61. East-West Integration and the Economic Geography of Europe

Abstract:
Implementation of the European internal market and East-West integration has been accompanied by a dramatic change in the spatial distribution of economic activity, with higher growth west and east of a longitude degree through Germany and Italy. In the east, income growth has been accompanied by increasing regional disparities within countries. We examine theoretically and empirically whether European integration as such can explain these developments. Using a numerical simulation model with 9 countries and 90 regions, theoretical predictions are derived about how various patterns of integration may affect the income distribution. Comparing with reality, we find that a reduction in distance-related trade costs combined with east-west integration is best able to explain the actual changes in Europe's economic geography. This suggests that the implementation of the European internal market or the Euro has “made Europe smaller”. In Central Europe, the dominance of capital regions tends to eliminate east-west growth differences inside countries. There is no convincing support for the hypothesis that European integration had adverse effects on non-members.

Abstract:
The paper views the current financial crisis in light of long-term structural socioeconomic changes in advanced industrial societies. In Western Europe, the United States and Japan, the period of economic prosperity after the Second World War led to a remarkable accumulation of wealth among the middle class that had surprisingly little effect on the substantial fortunes of the wealthiest upper class. This affluence gave rise to pension and investment funds emerging as a new type of collective actor in global financial markets, while the economy was marked by increasing instability, declining growth rates and financial crises. The paper tries to clarify the interconnections between these phenomena using the framework of a multilevel analysis that culminates in a model I call the “collective Buddenbrooks effect” (“Buddenbrooks” being a family saga by Thomas Mann): Structural upward social mobility will lead to an increasing imbalance in capital markets, since the volume of financial assets looking for profitable investment will rise as the social reservoir of solvent debtors and promising investment opportunities decline. Advanced industrial economies are thus characterized by a bias towards capital export and excessive financial liquidity, with the well-known consequences of low economic growth rates and the danger of speculative bubbles on global capital markets. The middle class that originally benefitted from postwar prosperity is negatively affected, too. I argue that the current crisis cannot be understood sufficiently without taking this structural socioeconomic background into account.

Abstract:
This article aims to provide elements to explain the feminisation of French MEPs. While the voting system should be taken into account, its effects can only be understood in relation with two elements: on the one hand, the position of the European Parliament in the French political field; on the other, the specific configuration of social and political struggles of the public space in 1990s France. Within this framework, gender constitutes a political resource that is more valuable in the European Parliament than in the national parliament; as a result, women who are less politically professionalised are promoted. They turn towards forms of parliamentary “goodwill” and strategies of over-involvement in European political roles. The relative specificity of the postures they adopt within the institution does not have to do with a hypothetical “feminine nature”, but with a set of sociopolitical processes.

Abstract:
This article analyses the political stakes of the EU's communication policy. The authors study the frictions between European institutions, mainly the Commission and Parliament, after the publication of the White Paper on a European Communication Policy, replacing them in the context of the representations, routines, and compromises that have historically structured the interinstitutional relationships about communication. This historical perspective enables them to show the long lasting and persistent attention of the European actors to the promotion of Europe, as well as the strength of logics of compromise on the politicisation of European communication.

65. "French Suburbs" : A New Problem or a New Approach to Social Exclusion?

Abstract:
At the end of 1980s, the question of « quartiers sensibles » (at-risk neighborhoods) started to be very publicized in France. It was not only the subject of many front-page articles, but also the target of a new public policy aimed at promoting urban and social development in about 500 neighborhoods (Politique de la ville). I argue that such a focus on « quartiers sensibles » does not only result from increasing problems such as unemployment, poverty or juvenile delinquency ; it also represents a major change in public policy. Focusing on « quartiers sensibles » directly contributed to the restructuring of the French welfare state by centering its action on specific urban spaces rather than national territory, and on social links rather than economic reality, contrary to what the welfate state claimed to do during the Fordist period. The outbreak of riots in November 2005 is inextricably bound up with the way some problems (like lack of communication and weakening social links) have been associated with the question of « quartiers sensibles » whereas the French model of integration, based on equality among abstract citizens, left some others (like ethnic discrimination) unquestioned.

Abstract:
In this paper, we try to point out some important weaknesses of the contemporary French social-economic model, focusing on relevant elements of comparison with Nordic countries. In doing so, we rely on the idea that large and small countries differ in terms of growth and governance strategies. Hence, while a look at the “Nordic model” can be a good way to reveal of some of France's major problems, it is also an ambiguous template for reform. The paper starts by examining the question of growth strategy (macroeconomic management and structural reforms), then goes on to investigate governance strategy (trust, confidence, governance quality) and finally explores the issues of diversity and integration policy.

67. In Pursuit of Happiness Research: Is It Reliable? What Does It Imply for Policy?

Abstract:
“Happiness research” studies the correlates of subjective well-being, generally through survey methods. A number of psychologists and social scientists have drawn upon this work recently to argue that the American model of relatively limited government and a dynamic market economy corrodes happiness, whereas Western European and Scandinavian-style social democracies pro- mote it. This paper argues that happiness research in fact poses no threat to the relatively libertarian ideals embodied in the U.S. socioeconomic system. Happiness research is seriously hampered by confusion and disagreement about the definition of its subject as well as the limitations inherent in current measurement techniques. In its present state happiness research cannot be relied on as an authoritative source for empirical information about happiness, which, in any case, is not a simple empirical phenomenon but a cultural and historical moving target. Yet, even if we accept the data of happiness research at face value, few of the alleged redistributive policy implications actually follow from the evidence. The data show that neither higher rates of government redistribution nor lower levels of income inequality make us happier, whereas high levels of economic freedom and high average incomes are among the strongest correlates of subjective well- being. Even if we table the damning charges of questionable science and bad moral philosophy, the American model still comes off a glowing success in terms of happiness.

Abstract:
This article problematises the idea of the Western concept of governance being applied to areas outside the OECD world. The aim of this article is to develop a research approach which is appropriate for these areas. To this end the article first of all casts light on Eurocentric premises of the concept of governance. It deals with the central dichotomy between state and private actors. The omnipresence of this differentiation is then explained with the help of Foucault's, Luhmann's and Derrida's (de-)constructivist theories. Assuming that Eurocentrism is inevitable, but that it has a varying degree of influence on the observer, the author then outlines an equivalence functionalist approach to governance research, which poses questions about the nature of a task performed, about the “way” in which it is performed and by “whom”. In this way, European dichotomies with regard to actors and modes of action in governance can be avoided.

Abstract:
This book will examine whether leading liberal democracies have a responsibility to respond when democracy is under threat. The United States, the European Union and its Member States pride themselves on their commitment to liberal democracy. They cherish it at home and claim to support it internationally. Americans tend to accept the Kantian notion that the internal conditions of a country help shape its foreign policy. Immanuel Kant presented the idea that democracies do not go to war against each other. Americans have embedded the democratic peace theory in their foreign policy outlook. The fact that the United States and the United Kingdom made a historic shift into strategic alignment across the twentieth century reinforced the notion of a commonality of interests among liberal democracies. A basic premise of American foreign policy in the twentieth century is the notion that as a liberal democracy based on values, the United States should advance certain values in its international affairs. Having always cared about freedom of the seas and freer access for American exports, the republic began to care about freedom itself. Even before the U.S. was committed to international human rights, it supported democracy, albeit imperfectly and inconsistently. America's emergence to the top table of international affairs after the First World War was complemented by President Woodrow Wilson's Fourteen Points. The United States cloaked its military might in the finery of democracy. Yet, this was not mere rhetoric: the U.S. did advance a conception of democracy in the form of self-determination as part of the peace settlement. President Wilson, and his successors in both political parties, understood that grand strategic engagement needed to be underpinned by a philosophical objective.
