1. AI Unleashed or Tamed? Decoding Europe’s Bold Leap with the AI Act

Abstract:
2023 saw a boom in generative Artificial Intelligence (AI). However, such a rapid expansion revealed the unpreparedness of governments to handle the unprecedented impact AI systems have on the core values of democratic societies. The European Commission’s AI Act has emerged as the first binding legislation of its kind. It is already clear, however, that simply ratifying the Act will not solve the next challenges. Among those, the immediate one is to ensure that the new AI rulebook is enforced on the national level and that Member States have the resources necessary. Then, the Act, and any future AI legislation, will need to constantly adapt to the ever-changing developments in technology, which now seem to move at a faster pace than ever before. Interdisciplinary approaches and new research disciplines will be needed to analyse the correctness and safety of AI systems, as well as to evaluate their impact on society. Last but not least, the private sector — already employing or only exploring the possibility of introducing AI systems — will need strong support to remain compliant. This brief outlines the state of the EU’s AI Act, discusses concerns within Europe, examines the position taken by the Estonian technology sector and government, and explores the future direction the regulation might take.

2. Role of the private sector within Latvia’s strategic defence documents: Dimensions of psychological resilience and strategic communication

Abstract:
The comprehensive defence framework introduced in 2019 in Latvia has the potential to accelerate the implementation of national defence priorities, thus strengthening Latvia as one of NATO’s external border states. In a time of geopolitical turbulence and increasing hybrid threats, a whole-of-society approach is required and work in ever-new directions. As dimensions of psychological resilience and strategic communication are becoming an important part of the defence studies debate, the study focuses on the role of the private sector within Latvia’s strategic defence documents and aims to investigate where these dimensions are situated and how they have evolved in the strategic landscape. To study the role and evolution of the private sector within Latvia’s strategic defence documents, quantitative content analysis and qualitative text analysis were used for in-depth analysis of the documents. The study finds that the role of the private sector in the strategic defence documents has generally increased over the years and there has not been a significant change regarding private sector involvement in dimensions of psychological resilience and strategic communication. The long-term pattern indicates that dimensions of psychological resilience and strategic communication appear rare in strategic documents, suggesting that the private sector is not seen as a significant actor in achieving defence goals. Meanwhile, in more practical dimensions,an upward trend towards strengthening ties and sharing responsibilities is identified. The study therefore opens up a discussion regarding the need for a more institutionalised framework for psychological and strategic communication dimensions in order to achieve the strategic goals of comprehensive defence.

3. Place of crowdfunding in financing investment projects in Poland

Abstract:
Crowdfunding for business ventures, commonly referred to interchangeably as investment crowdfunding or equity crowdfunding, is a young practice. It first appeared in the USA (in 2009), and is now a rapidly expanding market in developed economies. The first case of investment crowdfunding in Poland, historically the first issuance, took place in 2012, barely three years later than in the United States. Such crowdfunding is a form of raising capital from the market (from investors) for the development of companies by entrepreneurs or owners, acting as the issuers. Specialised companies (fintechs) creating so-called crowdfunding platforms for matching demand with supply – and where offerings are announced and transactions carried out – are the market’s intermediaries. The report we are releasing discusses the specifics of investment crowdfunding, or in other words how this form of raising funds differs from older forms of external financing for businesses. It also presents the potential and the role of crowdfunding for the development of the capital market in Poland, describing demand for this type of financing, the level of interest among investors, and what both demand and interest depend on. In November 2021, European regulations were introduced specifically for this new market. Our authors analyse how these regulations will affect the future of equity crowdfunding in Poland. This issue of mBank-CASE Seminar Proceedings, on crowdfunding in Poland, follows on from a seminar held in March 2022. Three guests at the seminar were experts participating directly in the development of this new component of Poland’s capital market, therefore possessing unique knowledge of the specifics of crowdfunding, and its strengths and limitations.

4. The sixth domain: The role of the private sector in warfare

Abstract:
The United States and its allies have for some time recognized, as NATO doctrine provides, five operational domains—air, land, maritime, cyberspace, and space.1 Each of those arenas fully fits with the understanding of a domain as a “specified sphere of activity” and, in each, militaries undertake critical wartime actions. But in the ongoing Ukraine-Russia war, certain key operational activities have been undertaken by the private sector as part of the conduct of warfare.2 By way of example, private-sector companies have been instrumental both in providing effective cybersecurity and in maintaining working information technology networks. As part of such efforts, these firms have established coordinated mechanisms to work with relevant government actors. These operational and coordinated activities by the private sector demonstrate that there is a “sixth domain”—specifically, the “sphere of activities” of the private sector in warfare—that needs to be included as part of warfighting constructs, plans, preparations, and actions if the United States and its allies are to prevail in future conflicts. As will be elaborated below, that sphere of activities focuses mainly on the roles of information and critical infrastructures, including their intersections—ranging from the transmission and protection of information to the assurance of critical infrastructure operations. Many of the United States’ activities in the sixth domain will take place in the United States homeland. However, while “defending the homeland” is listed as the first priority in the 2022 National Defense Strategy, insufficient attention has been paid to the actions that will be required of the private sector beyond just the defense industrial base as part of accomplishing an effective defense.3 Likewise, when US military forces are engaged in overseas combat, private-sector companies in allied countries (as well as US companies operating overseas) will be critical for the effectiveness of US forces, as well as for the allies’ own militaries. In short, establishing an effective strategy for the private sector in warfare is a key requirement for the United States and its allies.

5. Corruption and Private Sector Investment in Ukraine’s Reconstruction

Abstract:
The aim of the bipartisan and international CSIS Ukraine Economic Reconstruction Commission is to produce a policy framework that will help attract private sector investments to support Ukraine’s future economic reconstruction. To support the commission, CSIS will convene a series of working groups to examine a range of issue-specific areas that are critical for reconstruction and modernization of the Ukrainian economy, including in agriculture, energy, and transportation and logistics, as well as addressing the impact of corruption on private sector investment. Ukraine experienced significant human and economic losses in the first six months of Russia’s unprovoked invasion. In July 2022, the Ukrainian government estimated the cost of recovery at $750 billion. That figure continues to grow due to ongoing missile strikes and artillery shelling, population displacement, and disruptions of exports. Given the scale of Ukraine’s losses, private sector investment will be critical to the country’s recovery and transformation. But concerns about corruption threaten the flow of much-needed funds. Ukraine has undertaken significant anti-corruption reforms in recent years, but it will need to show additional progress to maximize the potential for foreign investment.

Abstract:
Cyber security is a growing problem associated with everything a citizen or organisation does in cyberspace. The problem thus outlined fits into a multifaceted programme that can be addressed through cyber security management. The analysis in the article compares the level of cyber security awareness among the staff of public institutions and the private sector in four Central European countries, namely Poland, the Czech Republic, Slovakia and Hungary. Public institutions are by nature open, decentralised and rich in a wide range of data about the state, society, economy, economics and research and innovation. For this reason, they are often exposed to serious cyber threats. This study examines the relationship between cyber security culture and the urgent need for preventive action against possible cyber threats. The main thesis of the study is that an adequate understanding of cyber security culture and improved awareness among employees about digital threats is key to achieving cyber security growth. The research illustrates breaches in so-called digital hygiene, which are caused by a lack of knowledge, skills and errors in employee behaviour. Following a survey of staff employed in both public and private organisations, an identification of key cyber security risk factors is made. Increasing staff competencies can help improve cyber resilience.

7. NATO and the Women, Peace and Security Agenda

Council Resolution 1325 in 2000. This was the first effort to link women to the peace and security processes, including affirming their central role in pre- vention and resolution of conflicts. Resolution 1325 stressed the importance of equal participation, urging states to ensure women are given an opportunity for full involvement in peacebuilding, security and polic- ing. It also called on all parties to protect women and girls from sexual abuse during or in the aftermath of armed conflict, and address their special needs during repatriation, resettlement, and rehabilitation. While the WPS agenda was initially UN-led, since 2000, its relevance to achieving sustainable peace has gradually been acknowledged by a number of international or- ganizations, including NATO. Numerous studies have appeared in the past two decades to assess WPS commitments in internation- al organizations and states, by identifying gaps and celebrating achievements. At the same time, until re- cently, NATO was arguably absent from the gender discourse, and attempts to engage with female per- spectives within the Alliance have mostly remained fragmented. In part, this was because of the pacifist stance of the feminist scholarship and an argument that military organizations are mainly governed by masculine norms.1 This Policy Brief aims at examining best practices andgaps in incorporating a gender perspective among NATO Allies and partners, focusing on women in the security sector. It provides a set of recommendations regarding the WPS agenda, taking into account the current security threats facing Allies and partners.2

Abstract:
The Russian leadership prioritizes digital technology for the country’s security and international standing, but also for its economic and technological success and development. These diverse goals are closely intertwined within the logic of geoeconomic competition. The Russian authorities have increased their involvement in the ICT sector over the years and this has led to the hybridization of business and state logic of action at all levels. While the state has an upper hand in the relationship, this does not exclude the possibility of mutually beneficial partnerships. Moscow-based start-up NtechLab’s close collaboration with the city of Moscow is a case in point. For private businesses, the Russian state’s proximity is a mixed blessing that creates business development opportunities but also major risks. These risks limit Russia’s capacity to make digital technology the driver of modernization of its economy.

9. The Institutional Context of Humanitarian Helping in Contemporary Italy

Abstract:
Italy was itself a recipient of foreign aid and has now become a donor engaged in multiple forms of humanitarian helping abroad and at home. The institutional context of humanitarian helping in Italy is constituted by a moving constellation of relationships between the state, the church, and the nonprofit sector. As we see the changing institutional context for Italian nonprofits with decreasing public solidarity, negative discursive framing, and the need to diversify fund-raising channels, Italian businesses are being sought out for partnerships between profit and nonprofit actors (De Marchi and Martinez 2020). As in other donor countries, there has been a weakening of public trust in the traditional aid sector of Italian nonprofits combined with recently decreasing national funding for humanitarian helping abroad. These trends have led to an increasing need for nonprofits to pivot their fund-raising campaigns toward individuals and social networks such as Facebook (De Carli, 2019c). Today, the interface for “helping” brings together government legislation, state bodies, for-profit organizations, nonprofit organizations, the church, and individuals. To begin to understand the interface of humanitarian helping and the trends in Italy today, this working paper documents and explains the history of Italian cooperation for development and humanitarian helping. The next section will explore changes in perceptions of non-state helping and doing good. The third section will turn to government-based helping in contemporary Italy to understand the formal structures shaping humanitarianism and international development. The fourth section examines the institutional organization of the contemporary development cooperation system that links actors in helping interventions. Within this, we examine the public funding trends for development helping. Section five then examines the private funding available. Finally we conclude with some reflections on what this institutional context suggests for the mix of public and private helping abroad.
