1. Schengen Visa Deadlock: The Unresolved Case of Turkish Citizens

Abstract:
The visa policy of the European Union (EU) member states against Turkish citizens has been a controversial topic for decades. Millions of Turkish citizens suffer from serious restrictions before their travel to the Schengen area for the purpose of their non-gainful activities. In time, two main options appeared before the visa-free travel of Turkish citizens, namely the opportunity brought by the interpretations of the Court of Justice of the EU (CJEU) based on the “stand-still clause” and secondly the Visa Liberalisation Dialogue. The objective of the article is to discuss whether the visa regime against Turkish citizens is justified or politically motivated. It connects the technical/legal analysis to a political analysis through the securitization theory. Security framing practices of the European actors at various policy levels are analyzed to explain the continuation of the restrictive visa regime against Turkish citizens despite two strong options that could have ensured visa-free travel. This article concludes that as a result of developments following the failed coup attempt in 2016, visa-free travel of Turkish citizens which was framed through the perceived threat of Turkish migration has transformed into a real threat.

Abstract:
Russia’s full-scale invasion of Ukraine in 2022 tested the functioning of both Ukraine’s state apparatus and its entire society. During the period 2022-24, the relationships between civilian society, the political elite, and the military have reflected two distinct phases of the war. The first phase occurred during 2022 when Ukrainians were engaged an existential struggle for their nation and was marked by a surge in civic consciousness, a high level of self-organisation, and a constructive relationship between the military, elite, and civil society. From early 2023, however, the war became ‘routinised’. This second phase has been characterised by war fatigue, habituation to war as the new normal, and a division in society between those who are included in the war’s infrastructure and those who mainly focus on their own lives. In the third brief of the series, Mykola Nazarov writes that the consequent changes in trust in the political and military leadership have significantly complicated cooperation between these parts of Ukrainian society. He concludes that overcoming cleavages in society is essential in building the resilience necessary to resist an aggressor and that the consolidation of power as a response to the challenge of external aggression is to be expected, but it is not the optimal management solution. Political plurality, freedom of speech and the ability of the opposition to criticise the authorities without pressure and propose better solutions are necessary for effective governance in wartime. Also, civil-military relations need to be distanced from personalities and based on a robust culture and a framework of inter-institutional cooperation. The Ukrainian system of power has become hyper-personalised, which negatively affects its effectiveness.

Abstract:
The Three Seas Initiative (3SI) is a relatively new format of regional cooperation in Central Europe. The main objective of 3SI activities is the development of energy, transport and digital infrastructure in the region. Following the outbreak of the full-scale Russian-Ukrainian war in February 2014, the security dimension of 3SI activities has become more important. The last 3SI Summit was held in Vilnius in April 2024. The aim of this article is primarily to analyse the military dimension of the Three Seas Initiative's activities after the outbreak of war in Ukraine in 2022. The text presents the military potential of the 3SI countries and the diversified approach of the member states to the Russian-Ukrainian war. It also analyses the Lithuanian 3SI perspective, the decisions of the Vilnius Summit and the prospects for 3SI military cooperation. Due to the relatively new nature of the research topic, the analysis focuses primarily on recently published specialist texts.

Abstract:
The report “Democratic Backsliding and Securitization: Challenges for Israel, the EU and Israel-Europe Relations” analyses the illiberal trends and democratic backsliding that can be seen in both Europe and Israel. Over the course of a two year project, experts from Mitvim – The Israeli Institute for Regional Foreign Policies, Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs) as well as external experts reflected on the implications these developments have. The authors offer highly relevant recommendations and insights for anyone interested in EU-Israel relations, eroding democratic trends and securitization policies. The report specifically highlights the relationship between the EU and Israel and how these have adapted in light of the illiberal trends, also showing the impact and lack of prospect in light of Israeli-Palestinian peacemaking and advancement towards a resolution of the Palestinian struggle. The relevance of this report goes beyond the specific relations between the EU and Israel, however, also showing global tendencies. It demonstrates the eroding global democratic trend and impact on liberal values. Therefore, this report is not only a research but also a call to action to counter the negative trend in order to protect the liberties we have. Below you can find the full report, as well as three short policy briefs: one on Democracy and Foreign Affairs in Israel, one on Illiberalism in the EU and Israel, and one on the International Alliances with the Israeli left. The findings from this report were presented at both an international conference in Brussels on July 12th, and will be presented in the future in Jerusalem.
