U.S. Secretary of State Hillary Clinton has warned the feuding ethnic factions in Bosnia and Herzegovina that if they did not resolve their differences, their country was in danger of missing its opportunity to join the European Union and NATO and become a vibrant part of the modern, democratic West. Unfortunately, there are few indications that her message will be heeded.

The "Open Door" policy of the North Atlantic Treaty Organization (NATO) has been an article of faith for Allies and aspirants alike for more than a decade. Its most recent formulation, approved at the November 2010 Lisbon Summit, states: "The door to NATO membership remains fully open to all European democracies which share the values of our Alliance, which are willing and able to assume the responsibilities and obligations of membership, and whose inclusion can contribute to common security and stability."

On January 25, 2011 the first meeting of NATO's "Deterrence and Defense Posture Review" (DDPR) took place. This acronym describes a new Committee consisting of the Deputy Permanent Representatives of all NATO member countries, chaired by the NATO Deputy Secretary General Claudio Bisogniero. Its task is no less than to find a new Alliance consensus on the role of nuclear weapons in NATO's overall deterrence and defense posture. DDPR is set to address the crux of the nuclear question - in other words, "how to deter whom with what?"

If the North Atlantic Treaty Organization (NATO) did not exist today, the United States would not seek to create it. In 1949, it made sense in the face of a potential Soviet invasion to forge a bond in the North Atlantic area among the United States, Canada, and the west European states. Today, if the United States were starting from scratch in a world of transnational threats, the debate would be over whether to follow liberal and neoconservative calls for an alliance of democracies without regard to geography or to develop a great power concert envisioned by the realists to uphold the current order.

Abstract:
President Barack Obama's current strategy of engagement with former adversaries is right on track. Russia stands out as a major short-term success story of this strategy. The signing of the Strategic Arms Reduction Treaty (START) Agreement, achieving Russia's approval to use its territory as an alternative supply route for the International Security Assistance Force's (ISAF) operations in Afghanistan, and Russia's increased activity to pressure Iran on nuclear issues are remarkable. In the long run, Obama's main challenge will be to turn these concessions into sustained cooperation. Among all these questions of potential contention between the United States and Russia, this research paper will specifically center on Ukraine. Its key objective is to assess whether Ukraine's current institutional neutrality and its so far unreformed energy sector will negatively affect Ukrainian democracy and make Kiev increasingly lean toward Moscow's political orbit.

228. The Italian Government and NATO's New Strategic Concept

The conservative report on NATO's new Strategic Concept, written by a group of experts chaired by Madeleine Albright, suits Italy's status-quo oriented agenda. As long as NATO does not shift its focus away from Europe, the renewed emphasis on expeditionary capabilities is acceptable to the Italian government. The Italians could also find comfort in the report's insistence on calibrating NATO ambitions to its actual resources and capacities. Italy could insist on making the advantages of NATO-EU cooperation more explicit, as this would favour EU defence integration, which in turn may help save money and maintain acceptable military standards. The section on NATO's relationship with Russia is the part of the Albright report with which Italy is perhaps most uncomfortable, as it seems to perpetuate NATO's ambiguity towards Russia. In the final analysis, assuming that the Albright report is a credible preview of the next Strategic Concept, the Italian government seems to have little reason to loose sleep over it.

It appears likely that NATO's new strategic concept, although largely only confirming the status quo on nuclear policy, will also set out the bold decision to adopt a Ballistic Missile Defence System.Through this combination the new strategic concept looks set to herald radical change in long cherished principles about nuclear sharing and to directly address sensitive issues of Alliance cohesion and deterrence posture.

There is one largely unheralded, and outside its own frontiers probably little mourned, casualty of the European crisis of confidence — Turkey. In its decades-long aspiration to become a member of the European community, this nation on the fringes of the continent's southeastern frontier has played the part of the poor little orphan boy, nose pressed firmly against the glass shop window filled with sweets. Somehow, Turkey, despite its most valiant efforts, has never managed to find a way inside.
