Abstract:
The 2009 Lisbon Treaty is considered by many a turning point for the EU as it encourages a more coherent and effective use of existing civilian, military, economic, and military instruments. Among its better known innovations is the new post of President of the European Council (currently Mr. Herman van Rompuy) and modified post of High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission (presently Baroness Catherine Ashton).

Abstract:
A consensus seems to exist on the need to tackle contemporary intra-state conflicts through a multiplicity of actors who display different comparative advantages and levels of expertise. For the United Nations as well as for the regional organisations that, since the end of the Cold War, have emerged as crisis management actors, working together is the way forward. The UN and the EU run or have run simultaneous operations in Africa (Democratic Republic of the Congo and Chad) and Kosovo and have largely institutionalised their cooperation; the UN took over operations initially deployed by the African Union in West Africa and in Burundi and the two institutions have created a hybrid UN-AU mission in Darfur; the EU is assisting the AU in the building-up of its Stand-by Force and finances AU operations; the EU, the OSCE and NATO have for some time shared the burden of security management in the Balkans. As noted in a UN Department of Peacekeeping Operations (DPKO) document, “reinforcing interoperability with key partners […] can enhance cooperation and ensure that we maximise finite global peacekeeping resources”. Indeed, given the scope of crisis management needs, not least the UN overstretch, burden-sharing has become an imperative and its corollary, inter-institutional partnerships, equally central. Yet, the establishment of partnerships among international institutions is facing important political and technical difficulties that make the prospect for an interlocking system unlikely.

Abstract:
The upcoming Swedish presidency of the EU will be in charge of adopting the next multiannual programme on an Area of Freedom, Security and Justice (AFSJ), during its tenure in the second half of 2009. As the successor of the 2004 Hague Programme, it has already been informally baptised as the Stockholm Programme and will present the EU's policy roadmap and legislative timetable over these policies for the next five years. It is therefore a critical time to reflect on the achievements and shortcomings affecting the role that the European Commission's Directorate-General of Justice, Freedom and Security (DG JFS) has played during the last five years in light of the degree of policy convergence achieved so far. This Working Document aims at putting forward a set of policy recommendations for the DG JFS to take into consideration as it develops and consolidates its future policy strategies, while duly ensuring the legitimacy and credibility of the EU's AFSJ within and outside Europe.

415. Effects of the EU Enlargement on Income Convergence in the Eastern Border Regions

Abstract:
This paper analyses the effect of the EU enlargement process on income convergence among regions in the EU and in the Eastern neighbourhood of the EU. The data used is NUTS II regions in the EU and Oblasts' of Russia over the period 1996-2004. The estimation techniques used take into account both regional and spatial heterogeneity. The main findings are that the regional income differences are reduced within EU15. The income convergence within the EU is mainly driven by reductions in the differences across countries rather than by a reduction in regional differences within countries. When differences in initial conditions in the regions are controlled for by fixed regional effects there are strong evidences of convergence among regions in all studied country groups.

416. Macedonia's Name: Breaking the Deadlock

Abstract:
Macedonia is a relative success story in a region scarred by unresolved statehood and territory issues. International engagement has, since the 2001 conflict with an ethnic Albanian insurgency, brought progress in integrating Albanians into political life. This has been underpinned by the promise of European Union (EU) and NATO integration, goals that unite ethnic Macedonians and Albanians. But the main NATO/EU strategy for stabilising Macedonia and the region via enlargement was derailed in 2008 by the dispute with Greece over the country's name. Athens claims that, by calling itself “Macedonia”, it appropriates part of the Hellenic heritage and implies a claim against Greece's northern province. At summits it blocked Macedonian membership in NATO and EU accession talks until the issue is settled. Mystifying to outsiders, the dispute touches existential nerves, especially in Macedonia, and has serious regional implications. The parties need to rebuild trust; member states need to press both to compromise, especially Greece to respect its commitment not to block Skopje in international organisations.

417. Come Home, NATO? The Atlantic Alliance's New Strategic Concept

This DIIS Report provides an overview of the political and military issues that are likely to shape the coming discussions about NATO's new Strategic Concept. NATO's current Strategic Concept dates back to 1999 and over the last couple years an increasing number of policy-makers have suggested that it is time to take stock of the transatlantic Alliance. The exercise is significant because the Strategic Concept represents the operational view of the Washington Treaty - the basic text of NATO - and because it will bequeath a new strategic direction to the Alliance. The Report presents three arguments. One is that the Strategic Concept serves several functions: it codifies past decision and existing practices; it provides strategic direction; and it serves as an instrument of public diplomacy. The second argument is that the new Strategic Concept must balance the push and pull of two competing visions of NATO, one being 'Come home, NATO;' the other being 'Globalize, stupid.' The contest between these diverging visions has consequences for a number of issues that the Strategic Concept must address. Lastly, it is argued that although the agenda of globalization is being questioned, NATO will continue down the path of global engagement.

418. The new wave of foreign policy activism in Turkey: drifting away from europeanization?

Abstract:
Currently, the prospects for Turkey's EU membership do not look very bright. With key chapters for negotiation already suspended, the government is likely to resume a loose Europeanization agenda. The counterpart of this in the foreign-policy realm is an approach based on 'soft Euro-asianism'. An attempt is also being made to develop friendly relationships with all neighboring countries, coupled with a mediating role in regional conflicts, but without the EU providing the main axis for foreign policy. The present report investigates the continuities and ruptures in Turkish foreign policy during the post-2002 AKP era. It attempts to identify the underlying reasons for the decline in enthusiasm for EU membership following the golden age of Europeanization and reforms during the early years of the AKP government. The report also points to internal and external political developments which may help to reverse the current drift away from Europeanization.

419. Turkey and Armenia: Opening Minds, Opening Borders

Turkey and Armenia are close to settling a dispute that has long roiled Caucasus politics, isolated Armenia and cast a shadow over Turkey's European Union (EU) ambition. For a decade and a half, relations have been poisoned by disagreement about issues including how to address a common past and compensate for crimes, territorial disputes, distrust bred in Soviet times and Armenian occupation of Azerbaijani land. But recently, progressively intense official engagement, civil society interaction and public opinion change have transformed the relationship, bringing both sides to the brink of an historic agreement to open borders, establish diplomatic ties and begin joint work on reconciliation. They should seize this opportunity to normalise. The politicised debate whether to recognise as genocide the destruction of much of the Ottoman Armenian population and the stalemated Armenia-Azerbaijan conflict over Nagorno-Karabakh should not halt momentum. The U.S., EU, Russia and others should maintain support for reconciliation and avoid harming it with statements about history at a critical and promising time.

420. The European Parliament – more powerful, less legitimate? An outlook for the 7th legislature

Abstract:
At the end of the 6th legislature, fears that enlargement would hamper the workings of the European Parliament have largely proved unfounded. Despite the influx of a large number of new members to Parliament, parties have remained cohesive, and legislative output has remained steady. Moreover, after an initial phase of adaptation, MEPs from new member states have been increasingly socialised into the EP structure. Challenges have arisen in a rather different field, however. In order to remain efficient in the face of increasing complexity, the EP has had to streamline its working procedures, moving more decisions to parliamentary committees and cutting down time for debate. This paper argues that measures to increase the efficiency of the EP, most notably the trend towards speeding up agreements with the Council (1st reading agreements) run the risk of undermining the EP's role as a forum of debate. Should bureaucratisation increasingly trump politicisation, the legitimacy of the EP will be undermined, and voters will become ever more alienated from its work. For the 7th legislature of the European Parliament therefore, it is crucial to balance efficiency of output with a more politicised policy style that is able to capture public interest.
