311. CERI: Russian Foreign Policy Discourse during the Kosovo Crisis: Internal Struggles and the Political Imaginaire

Abstract:
The Kosovo crisis gave rise to a domestic political crisis in Russia. The NATO bombings called into question the efficiency of Russian foreign policy, which was against them, challenging the worldview that the government conveyed, thereby reinforcing the communist anti-establishment vision. The present article, by analysing the press conferences given by both the Ministry of Foreign Affairs and the Communist Party, argues that each of the two narratives aimed to construct and impose (or defend) its own worldview and dividing principles of the world. In both narratives, this struggle was backed up using very strong political identity myths—namely Russia's relation to the West and the memory of the Second World War—that are referred to in opposite ways. The Kosovo example allows us to highlight the stakes and themes that work their way into Russian foreign policy discourse and contribute to exploiting foreign policy issues in Russian domestic political debate, and also cast light on the distorting effects caused by this instrumentalization.

International security has entered into a period of profound change. This process was initiated by the end of the Cold War and its rigid, yet stable bipolar power structures. It was further accelerated by the attacks of 11 September 2001 as well as the US war against Iraq. This new security environment is bound to require a no less profound corresponding reform of the security sector and renders the principle of good governance of the security sector even more imperative.

For many Ukrainians today, the possibility of membership in NATO seems like a far-off dream. Yet ten years ago this January, when NATO Heads of State meeting in Brussels confirmed the Alliance's openness to “democratic states to our East,” the goal of NATO membership must have seemed just as unreal to the populations of other Eastern and Central European countries. Who could imagine that a Romania just beginning to recover from the political and economic devastation wrought by Ceausescu's misrule could possibly meet the “principles of democracy, individual liberty and the rule of law” set forth in the North Atlantic Treaty? That NATO would cross Russia's 'red line' and invite the former Soviet republics of Estonia, Latvia, and Lithuania to join the Alliance? Or that the Alliance would accept the candidacy of Bulgaria, considered by many in the Soviet Union as the 'Sixteenth Republic'? Yet all these nations, plus Slovakia and Slovenia, will be joining NATO in June 2004 at the Istanbul Summit. Added to Poland, Hungary, and the Czech Republic, which joined the Alliance at the Washington Summit in 1999, ten Central and Eastern European countries will have joined NATO in the ten years since the Brussels Summit. The success of these Eastern and Central European countries in overcoming scepticism, pessimism, and the burden of their difficult histories – and in the process transforming themselves from post-communist societies into members of the community of Euro-Atlantic democracies – is proof that far-off dreams can come true if a nation's leaders have clear political vision and will, supported by a systematic and resolute approach to implementing reforms.

Abstract:
Hungary has come a long way. The National Assembly has effectively developed oversight of the military through budget, approval of the Basic Principles of National Defense and the Defense Bill, and deployment of the Armed Forces. The Constitutional Court has effectively addressed the problems caused by the October 1989 Constitution and 1 December 1989 Defense Reform; and its decisions have been respected. The military has evidenced significant reform; it has been restructured to accommodate NATO, but force modernization continues to be greatly restrained by scarce resources. But Hungary still has a number of tasks to achieve effective civilian oversight.

On June 22, 2004, Philip Gordon, Simon Serfaty, and Soner Cagaptay addressed The Washington Institute's Special Policy Forum. Dr. Gordon is a senior fellow and director of the Center on the United States and Europe at the Brookings Institution. He has also served as director for European affairs on the National Security Council. Dr. Serfaty is the director of the Europe Program and the Zbigniew Brzezinski chair in global security and geostrategy at the Center for Strategic and International Studies. He is also a senior professor of U.S. foreign policy at Old Dominion University in Norfolk, Virginia. Dr. Cagaptay is coordinator of The Washington Institute's Turkish Research Program. 317. NATO Decisionmaking: Au Revoir to the Consensus Rule?

Abstract:
It should come as no surprise that North Atlantic Treaty Organization (NATO) officials are fond of citing Mark Twain's retort to doomsayers that reports of his death were greatly exaggerated. Having survived many rough tests since its birth, the 54-year-old alliance is still working to recover from a bruising disagreement among its members over the decision by some to oust Saddam Hussein's regime. Its services, however, are still very much in demand: About 37,000 NATO-led military personnel remain on crisis management duty in the Balkans. NATO recently launched its first out-of- Europe operation, taking command of the International Security Assistance Force (ISAF) in Afghanistan. In July 2003, the Senate voted unanimously to encourage the Bush administration to seek help from NATO in Iraq. Several prominent Members of Congress and nongovernmental experts have called for a NATO peacekeeping mission between Israelis and Palestinians.

318. Relics of Cold War: Europe's Challenge, Ukraine's Experience

Abstract:
In 1989, the year when the death knell sounded for the Communist bloc in Europe and for the 'cold war' which it had pursued with the West, a total of 6–7.6 million personnel depending on the method of counting (2.5–3.7 million from the North Atlantic Treaty Organization, NATO, and 3.5–3.9 million from the Warsaw Treaty Organization, WTO) stood in arms within the European theatre. This included some 915 000 forces stationed outside their national borders inter alia from Canada, the Soviet Union and the United States. In the same area there were 80 400 main battle tanks, 76 300 armoured combat vehicles (ACVs), 67 700 heavy artillery pieces, 11 160 combat aircraft and 2615 attack helicopters—as well as many millions of smaller and lighter weapons. Aimed at each other as part of the East–West strategic confrontation, the USA and the USSR in 1990 deployed 10 563 and 10 271 strategic nuclear warheads respectively, while the United Kingdom possessed 300 and France 621. In addition, significant proportions of European territory (especially in the 'front-line' states such as the Federal Republic of Germany and the German Democratic Republic, GDR) were taken up by military bases, exercise areas and other facilities such as airfields and pipelines. Large sectors of industry and of scientific, technological, and research and development (R) work were devoted to the needs of military defence. The resources involved were shut out from peaceful, civilian use more emphatically than would normally be the case today, because the bitterness of the strategic confrontation—and the associated risks of espionage and subversion—imposed a degree of secrecy often creating a situation where the citizens of a given state did not know what was happening on their own territory.

319. Potential and Limits of the Pact of Stability for South East Europe: Prioritising Objectives

The Pact of Stability for South East Europe was “born” after the end of the Kosovo crisis in 1999 as a concept of dealing radically with the Balkan instabilities, but also as a geopolitical compromise of the great power centres, involved in the treatment of the post-Yugoslav conflicts. The ripeness of launching this concept and policy had several dimensions: Most of the countries from South East Europe, especially those in transition to democracy and market economy, had a definite strategy of integrating in both the European Union and in NATO; A certain level of regional cooperation had already been reached in the years that preceded the Kosovo crisis in 1999; Influential external powers had already realised that the Balkans need to be treated in the long-term only in a benign way to overcome historical deficiencies and belated modernisation of the economy, society, politics, technology and infrastructure; The disgusting consequences of four post-Yugoslav wars – a development that did not happen to two other former federal structures in Central and Eastern Europe (the Czechoslovak and the Soviet) necessitated a comprehensive and encompassing approach to deal with the plethora of issues in the Balkans, and the EU gradually evolved to the understanding that an additional strategic instrument needs to be launched to cope with the risks and instabilities in the region of South East Europe on the way of its own expansion and of turning the Balkan Peninsula into an integral part of the Union.
