Abstract:
Elham Manea is a Yemeni Swiss political scientist, writer, and activist based in Switzerland. Manea has served as an advisor to several governments, including Austria, on issues related to the surveillance and criminalization of Muslims. Manea has also worked with anti-Muslim organizations in Europe and the United States, including the Clarion Project, the AHA Foundation, the European Foundation for Democracy, and the Secular Policy Institute. Manea presents herself as a formerly “radicalized” person with “insider” knowledge on “extremism,” particularly “non-violent extremism,” “Islamism” and “political Islam.”

Abstract:
China and Russia are jointly advancing their shared interests in the international arena and are building up cooperation in the tech sector. Despite far-reaching plans, the asymmetry of cooperation in favour of China is increasingly at odds with Russia’s national goals in digital technology. Differences in resources and standpoints are also reflected in the implementation of digital surveillance. China’s surveillance system is sophisticated and extensive whereas Russia’s is largely inconsistent and emerging, as evidenced by the fact that there was virtually no control of the internet in Russia until 2012. While advanced surveillance in authoritarian countries is worrying, technology in strategic sectors is also a key field of increasingly disconcerting great-power competition. As a result of strategic competition, the world is faced with the risk of technological decoupling, which would contribute to further fragmentation of the international community and deepening of existing rivalries.

13. Regional Financial Arrangements and the International Monetary Fund: Sustaining Coherence in Global Financial Governance

Abstract:
Cooperation and competition among regional financial arrangements (RFAs) and the International Monetary Fund (IMF) increasingly determine the effectiveness of the global financial safety net (GFSN), which many observers fear is becoming fragmented. Overlap among these crisis-fighting institutions has important benefits but also pitfalls, including with respect to competition, moral hazard, independence, institutional conflict, creditor seniority and non-transparency. The study reviews the RFAs in Latin America, East Asia and Europe to assess their relationships with the IMF and address these problems. Among other things, it concludes: institutional competition, while harmful in program conditionality, can be beneficial in economic analysis and surveillance; moral hazard depends critically on institutional governance and varies substantially from one regional arrangement to the next; secretariats should be independent in economic analysis, but lending programs should be decided by bodies with political responsibility; and conflicts among institutions are often resolved by key member states through informal mechanisms that should be protected and developed. Findings of other recent studies on the GFSN are critiqued. Architects of financial governance should maintain the IMF at the centre of the safety net but also develop regional arrangements as insurance against the possibility that any one institution could be immobilized in a crisis, thereby safeguarding both coherence and resilience of the institutional complex.

The Muslim Reform Movement is an international coalition of Muslims that purportedly seeks to counter the ideology of Islamism by reforming Islam. The coalition and its members leverage ‘insider’ Muslim identities to advocate surveillance against Muslims, to support anti-Muslim laws and policies, and to validate the claims of organizations and individuals that espouse anti-Muslim conspiracy theories.

Since the Russian occupation of Crimea in 2014, NATO threat perceptions have significantly intensified, particularly with regard to the three Baltic states of Estonia, Latvia, and Lithuania that today face the most direct threat of any of NATO’s allies. To deter aggression in the Baltic region, NATO must deploy a credible and effective defense, grounded in a comprehensive understanding of adversary capabilities, actions and intent. A critical element of deterrence and defense is NATO Joint Intelligence, Surveillance, and Reconnaissance a networked system of sensors, collectors and analysts fielded by the Alliance and its member states to provide situational awareness, early warning and if necessary, decision support for combat operations. Put simply JISR is about getting the right information to the right person, at the right time in the right format. But if a crisis erupted in the Baltic Sea region, is NATO equipped to gather and process the information necessary to give commanders on the ground a clear operating picture? What improvements, if any, could be made to the way NATO and NATO allies collect and process intelligence? To answer these and other questions, the Atlantic Council’s Scowcroft Center for Strategy and Security assembled a task force of leading regional security experts, led by co-chairs ADM Mark E. Ferguson, III, USN (Ret.) and AM Sir Christopher Harper, RAF (Ret.) and project director Dr. Richard D. Hooker, Jr, that examined NATO’s JISR posture in the Baltic Sea region and offers a series of recommendations to improve both collection and processing of vital intelligence so that NATO is ready to meet any challenge that may be waiting over the horizon.
