Abstract:
By showing that mass vengefulness helps democratic leaders bring their nations to war, this wonderful book significantly advances our understanding of how cultural values affect international politics. Its most important contribution is demonstrating that democracies that retain death penalty laws were significant more likely to initiate the use of force than non-death-penalty democracies in the 1945–2001 period. The finding is robust to a variety of control variables and specifications, although skeptics may wonder whether it might be inflated by ethnocentrism, beliefs about the utility of violence, or other unmeasured potential covariates. Rachel Stein attributes the belligerence of death penalty states to cross-national differences in vengeful cultures, on the grounds that citizens’ vengefulness predicts both cross-sectional support for the death penalty and cross-national differences in the penalty’s retention. Her rigorous analysis greatly strengthens the case that the unusual bellicosity of retributivists, observed by Stein and other researchers, affects actual interstate conflict.

Abstract:
Earlier this month, the United Nations monitoring team that tracks the global jihadi threat warned the Security Council that “ISIL franchises in West Africa and the Sahel continued to enjoy operational success in early 2020, as have those of Al-Qaida, heightening international concern about stability in the region.” Concern over the threat has grown despite the fact that a year ago clashes erupted between the Islamic State and al-Qa`ida franchises in the region, turning what had been an often amicable and sometimes cooperative relationship into fighting between them in Mali and Burkina Faso. In our feature article, Héni Nsaibia and Caleb Weiss assess that a number of factors ended the “Sahelian anomaly” of amicable relations between the regional Islamic State and al-Qa`ida groupings, “including the hardening of ideological divisions, pressure from Islamic State Central for its regional satellite to take on a more confrontational approach toward its rival, and tensions created by the growing ambition of the Islamic State affiliate in the Sahel.” They note that “while some argue that fighting between jihadi groups is positive for the counterterrorism landscape, it is also possible that the two groups are in effect engaging in a process called ‘outbidding,’ wherein a group aims to show ‘greater resolve to fight the enemy than rival groups.’” Our interview is with Chris Costa, who during the first year of the Trump administration served as the Special Assistant to the President and Senior Director for Counterterrorism. Building on a study of terrorist recidivism in Belgium by Thomas Renard published in the April issue of CTC Sentinel, Robin Simcox and Hannah Stuart examine the problem set created by jihadi prisoners in Europe from two different angles. Firstly, they examine the nature of the threat by analyzing a dozen alleged jihadi terror plots and attacks that occurred inside and outside prisons in Western Europe since 2014 in which at least one of the attackers/plotters had been convicted in Europe of a previous terrorism offense. Secondly, they look at the scale of the threat by calculating the rates of various forms of recidivism from a comprehensive database relating to U.K. jihadi terror activity. Amarnath Amarasingam and Marc-André Argentino assess the emerging security threat posed by the QAnon conspiracy. They write: “A survey of cases of individuals who have allegedly or apparently been radicalized to criminal acts with a nexus to violence by QAnon, including one case that saw a guilty plea on a terrorism charge, makes clear that QAnon represents a public security threat with the potential in the future to become a more impactful domestic terror threat. This is true especially given that conspiracy theories have a track record of propelling terrorist violence elsewhere in the West as well as QAnon’s more recent influence on mainstream political discourse.”

3. Jihadist Radicalization in Italian Prisons: A Primer

Abstract:
Radicalization in prison has long been a critical issue in the West (and beyond), where prisons have sometimes been turned in recruitment and proselytization hubs by different kinds of extremists, including jihadists. As is well known, one of the main concerns is that radicalized subjects may indoctrinate other common detainees. Italy has also been affected by this phenomenon and jihadist radicalization in prison represents a concrete threat. This analysis presents an overview of the problem, based on the latest available data. As of late 2018, there were 66 detainees who were either awaiting trial or already sentenced for crimes related to “international Islamic terrorism”. These individuals were placed in a special section (the “High Security 2” - AS2 circuit) and were rigorously separated from other detainees. In addition, as of October 19, 2018, there were a total of 478 individuals flagged for radicalization in Italian prisons: 233 in the 1st level – High; 103 in the 2nd – Medium; 142 in the 3rd level – Low. Furthermore, in an attempt to counter violent extremism and radicalization, Italian authorities have been increasingly deporting foreign individuals for national security reasons. In 2018, no fewer than 79 individuals had been expelled upon release from prison. In the face of these new challenges, Italian authorities are strengthening their commitment to identify and counter the threat posed by jihadist radicalization in prison. These efforts include identification and monitoring activities also thorough indicators of violent radicalization, management of extremists after release from prison, training of staff, and rehabilitation initiatives.

4. Guns and glory: Criminality, imprisonment and jihadist extremism in Europe

Abstract:
Throughout Europe and beyond, terrorist groups, in particular the so-called Islamic State (ISIS), are increasingly recruiting individuals with backgrounds in crime and using their skills, connections in the criminal world, and experience with law enforcement bodies to finance, plan, prepare and execute their attacks. This recruitment takes place both outside and inside prisons. At the same time, jihadism has provided a specious morality for certain delinquents to rationalise and even justify their criminal activities. In this context, from October 2018 until the summer of 2019, the European Policy Centre (EPC) and the Counter Extremism Project (CEP) have partnered up for a research project on the link between criminality (including organised crime groups, local petty crime gangs or individuals) and jihadist terrorism. This project has culminated in the following publication, in which experts from both organisations carry out an independent assessment of these urgent challenges as they occur in ten European countries (Albania, Belgium, France, Germany, Republic of Ireland, Kosovo, North Macedonia, Sweden, the Netherlands and the United Kingdom). Drawing on this, they have proposed a number of bold recommendations to European governments and EU institutions to counter the ongoing threat of the crime-terror nexus.

Abstract:
Youth delinquency has been a hot topic in Russian society for many years. Numerous associations, NGOs and international organizations have raised public awareness of the problem and have encouraged the government to place judicial reform on its agenda. However, debate over how to apply it, the various possible models and how to structure the relationship between social and judicial institutions has been limited. Discussion has instead focused on the relative priorities to be given to the interests of children versus those of the family, so-called “traditional” versus “liberal” values, and the extent to which the State should interfere in the private lives of Russian citizens. Discussion of the actual situation of children at risk and the concrete problems posed by reform have been overshadowed by rumors, encouraged by a discourse of fear in an increasingly violent society that tend to distort the real problems. Additionally, implementation of international norms and judicial reform has been largely blocked by the patriotic agenda of the State.

7. The Role of Penal Reform in Security Sector Reform

Abstract:
Penal reform activities have been carried on in Europe and the United States since at least the late eighteenth century. Security sector reform (SSR), a much newer concept, is a governance-driven approach that looks to strengthen the roles of both state and non-state actors to deliver security to individuals and communities. As such, attention to the penal system is important in any comprehensive SSR process. However, much SSR programming overlooks penal elements, and lessons learnt through long experience in penal reform have not been applied to other SSR activities. There is limited discourse between the penal reform community of practice and the wider SSR community.
