Abstract:
Many of today’s public policies aimed directly or indirectly at regulating the behaviors of individuals and organizations provide for the implementation of a certain type of instrument which can be qualified as a label. They share some features with what the literature tends to identify as proper standards (e.g., they aim at defining the best practices, they may represent – at least – a symbolic resource for those who adopt them), but they also have some peculiarities, which we will present here. In this paper, we propose to analyze the characteristics and dynamics underpinning this mode of governance as part of a study of two particular public policy domains chosen for their complementarity as well as their contrasts: the fight against obesity, and sustainable consumption. In both of these fields, labels have become a preferred mode of governance – and even, we might say, a kind of standard. Based on Foucault (2004), we emphasize the fact that the logics of distinction, which regulate utilities and sanctions in a particular social field, are instrumentalized by public policy as an incentive to the actors to deliberately take action whose value is endorsed by a label. Hence, the aim and outcome of this mode of governance are not the uniformity of a field, but the ongoing creation of increasingly demanding labels that only some of the participants can hope to obtain.

72. Impact of aging on curative health care workforce. Country Report Poland

Abstract:
The report discusses employment in the health care system in Poland based on analysis and projections of the demand and supply of medical workforce. The impact of the financial situation and policy on relativelly low employment level of medical personel was accounted for in the analysis while projections were driven by demographic changes in the following two decades. Results of different demographic variants of projections used in Neujobs project and additional scenarios show that while ageing is an important factor that may stimulate demand for provision of medical personnel, changes might be mitigated by further increase in efficiency of care. At the same time the supply of care will be affected by ageing too. The results indicate that more detailed monitoring of employment in the future will be needed in order to assure adequacy of provision of medical professionals, especially of nurses (critical gap), some medical specialists, physiotherapists and medical technical personnel.

73. Stories of the Soviet Anti-Plague System

Abstract:
Throughout the 20th century, the USSR Ministry of Health’s 2nd Directorate headed an “anti-plague (AP) system” whose main objective was to protect the country from endemic and imported dread diseases such as plague, anthrax, and others. In addition, it had an important, two-phased role in the Soviet Union’s biological warfare (BW) program—to provide training to the BW program’s scientific workers on biosafety practices and to submit cultures of especially virulent pathogens to that program’s research and development institutions. Because the USSR considered information about endemic infectious disease, as well as BW-related activity, to be state secrets, hardly any outsiders knew about the AP system’s work and scientific accomplishments. To this day, the five Russian AP institutes remain closed to outsiders and are almost as secretive about their current activities as they were during the Soviet era.

74. Russia's Dangerous Nuclear Legacy

Abstract:
The state of Russia’s civilian nuclear power should be cause the entire planet to shudder: Radioactive waste deposal sites are full to the bursting point, and many reactors are outdated and fail to meet even the most basic of safety standards. In short, as one reads between the lines, a new disaster is pending. The now-famous disaster in Japan has taken on tragic proportions and caused massive public health problems. Explosions in Japanese atomic power plants are forcing world experts to question once more the future of nuclear energy, as well as the existing and engineered safety level for various nuclear facilities around the world. Is nuclear energy “outdated”? Is it a source of energy that should be abandoned out of safety concerns? The time has arrived once again for a cold-eyed and careful assessment of nuclear energy security in the world. This is especially pressing in the case of Russia. Currently, 10 plants and 32 nuclear units are online within the territory of the Russian Federation. In considering the larger picture of Russia’s energy generation, inherent risks, and dismal safety record, neither modern nuclear reactors nor uranium-based fuels should be considered as a panacea for the country’s energy development. There are severe limitations in the development of the Russian modern nuclear energy. These are well noted in the scientific community and the mainstream media.

Abstract:
The social changes in Poland over the last two decades have had an impact on many dimensions of life, including on important elements of human capital, such as health and functional and instrumental daily activities. This article contains an overview of the available data and indicators on health status, morbidity and disability. It presents the changes in the level of functional and legal disability and aims to show the reasons for these trends. Functional disability is highlighted as one of the major challenges for social and health policy in the next few decades in the context of dynamic aging.

76. Impact of Non-smoking Ordinances on Hospitality Revenues: The Case of Germany

Abstract:
Non-smoking ordinances are among the most popular albeit controversial public health-care legislations worldwide. This article provides an empirical assessment of the impact of non-smoking ordinances on bar and restaurant revenues in German Federal States. By application of panel spline regression and difference-in-difference strategies, we find negative impact limited to bars in the very short run. If any, there is a positive impact on total expenditures in the long run, indicating that either consumption pattern has not changed at all or that any reduction in spending by smokers is compensated for by a corresponding increase by non-smokers. These findings support the German – and similar – non-smoking legislations in the sense that positive externalities resulting from reduced health care cost are likely to outweigh the risk to businesses in the hospitality sector, at least in the long run.
