Abstract:
Berlin has surpassed Malmö as Europe’s antisemitism capital, with a wide variety of anti-Jewish and anti-Israel attitudes on display. They include dozens of cases of physical aggression against Jews, including rabbis. Jewish pupils have had to leave public schools. Thirty-five percent of Berliners view Israelis as analogous to Nazis. An Al-Quds Day march takes place annually that calls for the destruction of Israel. Both the municipality and the federal government are two-faced about the problem of antisemitism.

Abstract:
Almost twenty-five years after the end of the Cold War, initial euphoria about democratic change in many countries in the East and Southeast of Europe has given way to growing mistrust of political institutions and politicians, and an increasing disaffection with democracy itself. This wide-ranging disaffection has many sources. One of them lies in the increasingly weak performance of governments and the fact that »democracy«, whatever the term meant at the beginning of the transition processes, has failed to deliver on its promises. Politicians and governments no longer seem able or willing to deliver tangible results to their voters. Politics in Southeast Europe produces no or too few goods »for« the people and instead of »delivering«, engages in populist nationalism, politics of fear, and serves particular power interests The contributions to this publication discuss several approaches to active engagement and thinking about alternatives. The first paper examines the question if and how the emancipatory energy found in social movements may help in renewing social democracy (Felix Henkel). The next paper combines theoretical thinking about democratic innovations as opportunities for channelling popular discontent with concrete inquiry into the situation in Southeast Europe (Irena Fiket). The third paper provides an analysis of the Sisyphean task of democratizing societies, using the example of North Macedonia (Ivan Stefanovski). Last but not least, the fourth paper focusses on local struggles and actions in the Serbian city of Niš (Rastislav Dinić). The mobilization in Niš, where activists are in everyday contact with citizens at the local level, creates a deeper foundation for political engagement inscribed into the living context of individuals. This »grounding« together with broader societal utopian horizons of progressive thought provides a framework for the democratic renewal of Southeast European societies, a renewal that should be high on the agenda of the EU and all international actors dealing with the region.

Abstract:
Artificial intelligence is impossible to disregard – it is set to transform society, the economy, and politics. Europe has not yet taken all the steps it needs to benefit from these advances or to protect itself from AI’s potentially dangerous aspects. The US, China, and Russia are alert to AI’s power to change modern warfare: they grasp the geopolitics of AI and may pursue techno-nationalist agendas in recognition of this. Europe can develop sovereignty in AI by beefing up the talent, data, and hardware it draws on; and as a “regulatory superpower” it can set standards the rest of the world will have to follow. If Europe does not address these difficult questions soon it will find itself surrounded by more powerful rivals deploying AI against it.

36. The Russian Orthodox Church: Faith, Power and Conquest

Until recently, the Russian Orthodox Church was a subject that interested few outside expert circles. That dramatically changed in late 2018 when the Ecumenical Patriarch of Constantinople granted autocephaly (independence) to the Orthodox Church of Ukraine. The reverberations of this decision — religious, political and geopolitcal — underscore the importance that the Church once again plays in Russian policy. In this report, we consider the role that the Russian Orthodox Church has played as an adjunct to an imperial policy stretching back over many centuries. Today, the Russian Federation has a secular constitution. But as much as in tsarist times, the Church regards itself as one of the pillars of Russia’s political order. As much as in the time of Catherine the Great, it is also a protagonist in its wars of identity and the rewriting of the history of former imperial subjects whose experience of the relationship between church and state is different from Russia’s. This diversity is well brought out in the report’s two case studies, Ukraine and Estonia. In both countries, local Orthodox churches embodied distinctive cultural traditions and values until they felt the full force of Russian control, tsarist and Soviet. Since 2014, Russia’s hybrid war in Ukraine has revived many historical controversies. It also has raised entirely new security concerns about the borderline between faith and politics. These concerns are summarised at the conclusion of the report, which closes with a section on policy recommendations.

37. The Emergence of a European Political Space

Abstract:
When citizens vote in the European Parliament elections in May, the exercise will yet again boil down to 27 parallel national elections. The 705 members will be elected according to national lists and national electoral laws, after campaigns organized by national parties. Certainly, there will be Europe-wide lead candidates (Spitzenkandidaten) from some of the main EU party groups. Yet, as in the last elections in 2014, they are unlikely to get much traction, as most national parties ultimately see the contest as a domestic trial of strength. This is one of the paradoxes of EU politics. Political elites in member states have been very generous in providing the European Parliament with expansive legislative and budgetary powers, turning it into the most powerful transnational assembly in the world. Yet, they have also been extremely restrictive when it comes to allowing space for a genuinely European electoral process to take shape. There have been several initiatives to introduce transnational lists, whereby seats would be reserved for a special electoral district covering all of the EU. This would enable, for example, a Portuguese citizen to vote for a Finnish candidate, and would thus reduce the control of national parties over the elections. So far, however, the majority of the latter do not wish to create a parallel European political space and have blocked these initiatives repeatedly. Nonetheless, a European political space is gradually opening up. This is due to two interrelated developments: the “nationalization” of European politics and the “Europeanization” of national politics.

Abstract:
This article traces the rise of Euroskepticism in one of the founding members of the EU, seeks explanations for such a tectonic change, and considers the implications for the broader European political landscape. Euroskepticism in Italy grew alongside the rise of antiestablishment parties since the 1990s. It became mainstream in the 2010s through successive events that caused disenchantment with EU policy. The past decade of crisis over the management of the eurozone following the 2008 financial crisis, Russia’s resurgence, economic recession, the influx of refugees in 2015-2016 and Brexit, has led to an “evaporation of solidarity” across the EU. In Italy, the combination of long-term inability to deal with economic and political reform and the immigration challenge was explosive. The country, however, should not be considered an outlier. Its unique history should not overshadow the fact that Italy was in many respects ahead of the curve with regard to the recent changes in European politics. It can serve as a warning and a lesson for the rest of Europe.

This is, according to several of the parties and at least one national broadcaster, a Brexit election. Assuming this is wholly – or even partially (as even Labour accept in their manifesto) – true, what the parties are saying about Brexit is therefore of crucial importance. This report represents our attempt to identify what they say, to compare the different pledges the parties make and to explain in straightforward terms what each of them is offering on Brexit. Our aim, simply stated, is to promote understanding so people can make up their own minds. Once again, we have been fortunate enough to be able to draw on the expertise of some of the country’s leading social scientists.
