51. COVID-19: NATO in the Age of Pandemics

Abstract:
Because of its magnitude, economic dimension, and lethality, the COVID-19 crisis has raised a wide range of questions that pertain to how seismic the crisis is, how much it will shape international politics and in what ways it is going to change the way we live. These are strategic-level questions (with very practical consequences) that only arose to the same degree in the context of the Second World War. The analysis of the impact of the current crisis on international security is not an easy exercise given that a) the crisis is not over and b) it will impact so many interconnected domains over such a long period that the number of unknowns is immense. The way and speed in which COVID-19 has already changed our lives – who would have thought in January 2020 that just three months later all of Europe’s economies would be totally paralyzed with most of their populations at home under lock-down? – are also an invitation to some prudence, or modesty, when it comes to predicting the fallout. On three occasions over the last 20 years, major events on the international scene – 9/11, the Arab Spring, and the current health crisis – have come as strategic surprises to our societies (if not to policy-makers and security experts). Not that global terrorism, political and social unrest in the MENA region or pandemics were absent from strategic foresight exercises, but the way they happened and, even more uncertainly, the type of cascading effects they provoked, were simply beyond any predictive capacity. The topic of the day, and of this Research Paper, is more the cascading effects of the current crisis than its non-prediction. Looking back at 9/11 and the Arab Spring, and at what those events meant for NATO, one can only acknowledge that such implications could hardly have been fully comprehended in the midst of the two events.

It is fair to assume that at least one out of three readers of this paper have at some point in their life accepted to join a group of friends to do regular sporting activities together. While this idea sounds great in principle (we become fitter while building our friendships), when the day comes, only a few of those who committed actually show up. Excuses abound: more important commitments; too busy; jealous friends who were not invited in the first place. This is why a much more effective method of keeping commitments is through peer- pressure: having a designated buddy keeping tabs on you, making sure you show up and help you do the work. Vice versa, you are responsible for helping and motivating another friend, until the square is circled. So, what does Permanent Structured Cooperation (PESCO) have to do with becoming fitter? Everything.

It has become commonplace in 2020 to say that the Covid-19 pandemic has shone a light on severe problems and iniquities in the delivery of local services. But it is true. It is also true returning to pre-Covid “normality” is not an option, nor is it really desirable. Crisis issues in council finances, social care, children’s services, housing, homelessness, high streets and local growth, did not spring up overnight. LGIU and others have been shouting about these things for years and trying to get decision makers to pay proper attention. We understand that this is challenging. There are no easy solutions. Tackling the problems will involve choices and trade-offs. But that is politics. If we don’t take this opportunity to empower communities, so that they can flourish in the future, then when will we? At present, central government is concerned with issues of council structure and is pursuing a strategy of reorganisation that will reflect central government priorities, not those of local communities. This is a distraction from the important, longstanding problems that the government has so far refused to engage with: a finance settlement for local government; the crisis in adult social care and children’s services; and the unanswered problems of English devolution. At its root, this is a longstanding crisis of governance. The UK, remarkably centralised in comparison with similar economies around the world, has a moribund system of governance. Its outdated and inadequate constitutional framework, which wouldn’t be (and isn’t) looked upon as a model worth following elsewhere, is supported by a set of assumptions, ideas and beliefs that dominate in national political discourse. These hold that Whitehall knows best. Ministers hand down decisions that must be delivered across a varied and diverse geography by local authorities, regardless of local circumstances, assets, or democratic support. This is blind to the importance of place and it should be reversed. Abstract:
This Research Paper focuses on economic effects experienced by Roma communities in seven non-EU states during the COVID-19 pandemic and states’ consequent lockdown measures in the first half of 2020. Roma communities in Albania, Bosnia & Herzegovina, Moldova, Montenegro, North Macedonia, Serbia and Ukraine, were all facing socio-economic exclusion and marginalisation before the pandemic and international organisations were warning very early on that Roma communities were at serious risk during the pandemic, including in the fields of employment or loss of income. This research paper uses primary data collected from a survey of 440 Roma individuals across the seven states in order to add empirical evidence to an under-researched area. The main findings include that almost 73% of them experienced a reduced income and the major reason for this was due to access to or demand for informal work was hindered by the lockdowns. Moreover, most Roma who needed to borrow money did so through private means (family and friends) rather than through official or state institutions.

Abstract:
Since the World Health Organisation characterised Covid-19 as a pandemic in early 2020 (WHO, 2020), the spread of the virus and efforts to control it have necessitated an ongoing restructuring of interactions between individuals, communities and entire societies. The pandemic has been an inconvenience for some and a disaster for others. Minority communities in particular have increasingly been shown to be disproportionately affected by the direct and indirect impact of the virus, which has highlighted and exacerbated existing inequalities. This paper aims to add to efforts to understand the impact of this multi-faceted crisis on societies and in particular minority communities through an assessment of the space between government and minority community responses in the Republic of Ireland. By considering how Traveller organisations have worked to protect the Traveller community, and the extent to which this effort was met and supported by the Government of Ireland’s ‘governance response’ during the first ‘wave’ of the pandemic, this case study aims to contribute to understandings of minority agency and inclusion in liberal democratic societies both during and outside of times of crisis, and hopes to show that moments of upheaval are not by necessity points of deterioration for minorities, but can carry the potential for more inclusive practices, processes and societies moving forward.

Abstract:
The safe zones in the northern part of Syria have been established following three operations in the region, namely: the Euphrates Shield in 2016, the Olive Branch in 2018, and the Peace Spring in 2019. Before the outbreak of pandemic, the healthcare capacity was semisufficient with urgent cases being treated in Turkey and with frequent hospital transfers being conducted. In terms of livelihood opportunities, humanitarian aid was predominantly channelled through Turkey with limited involvement of Western and international organisations. Trade with the outside world was limited due to the sanctions imposed on Syria. The infrastructural investment in the region was predominantly made by the Turkish state and NGOs in the form of renovations and building of schools, hospitals, as well as water and energy supply. As of May 28th, 2020, there are no confirmed cases of COVID-19 in both regions yet living conditions have deteriorated due to the conditions in Turkey, Syria and rest of the world.

Abstract:
The rapid spread of COVID-19 forced policy-makers to swiftly find solutions to reduce infection rates and keep mortality as low as possible. Empirical analyses on the effectiveness of control measures are hereby of primary importance. School closures were among the earliest measures enacted by the governments of most countries. However, while schools are now reopening in many countries, the impact of school closures on the course of the epidemic is still an open question. Adopting parametric and non-parametric synthetic control methods we estimate the effectiveness of pro-active school closures, and other early social distancing interventions, in three countries that reacted relatively early during the course of the pandemic. Our findings suggest that these interventions were effective at reducing the mortality rate of COVID-19, especially when enacted early.

Abstract:
The public opinion poll conducted by the Belgrade Centre for Security Policy (BCSP) in October 2020 shows that the society is divided, both when it comes to measures taken in relation to the COVID-19 pandemic and regarding the reaction of the competent institutions to the health crisis. Although no less than a third of the Serbian citizens do not believe in or have serious doubts about the existence of the COVID-19 pandemic, the vast majority of them are of the opinion that the health crisis will have serious economic consequences, while a third are convinced that it has affected the level of democracy in Serbia. Most people see the pandemic as a threat to human and national security, but they are divided over how this crisis has affected their everyday lives. Polarisation was identified in relation to the level of trust in state institutions. Citizens trust the health care system the most, which is not surprising since the health care system commonly occupies a very high position in general surveys conducted to measure trust in all institutions. The reason for the high level of trust in the health system is the fact that it is the entire health system – not just the specialised COVID departments – that is bearing the brunt of the pandemic. As for other institutions, the percentage of trust in the President of the Republic and the Crisis Task Force for the Protection of the Population from the Infectious Disease COVID-19 stands at almost fifty-fifty, which again reflects the broader picture of citizens’ (dis)trust in these permanent and temporary institutions. One of the reasons for the division in the perception of disease as a threat to the personal safety of citizens is poor informing and reporting on the course and consequences of the pandemic (frequent contradictory messages provided by the Crisis Task Force and the authorities), which has been identified in the survey as one of the biggest problems of pandemic management. An enormous number of citizens perceive China as the largest financial and humanitarian donor during the period of the pandemic, which also influences – in the general survey – positive opinions about foreign countries, where China ranks first. Despite the fact that it was in fact the European Union that helped Serbia the most in the fight against the Coronavirus, in both financial and humanitarian terms, in the eyes of the citizens China still convincingly holds the first place.
