11. Cybersecurity in the Western Balkans: A Guide to Public-Private Partnerships

Abstract:
This Guide is designed to support Western Balkan governments and non-state actors that are planning to establish cybersecurity Public-Private Partnerships (PPPs) as part of their public–private cooperation. Drawing on international best practice, and referencing the region’s distinctive cultural, economic, and social context, it highlights options for establishing suitable cooperation frameworks and methods for overcoming obstacles. Chapter 1 of this Guide defines and sets out the main concepts and principles that underpin the guidance on planning, establishing, and maintaining a cybersecurity PPP. Chapter 2 provides practical, advice on how to plan, set up, and run a cybersecurity PPP in the specific context of the Western Balkans. Chapter 3 presents various types of cybersecurity PPPs and offers concrete examples from the Western Balkans and other parts of the world. A second text entitled “Legal and policy frameworks in Western Balkan economies on PPPs in cybersecurity” provides a succinct overview of the frameworks already in place in the Western Balkan economies.

12. Strategies to Strengthen Socially Responsible Public Procurement Practices in German Municipalities: A Mapping Exercise

Abstract:
Socially Responsible Public Procurement (SRPP) is a tool to use the market power of the public sector to trigger private companies to provide socially responsible products and services. In this sense, SRPP contributes to achieving SDG 12 of the Agenda 2030 (“Ensure sustainable consumption and production patterns”). However, while regulations at EU level and within the member states encourage SRPP, German municipalities lack effective implementation of social criteria in their tenders. This gap seriously decreases the triggering effect of the country’s procurement expenditures of which municipalities account for more than 50 per cent. By triangulating interview data with secondary literature, this paper identifies success factors and triggers for the introduction and consolidation of SRPP practices in German municipalities. Our research shows that there is not one gold standard of implementing SRPP in a municipality (as suggested by most existing toolboxes and handbooks on the topic). Rather, our paper presents a compilation of various different entry points from which practitioners may embark on fitting pathways. Beyond this, we have translated the most crucial success factors and triggers into nine recommendations for political action, for example, with regard to clear and ambitious regulations; measures to ensure broad support for SRPP within the municipal administration; and approaches for a more strategic procurement management. Our research also highlights the role played by individuals, that is, the importance of personal commitment for successful implementation of SRPP. This finding, however, is problematic when it comes to transferring and upscaling good practices. To reach a high level of broad and ambitious SRPP action, the balance between individual, regulatory and institutional measures has to change for the benefit of the latter two.

Abstract:
Despite some similarities within regions, the composition of the public sector differs across the world. This also applies to the working culture of this sector. While recogniz- ing the desire to help others and to improve one’s personal financial situation as essen- tial work motives, all around, the public sector, employees emphasize the importance of these purposes with varying degrees of strength in different areas. Shaped to a large extent by the communist past, the public sector of Central and Eastern European (CEE) countries continues to stand out amongst other countries on the continent. Much has been said about the historical determinants that have shaped the motivation of people from the region. While acknowledging the significance of the former regime, this article aims to analyze the current state of the public sector workforce in CEE and to examine its present distinctions from the private sector. The main research question of this article is what type of motivation drives public sec- tor employees and whether this motivation is different from the private business sector. Thus, the article compares intrinsic and extrinsic work motives of both sectors within the region and contrasts them to other European countries. Being a part of a larger compara- tive research project, this particular piece is devoted to CEE countries from the former Soviet Union and Eastern Bloc, namely, Bulgaria, the Czech Republic, Estonia, Hungary, Poland, the Russian Federation, Slovakia, Slovenia, and Ukraine.

Abstract:
With 25% of worldwide emissions due to road transport, the deployment of electric vehicles (EVs), full battery electric vehicles and plug-in hybrid electric vehicles – presents many promises to mitigate climate change. Despite its rapid growth, the market share of EVs vehicle remains low in Europe. Norway leads the EV market with 10% of total vehicle stock, followed by Iceland (3.3%), the Netherlands (1.9%) and Sweden (1.6%) (IEA, 2019). This Policy Brief presents the results of a survey among European clean tech investors examining which policy instruments and design can best mobilize private investments to advance e-mobility technologies.

15. What drives them to invest in the sustainable mobility transition ? Evidence from a conjoint experiment on European investors' policy preferences

Abstract:
Substantial private investment is required if public policy objectives aim to increase the market share of Electric Vehicles (EVs) and prevent locking-in emissions-intensive development pathways. To maximize the effectiveness of future policies and successfully attract private capital, policy makers need to gain a better understanding of how investors behave, and of how policy design can drive investments decisions. This paper leverages an adaptive conjoint analysis (ACA) method to investigate the policy preferences of 41 European investors affiliated with different investment institutions. Findings reveal that investors' characteristics as institution type and size of assets under management affect investors' preferences over different e-mobility policy attributes. Furthermore, this study shows that behavioral factors, namely investors' a-priori beliefs on the impacts of climate change and the COVID-19 crisis, play a role in determining investors' policy preferences. By providing an analysis of investors' behavior, this research can support policymakers to design more effective policy instruments to attract investments in electric mobility during and after the COVID-19 crisis.

16. Moldova Cybersecurity Governance Assessment

Abstract:
This report is a two-factor analysis of cybersecurity, including the legislative framework and key national actors in cybersecurity. The report presents the main cybersecurity threats in Moldova and the needs arising from national security objectives. After analysing the national cybersecurity strategy for Moldova, an identification and need for the main actors within the state who would be responsible for the implementation of the national strategy on cybersecurity was undertaken. A national action plan for cybersecurity was designed. It was understood that for a responsible and developed society there is a necessity to collaborate with the private sector and academia, and thus a robust cooperation and communication mechanism was described to include all the relevant stakeholders. The report reflects the conclusions and final remarks that have made the operational cybersecurity architecture in Moldova an elaborate framework.

The fast build-up and equally sudden decline of Chinese influence in the Czech Republic offers an interesting case study of vulnerability and resilience in the newly democratic small states targeted by the united front operations of the Chinese Communist Party (CCP). [1] Recent revelations about a powerful Czech financial corporation manipulating public opinion in favor of the People’s Republic of China (PRC) demonstrate the complex dynamics between political and economic actors—both Chinese and local—and how private companies are being leveraged to spread pro-PRC propaganda (Aktuálně, December 10, 2019 / English translation). The main vector of influence in the Czech Republic has been the PRC’s “economic diplomacy,” which downplays political differences and emphasizes the economic opportunities offered by closer relationships with China (Sinopsis, March 11, 2019; China Brief, May 9, 2019). In Central and Eastern Europe (CEE), it builds on promises of investments into local economies still lagging behind those in Western Europe. The promised investments may or may not materialize, but the economic enticement alone creates a conducive environment for the cooptation of local political and business elites in a manner similar to more traditional united front tactics (China Brief, May 9, 2019). Apart from the promised investments by Chinese companies, the reverse allure may consist of market access in China for local companies, which may then be manipulated into becoming propaganda echo chambers for the CCP. The Czech Republic offers examples of both of these phenomena.

International food supply chains provide employment for tens of millions of women and men around the world, demonstrating the potential for private sector actors to fight poverty and inequality. Yet far too many work in appalling conditions. The ongoing challenges in seafood supply chains are illustrative of the problems that can arise and the need for stakeholders to tackle their root causes. This is one of a series of in-depth studies to supplement Oxfam’s global campaign report, Ripe for Change: Ending human suffering in supermarket supply chains. This report assesses recent progress in realizing workers’ rights in seafood supply chains originating in Southeast Asia; provides new evidence of ongoing workers’ rights challenges in US and European supermarket shrimp supply chains beginning in Indonesia and Thailand; and explores the need, in particular, to address the buyer power of supermarkets and other lead firms to squeeze value from their suppliers.

Inequality is rampant across the global economy, and the agro-food sector is no exception. At the top, big supermarkets and other corporate food giants dominate global food markets, allowing them to squeeze value from vast supply chains that span the globe, while at the bottom the bargaining power of small-scale farmers and workers has been steadily eroded in many of the countries from which German supermarkets and others from around the world source. The result is widespread human suffering among the women and men producing our food.

Abstract:
Since 2013, EU cybersecurity policy has quickly developed, with many implications of an industrial policy nature, even if there is no fully articulated EU cybersecurity industrial policy. In parallel, the private sector has organized itself to better respond to cybersecurity challenges, influence policy making, and benefit from the rapidly growing cybersecurity market. EU policymakers, within a mandate constrained by national security which is the remit of its Member States, have sought to make the EU Single Market, internal security, and external relations coherently address the rapidly evolving and uncertain world of cybersecurity. To do this, they use policy tools ranging from defining common political visions to written law. The EU model for political and practical cooperation of a large number of countries on shared public, economic, and security objective, serves as an example of wider international cooperation, providing insight on positioning cybersecurity industrial policy in a wider policy context, defining governance for related policy development, and suggesting an international agenda
