Abstract:
Daniel Khachatryan is a Hrant Dink Foundation fellow at the Turkish Economic and Social Studies Foundation (TESEV) within the framework of the Support to the Armenia-Turkey Normalisation Process Programme financed by the European Union. Khachatryan’s academic background includes studies at Yerevan State University, University of Oslo and Fletcher School of Law and Diplomacy, Tufts University. In this article, Khachatryan dwells upon the possible steps to be taken by the EU towars the South Caucasus in order to define its role in the region by focusing on the recent developments in Azerbaijan, Armenia and Georgia. 32. Ukraine: Running out of Time

Abstract:
Ukraine's provisional government faces an uphill struggle to make it to the 25 May presidential election. Shaken by separatist agitation and distracted by Russian troops on its borders, it has not asserted itself coherently and has lost control of the eastern oblasts (regions) of Donetsk and Luhansk, which have voted for independence in contentious referendums. It appears incapable of keeping order in much of the south east, where separatists, supported and encouraged by Moscow, threaten the state's viability and unity. Kyiv and the presidential candidates should reach out to the south east, explaining plans for local self-government and minority rights, and for Ukraine to be a bridge between Russia and Europe, not a geopolitical battleground. With relations between Moscow and the West deeply chilled, the U.S. and EU should continue tough sanctions to show Russia it will pay an increasing cost for destabilising or dismembering its neighbour, while pursuing parallel, vigorous diplomacy to reach understandings that avoid the worst and respect mutual interest.

It is just a reminder that at least since the war with Georgia in 2008 Russia has been and still is playing the same game: a "game of zones",aimed at (re)establishing an exclusive sphere of influence. The Mediterranean is where the atmosphere of mutual distrust, fear and polarization prevail. Arab Israeli dispute and Turkish Greek differences over the Aegean and Cyprus impede efforts for developing mutual confidence and co operation. Recently, economic and financial crises and the “Arab Risings” have brought along more reasons for concern. Islamophobia and racism versus Islamic jihadism increase the risk of confrontation. Turkey together with Spain appeals for an “Alliance of Civilizations” and exploits its double identity, European and Muslim, through a proactive and multilateral poli cy for finding peaceful solutions to chronic regional solutions. Greece and Greek Cypriot governments should refrain from unilateral attempts to declare maritime borders.

Abstract:
This paper explores a neglected aspect of the wider debate about EU enlargement; namely bilateral disputes between a Member State and an applicant, where the former uses, or threatens to use, its membership to block membership to resolve a dispute. As we show through analysis of three cases - Italy and Slovenia, Slovenia and Croatia, and Greece and Macedonia - the EU's transformative power does not always flow 'outwards' towards the state seeking membership. This raises interesting questions about enlargement as international bargaining between sovereign states filtered via a supranational entity formally responsible for the negotiations. Our cases suggest limits to the EU's transformative power in the context of disputes that are linked to the meaning and significance of borders. When enlargement intersects with identity politics, the result can be potentially destabilizing in ways that can lead to a decline in the EU's legitimacy. It is not surprising that the Commission prefers disputes to be resolved bilaterally or via a third-party.
