41. Germany’s EU Council presidency: Navigating the post-Covid political landscape

Abstract:
In view of the pervasiveness of the Covid-19 crisis, Germany has rightly announced that its presidency of the Council of the EU in the second half of 2020 will be a ‘Corona presidency’. However, it will also have to address other immediate issues as well as further longer-term priorities of the EU. The initial phase of the pandemic was characterised by largely uncoordinated member state action. The issues and instruments now on the table, particularly concerning economic recovery, are closer to the core of the EU’s authority, underlining the importance of a successful presidency. Somewhat surprisingly, the Covid crisis has moulded European politics in a way that may facilitate the work of the German presidency. The positions of the member states appear less fixed, whereas the German government itself has more domestic leeway than before the crisis. The political situation in the EU and in Germany remains highly volatile and the presidency’s success depends on factors that are partly out of Berlin’s control: the development of the pandemic, the depth of the economic slump and the public perception of the EU’s and Germany’s crisis management measures.

Abstract:
This study analyzes Turkish foreign policy narratives generated by the Covid-19 pandemic, and their intellectual and political context provided by Western debates. The approach is based on the assumption that the narratives about the pandemic provide an interesting window through which to observe the long-term fears and hopes concerning international politics in Turkey. The study utilizes Steven Ward’s conceptualization of distributive and normative revisionism as a theoretical framework for analyzing Turkey’s increasingly assertive foreign policy. It also discusses the analytical limits of this concept by introducing the idea of revisionism as a familiar narrative trope in Western International Relations scholarship. The study demonstrates that while Turkey remains loosely attached to its traditional commitment to defend the existing order, it increasingly expresses its dissatisfaction within that order, sometimes pushing it to the limits, and taking action that could even be defined as normative, or radical, revisionism.

The corona crisis, the US-China great power competition and lacklustre international rules vividly demonstrate the vulnerability of economic interdependence. Interdependence is a power struggle, not a mutual aid society. For the vast benefits of a globalised economy to continue to outweigh its risks, policies to build greater resilience are necessary. For the EU, the unprecedented events also offer an opportunity to forge a new economic security approach to better manage its dependencies in strategic sectors.

Abstract:
Roma communities in Europe face a much higher risk of death from COVID-19, as their situation, already marked by extreme racism and poverty, has been worsening in the last decade. However, the European Union member states covered in this policy brief—Bulgaria, Hungary, Italy, Romania, Slovakia, and Spain—have not responded with proportionate support. This brief argues that the COVID-19 crisis and the EU’s recovery plan in response both present an opportunity to improve the conditions of Europe’s Roma—not only in terms of rights, obligations, needs, but in the interests of sound political and economic decision-making across the region.

45. Innovation and Less Harmful Alternatives to Tobacco: The Case of Nicotine Pouches Regulation

Abstract:
For some years now, tobacco-free nicotine pouches – a tobacco-free version of pre-portioned snus – have been available on the Swedish market. Although the use of the product is increasing and is marketed outside Europe, nicotine pouches are not subject to any specific product regulation – neither in Europe nor elsewhere, but we will most certainly see new regulation adopted in all important markets in the coming years. The interest in harm reduction as an approach to tobacco prevention and the concern about nicotine dependence will be two decisive factors for how legislators decide to regulate nicotine pouches. Sweden and Norway will most likely be the first countries with specific product regulations for nicotine pouches. They can also influence how other European governments will shape the regulation. The EU will most probably regulate nicotine pouches under the scope of the TPD. However, this will not happen in the near future. An indication of how the European Commission views nicotine pouches can probably be found in the implementation report for the TPD that is to be presented in May 2021. How the EU chooses to regulate nicotine pouches is influenced by at least three factors: Whether EU Member States calls on the EU to ban nicotine pouches, due to concern about the use of the product in Member States (which was the reason for the EU ban on snus). Whether there are already specific product regulations or national bans in individual Member States that new European legislation may be in conflict with. The number of users of nicotine pouches, and thus a public opinion critical to a new restrictive legislation or ban. This was one of the reasons e-cigarettes were not banned in the 2014 TPD revision. Action taken by manufacturers will influence how legislators will react. Strict self-regulation and dialogue with authorities can reduce the desire among some to opt for very hard regulations. Irresponsible marketing or sales can quickly raise demands for bans. The way the EU regulated e-cigarettes in 2014 may give an indication of how the EU will regulate nicotine pouches in the future. This would indicate a focus on warning texts and introducing a strict maximum nicotine level. Future regulation of nicotine pouches in the EU may leave considerable room for further regulation by Member States, and even national bans. This is true today for both traditional tobacco products and e-cigarettes in the EU.

Abstract:
The fourth in a series analysing the ways COVID-19 is affecting stability across the world, this paper explores the impact on organised crime in the Western Balkans of the health and economic crisis brought about by the pandemic. Criminal organisations active in the Western Balkans have proved very apt at exploiting the evolution of the pandemic and related government responses to expand their activities regionally and globally. The key role played by the European Union in recent times to promote the rule of law and institutional reforms against organised crime in the region is at risk of setback given its limited economic firepower post-COVID-19 and China’s increasing influence through its economic and investment diplomacy. Law-enforcement agencies will struggle to prevent criminal groups from further infiltrating the region’s economies amid increasing budgetary constraints. Western Balkans governments should use the current challenging circumstances as an opportunity to redefine medium- and long-term priorities in their efforts against organised crime. However, for these efforts to be successful, the sustained political and operational support of other countries will be needed, given the expanding international reach of regional criminal groups.

The ambition to promote stability and foster peace in an increasingly volatile security environment is an established element of EU and NATO policy. There is a risk that the coronavirus pandemic will increase the demand for stabilisation measures while at the same time complicating their supply. This paper focuses on the role that military and security actors can play in supporting stabilisation efforts. This ambition is also reflected in many of their member states’ national-level policy and strategy documents. The direction and implementation of these policies are influenced by a range of motivations including security worries, humanitarian concerns and historical ties. Stability is a challenging endeavour at the best of times, and there is a risk that the coronavirus pandemic will increase the demand for it while at the same time complicating its supply.

Abstract:
The coronavirus crisis is severely impacting European Union member states’ medical sector, economy, national welfare systems and societies in general. It is premature to judge whether governmental restrictions will flatten the curve of infected citizens, thus providing hope for a return to European business as usual. At present, the virus has caused human tragedy, a stock market meltdown of around 40 %, severe trade restrictions and has led to complete lockdowns of regions and metropolitan areas. It does not take a lot of foresight to see that any “after” the coronavirus will be much different. For obvious reasons, current attention focuses on enhancing disaster management, developing a vaccine, producing COVID-19 test kits and adjusting supply chains for pharmaceutical products. And, of course, developing economic recovery measures - such as earmarking billions of euros to cope with an unprecedented rise in coronavirus on the EU from an International Relations perspective. It will attempt to shed light on a post-Corona Europe and the challenges emanating from beyond its Eastern flank. It will revisit the state of affairs in Europe at the turn of the decade and examine China’s behavior during the pandemic.

Abstract:
The idea of freedom of movement of persons within the European continent rests at the heart of the European project and is embedded in the founding treaties of the European Union (EU). Political and economic unification of the European continent is directly related to the abolition of internal borders in a sustainable and manageable way. There is a track-record of significant benefits it brings for many years to the economies of the EU member states and to the European single market as a whole. Therefore, the free movement of persons we know it. The freedom to travel, regardless of the purpose, was perceived as something that is prescribed to all Europeans. functional consolidation of the Schengen zone, the legitimacy of the project and the idea it advocated significantly increased, attracting the interest of other states in the European continent to join. This caused an enlargement process of the regime, spreading the area of freedom of movement across Europe and fortifying the success of EU enlargement process in the post-Cold War period. However, on a practical level, as any other idea about sharing responsibilities in the field of security, it raised lots of concerns in the national capitals of the EU member states and made compromise-building that is necessary for the viable decision-making process a very difficult task. This logically affected the institutional development and accordingly complicated its structure and capacity to adequately respond to emerging challenges. It also increased a possibility for having the member states sliding back into their national brackets once the crisis erupts, which we witnessed during the big migrant wave in 2015. Difficulty to reach a consensus at the EU level, combined with the necessity to react swiftly to an immediate challenge, pushed the member states into reintroducing border checks and suspending freedom of movement institutionalised with the Schengen regime. The same happened with the recent COVID-19 crisis that dramatically affected everyday life of European citizens and forced them to adapt to unprecedented restrictions in the field of home affairs. Not only have the member states been forced into reintroducing border controls, but almost entire continent was pushed into a lockdown. Freedom of movement was allowed only within local communities (municipalities), while travel beyond local margins was authorised only to those with special permits.
