1. The Importance of the Western Balkans in China’s Foreign Policy

Abstract:
China’s cooperation with the Western Balkans through the “17+1” format and Belt and Road Initiative (BRI), among others, is primarily political. In the economic sphere, Chinese investments are to a large extent only declarations, and trade is marginal in comparison to cooperation with the EU or others. China’s goals are to gain political influence in future EU countries and limit their cooperation with the U.S. Competition with China in the region requires more intense EU-U.S. cooperation, made more difficult by the pandemic.

The European Commission proposed in May 2018 to continue implementing the Creative Europe programme even more in the next budgetary period 2021-2027. This problematics is the main topic of Karel Barták's latest EU Monitor. The European Commission proposed in May 2018 to continue implementing the Creative Europe programme in the next budgetary period 2021-2027 with an envelope of 1,85 billion euros. Should the Member States agree, it would mean an increase of 26,5 percent compared to the current budget (2014-2020). Most of the money should go as usual to the audiovisual part of the programme (MEDIA), with emphasis on distribution of European films outside their country of origin. In the „culture“ part of the programme the draft mentions as priorities music, publishing, cultural heritage and architecture.

3. Brexit: An Assessment of Zambia- UK Trade & Investment Relations

Abstract:
Following the Brexit referendum held in the UK in 2016 that resulted in a majority vote to leave the EU, there has been speculation and uncertainty surrounding the likely impact of Brexit on trade relations between the UK and developing countries such as Zambia. With Brexit, comes the exit of the UK from the EU, its customs union as well as the single market. Consequently, this implies that Zambia’s trade with the UK will no longer be under the ambit of the EU Everything But Arms (EBA) trade agreement which grants Zambian products other than arms, duty-free and quota-free market access to the UK. Naturally, this brings about questions of the likely impact of Brexit on trade relations between Zambia and the UK which thus far, has been determined collectively under the framework of the EU since the UK’s accession to the EU customs union. In this policy paper, we provide a contextual analysis of the same. From this, we deduce that a ‘deal’ or ‘no deal’ Brexit is not likely to adversely impact the UK’s trade with Zambia. This is on condition that the UK’s own unilateral preference scheme comes into place and in time, to replicate the EU-EBA scheme with no disruption to traders. On the Investment front, although the UK has been Zambia’s fourth-largest source country for FDI inflows over the period 2010-2017, investments have been waning. Brexit has the potential to turn things around as the UK seeks to increase investments in other jurisdictions outside of the EU. With the UK now envisioning to become the largest G7 investor in Africa by 2022, there is a high probability that Brexit could lead to a positive investment crowding in effect, provided Zambia becomes a more attractive investment destination.

For years China has been one of the world’s most rapidly growing sources of outward foreign direct investment. Since peaking in 2016, however, Chinese outward investments, primarily to the United States but also the European Union, have declined dramatically, especially in response to changes in China’s domestic rules on capital outflows and in the face of rising nationalism in the United States. Concerns about growing Chinese influence in other economies, the ascendant role of an authoritarian government in Beijing, and the possible security implications of Chinese dominance in the high-technology sector have put Chinese outward investments under intense international scrutiny. This Policy Brief analyzes the most recent trends in Chinese investments in the United States and the European Union and reviews recent political and regulatory changes both have adopted toward Chinese inward investments. It also explores the emerging transatlantic difference in the regulatory response to the Chinese information technology firm Huawei. Concerned about national security and as part of the ongoing broader trade friction with China, the United States has cracked down far harder on the company than the European Union.

Abstract:
In a properly functioning economy, finance has important role to play in making main sectors of the economy – production, trade, services – to thrive. One of the most important – and often unappreciated – channels by which finance affects the processes taking place in the real sector is the selection of investment projects. It is banks and financial intermediaries that to a great degree decide which projects are carried out in the economy at a given moment, and which are not. If financial institutions are excessively conservative (which today is often an effect of the tight regulatory environment), they will prefer low-risk projects with high levels of collateral (e.g. mortgage loans). A financial system oriented this way will rarely be a source of problems, but at the same time not inclined to finance innovative projects with high potential to benefit the economy. Thus for any economy, a very important question is whether its regulatory framework smartly balances both of these aspects: financial system safety and the need to take on risk. When analyzing the functioning of the financial system, it’s worth noting the gradual blurring of certain traditional boundaries. While decades ago households were the main source of savings in the economy, and the borrowers were enterprises and the public sector, today both households and companies are on both sides, as suppliers and receivers of capital. The boundary between the functioning of banks and capital markets is also increasingly blurred. Today banks operate broadly through the capital market, both as acquirers of securities and as issuers. One area that has been developing dynamically in recent years is the flow of financial resources bypassing traditional intermediaries: direct lending through the peer-to-peer (P2P - direct financing of a project by business partners) and crowdfunding platforms (fundraising by collecting money online).

Abstract:
China and the European Union have an extensive and growing economic relationship. The relationship is problematic because of the distortions caused by China’s state capitalist system and the diversity of interests within the EU’s incomplete federation. More can be done to capture the untapped trade and investment opportunities that exist between the parties. China’s size and dynamism, and its recent shift from an export-led to a domestic demand-led growth model, mean that these opportunities are likely to grow with time. As the Chinese economy matures, provided appropriate policy steps are taken, it is likely to become a less disruptive force in world markets than during its extraordinary breakout period.

An analysis of China’s ties with Russia, indicate that China seems to have become more of a competitor to the European Union on Russia’s market. This NDC Research Paper argues that in spite of these warning signs, NATO can regain its balance between power and purpose and thus secure its future. NATO’s balancing act is ultimately a question of leadership: it is within the reach of Allied leaders to balance the interests and geopolitics of Europe and Asia, as well as the restrained and affirmative policies that represent Canada and Europe’s inclination for concerted diplomacy on the one hand and the United States inclination for strategic engagement on the other. Regrettably, these leaders may be drawn to some of the easy NATO visions that offer stringency of purpose, as in “come home to Europe”, or inversely, “go global”. Yet the reality of the Alliance’s geopolitical history and experience is that NATO is strong when apparently contrasting interests are molded into a balanced vision. Today, NATO can only encourage European investment in global, US-led policy if it secures stability in Europe, while inversely, NATO can only secure US investment in Europe’s security order if the Allies are open to coordination on global affairs. The report first outlines the basic geopolitical trends with which the Alliance is confronted: an Alliance leader questioning its heritage of overseas engagement, China’s rise as a great power, an emerging alignment between China and Russia in opposition to liberal order, and the track record of southern unconventional threats dividing the Allies on matters such as counter-terrorism, immigration control, stabilization and development. The Allies seem to be hesitating on the West-East axis and paralyzed as a collective on southern issues, which leads the report to sketch three NATO futures.

Launched in 2013, China’s Belt and Road Initiative (BRI) is a highly ambitious development effort that would sew together infrastructure projects across more than 70 countries. Estimated to comprise of more than USD $1 trillion in Chinese investment, the BRI is arguably China's broadest economic engagement effort with the rest of the world — enhancing its connectivity through Southeast, South, Central, and West Asia; Africa; Europe; and South America. The Asia Society Policy Institute project – Navigating the Belt and Road Initiative – examines BRI with the aim of setting forth actionable recommendations for how China and partner countries can help ensure that BRI projects yield beneficial and sustainable developmental, economic, environmental, civic, and social outcomes. Abstract:
China’s role as a global investor and financier has grown rapidly in recent decades, nowhere more so than in Europe. In 2017, a full quarter of China’s outbound foreign direct investment was destined for Europe. China has stepped up promotion of its signature Belt and Road Initiative (BRI), with Europe as its final destination, ever greater flows of investment in Eurasian connectivity are on offer. However, in recent years scepticism about rising flows of Chinese investment into the EU has grown. This report aims to carefully scrutinize the linkage between Chinese investment in Europe and China’s influence in the region and provides a nuanced and careful analysis that goes beyond the alarmism and polarization that dominates so much of the recent discussion about China’s role in Europe. It is based on a series of case studies examining a Chinese port investment in Greece, a Chinese-financed rail project in Hungary and Serbia, and two Chinese acquisition deals in the Netherlands. Thus, the authors shed light on the motives behind these individual Chinese investments and financial packages, including the interests of both the Chinese and the host governments and firms involved, evaluating what, if any, Chinese “influence” can be linked to the deals. According to the findings, the specific terms of each investment or loan package are dependent on the individual circumstances of the countries and firms involved. In each case there is an identifiable commercial basis for the Chinese investment, but economic and political viability of each deal varies.
