploit the worldwide media attention associated with the February 2014 Olympic sporting events, which were located close to the North Caucasus, several hundred miles from the Republic of Dagestan, where they were mounting an insurgency to establish an Islamic state in that region. In response, Russia greatly boosted its counterterrorism measures in the North Caucasus republics as well as in other parts of the country, thereby preventing these insurgents from succeeding in their terrorist plots. Nevertheless, the attraction of jihadi groups such as the Iraq- and Syria-based Islamic State in radicalizing hundreds of Russian Islamists into joining their insurgency expanded the geographical scope of the terrorist threats against Russia, particularly upon the return of some of them to Russia to carry out attacks in light of Moscow’s support of the Syrian and Iraqi regimes and their call to establish an Islamist caliphate in the North Caucasus.

Abstract:
The thesis defended is that jihadist terrorism, whose final purpose is the political planning of society based upon a fundamentalist interpretation of Islam, constitutes a serious threat to Spain. Examined and addressed as any other threat, before it the only possible response is fighting back. In that analysis, the concepts of Security and Defense, today closely linked, are taken as starting points. The concept of Defense policy is also covered, and, after describing the Spanish Defense policy to face that threat, the imperative need to attain community and citizens support is justified, so that its vital necessity permeates on society, as well as the importance that those Defense policies, which serve to protect the society and its interests, require every additional effort to be sustained and maintained properly.

La unión de espacios subgobernados, la corrupción, el crimen organizado y terrorismo es la amenaza a la que se enfrenta la UE y sus estados miembros en el Gran Magreb, el cual está recreando un nuevo y diferente Flanco Sur al que existía durante la Guerra Fría. El aumento de la actividad extremista en la región del Sahel-Sáhara a partir de 2005 ha ido en paralelo con el crecimiento de las redes de crimen organizado transnacional a través del área. Aunque hay un intenso debate sobre su relación, intensidad e impacto, es una dinámica innegable en el área. La UE no tiene realmente una política unificada Magreb-Sahel y en términos de crimen organizado y terrorismo, el Sahel no se puede separar del Magreb. Hay una comprensión limitada y parcial del problema tanto en términos de amenazas como en soluciones viables, ampliado irremediablemente por la acción de Boko Haram y desbordando la visión, proyección y estrategia de la UE. A pesar del "Sahel Regional Action Plan 2015-2020", las medidas tomadas son reducidas, muy recientes y probablemente insuficientes y tardías desde el punto de vista de la dinámica y sinergia entre terrorismo-crimen organizado en un contexto de corrupción. La UE sigue manteniendo un enfoque seguridad-desarrollo, básicamente en una concepción de seguridad humana, a pesar de que este enfoque es altamente discutible para enfrentarse a este tipo de amenazas.

Abstract:
The benefits of an open and accessible internet for growth and development have been acknowledged on numerous occasions. But as the potential of the digital economy for fostering innovation and creating new business opportunities grows, so too do the difficulties with protecting it. In February 2014, the European External Action Service presented the Friends of the Presidency on Cyber Issues with a Food for Thought Paper ('Further Strengthening European Cyber Diplomacy'). According to the document, 'the EU and its Member States should be in a position to present a coherent and comprehensive suite of policies which keep pace with the ever shifting international landscape, taking into account the strategic policy goals of other actors in the field'.

Abstract:
The EU's cyber defence agenda provides an opportunity to ask questions about what the EU could do in terms of setting security priorities. Furthermore, as a possible area for cooperation, cyber defence shares with military air logistics the peculiarity of being a common capability which does not require explicit war-like conditions to demonstrate its utility. Indeed, the diversity and complexity of the threat environment – coupled with challenges of attribution – suggests the opposite: military cyber defence capabilities might offer better value for money in peacetime rather than in times of war.
