221. Central Asian Stances on the Ukraine Crisis: Treading a Fine Line?

Abstract:
For over a year now, the crisis in and over Ukraine has been a stable fixture among the top issues of concern and deliberation internationally. The subject has become a point of polarized debate, with most contributions favoring one side or the other between the collective “West” and Russia. Similar to most trending debates, especially those as divided as this, the discussion has tended to simplify the issue by lumping everything into singular categories, be they “Russian imperialism,” “American conspiracy,” “Ukrainian fascism,” or “the new Cold War.” However, the matter is far more complex. This essay offers a mostly non-aligned analytical overview of the positions of five Central Asian countries on the subject. What these countries’ stances elicit is the complexity of the problem and the many-sided effects and challenges the involved and surrounding parties need to face, where it is far from obvious why a country takes this or that stance, or—even more tellingly—why it appears to vacillate. From such an overview, a number of more general conceptual rewards can be derived.

In his opening remarks, Grzegorz Ekiert, Professor of Government at Harvard University and Director of the Minda de Ginzburg Center for European Studies, recalled last year’s inaugural Summit on the Future of Europe. While the security challenge posed by Russia stood at the center of discussions then, Europe’s crisis has broadened in the intervening months: The euro crisis has not been solved. The loss of legitimacy of European institutions has accelerated. A migrant crisis of unforeseen dimensions has shaken the continent. These four challenges make up the crisis that would stand at the center of this year’s Summit.

Abstract:
In the last decade, the EU has been challenged by major phenomena, such as the entry into force of the Lisbon Treaty and the economic and financial crisis. Unlike other policy areas, where the logic of action and institutional interplays have consequently changed, enlargement constitutes a “paradox”, having largely been resistant to such impact factors. That is, “intergovernmental supranationalism” has remained the dominant feature of the enlargement polity, politics and policy. Even though the overall result has not changed, there has been change in the configuration among the intergovernmental and the supranational elements. That is, while on the one hand intergovernmental forces have increased, on the other hand, all three dimensions have primarily been hit by the “technicality turn”, consequently fostering the supranational momentum. Finally, an overall new balance has been reached under the “old” intergovernmental supranational umbrella.

Daniel Khachatryan is a Hrant Dink Foundation fellow at the Turkish Economic and Social Studies Foundation (TESEV) within the framework of the Support to the Armenia-Turkey Normalisation Process Programme financed by the European Union. The return of geopolitics to Europe from the East together with the publics‘ reaction to the spectre of immigration from the South has finally dawned on EU’s politicians. It is no longer possible to pretend that the „outside“ and the „inside“ can be kept apart. Europe‘s identity is being questioned with surprising intensity and in unexpected ways. Reactionary East- West political and cultural alliances are being forged, feeding and fed by nationalism, populist radicalism and antiliberal conservatism with Eurasian flavour. At the same time European citizens volunteer to take part in wars abroad, mirrored by and linked to acts of terrorism and violence in European countries. With state, institutions, parties and democratic politics in decline, what are the chances for peace and European democracy? We have to understand what is going on. Europeans inside the Union have to know how they are seen by our neighbours East, Southeast and South. What are their expectations? What do they want to achieve by joining the EU? What are they ready to sacrifice to reach that goal? On the other hand, we need to be clear what defines Europe’s own attitude towards others. Is it trade, economic interests, security or moral values? Can Europe still define its own ways or has it lost the initiative to others? Who can and should take action? The Ukraine crisis is forcing Europe to recognise that its post-Cold War order has reached its limits and needs to contend with harsh facts. Europe has to acknowledge the real world beyond its borders while focusing its energies on consolidating its own political space, which now also includes Ukraine.

226. Ensuring Deterrence against Russia: The View from NATO States

Abstract:
Russia’s military actions in 2014 and 2015, particularly in Crimea, Ukraine, and Syria, have upended expectations among NATO members about their security and the future course of NATO-Russian relations. In response, many of the NATO states bordering Russia have argued for reinvigorating NATO’s deterrent capabilities after two decades of drawing down conventional and nuclear forces in the immediate post-Cold War era. At its 2014 summit in Wales, NATO agreed to a number of short-term measures to bolster the alliance’s conventional deterrent, dubbed the Readiness Action Plan. But as the standoff with Russia has continued, some analysts—particularly in the United States—have argued for additional deterrence measures, including in the nuclear realm. In response, researchers from the James Martin Center for Nonproliferation Studies of the Middlebury Institute for International Studies at Monterey travelled to the NATO front-line states of the Czech Republic, Estonia, Lithuania, Poland, Romania, and Turkey to assess the perceptions of governmental and nongovernmental experts regarding how NATO should respond to Russian actions, with an emphasis on how nuclear issues should be addressed. Our research also included meetings with experts in Germany, the United Kingdom, and the United States, as well as a thorough review of existing literature in the field on issues such as Russia’s new military approach and US nuclear weapon policies—past, present, and future. It was conducted with the aim of providing analysis and recommendations to NATO states in advance of the July 2016 NATO summit in Warsaw. The following report highlights the key findings of this research, provides analysis on a country-by-country basis, and concludes with recommendations for consideration in Warsaw.

Abstract:
The eurozone is mired in a recession. In 2013, the GDP of all 17 eurozone countries fell by 0.5% and the outlook for 2014 shows considerable risks across the region. To stabilise the common currency area and its (partly insolvent) financial system, a eurozone banking union is being established. An important part of the banking union is the Single Supervisory Mechanism (SSM), which will transfer the oversight of Europe's largest banks to the European Central Bank (ECB). Before the ECB takes over this responsibility, it plans to conduct an Asset Quality Review (AQR) in 2014, which will identify the capital shortfalls of these banks.

Concerns about the deterioration of democracy in Turkey are not new: the trials over the 2003 „ Sledgehammer ‟ alleged coup plan (2010-12) and over the ‟ Ergenekon ‟ secret organisation (2008-13) broke the military‟s influence over politics, but were widely criticised because of their reliance on secret witnesses and disputes over evidence. Ironically, their outcome has recently been challenged by Prime Minister Erdoğan himself, who has disowned the trials now that the judiciary has the AK Party in its sights. International concern was also stirred by the violent crackdown on the countrywide protests of May/June 2013. Unrest then was triggered by the planned redevelopment of Istanbul‟s Gezi Park in May 2013, but developed into a wider movement critical of government corruption, increasing restrictions on freedom of speech and concerns about the erosion of secularism. Protests simmered on through September, winding down in autumn and winter only to reignite in March of this year.

229. The EU's Use of 'Targeted' Sanctions: Evaluating effectiveness

This study analyses the use by the European Union of the novel concept of 'targeted sanctions' in the framework of its Common Foreign and Security Policy. It examines two sets of sanctions regimes featuring different degrees of efficacy: in Myanmar and Zimbabwe, the EU wielded measures in support of human rights and democracy objectives in the absence of a United Nations mandate, while it supplemented UN sanctions to stop nuclear proliferation in Iran and North Korea. The study highlights a number of facilitators of, or hindrances to, the efficacy of sanctions, such as the degree of support by regional powers or the presence of UN legitimation. It concludes that the EU sanctions regimes could be optimised by using more robust measures, designing them on the basis of ex ante assessments, enabling faster upgrades, monitoring their impact and adjusting them regularly and improving outreach efforts.

Abstract:
Dispersed all over the territory of the continent, Roma constitute the largest ethnic minority in Europe, which according to the estimates consists of 10-12 million people. Present in almost every country in Europe and sharing some similar cultural features, Roma are often referred to as 'transnational'. The heterogeneity of the group even within the different national states and the lack of structural ties among the communities at national and international levels, challenges the appropriateness of any generalization of issues and large scale approaches to addressing them. At the same time, Roma communities all over Europe share low social status and identical challenges to their integration in mainstream societies, which constitutes them as a transnational marginalised group.
