Abstract:
The urgency of fighting terrorism has been heightened by the 11 September 2001 attacks on the United States and subsequent attacks around the world. The use of anthrax to attack targets in the USA in September–November 2001, reinforced the need to include various potential biological threats—such as the deliberate use of disease as a weapon—on the anti-terrorism agenda. This paper identifies the instruments available to the European Community and examines how they are employed as part of the wider effort to reduce the potential threat posed by biological agents. However, it is important to recognize that these instruments and their use are only one aspect of European Union (EU) activity towards that end and that Community actions are set within the wider EU context.

The two states agree they are not military enemies. They have no military strategic interests of a bilateral nature that are fundamentally antagonistic.

The visit, therefore, on the heels of Secretary of State Condoleezza Rice's recent meetings in Moscow, presents an important opportunity for the United States and Russia to pull back from an emerging pattern of unnecessary and possibly dangerous disputation.

The EastWest Institute (EWI) organized an informal roundtable discussion with the goal of presenting the Conflict Prevention Program's flagship project, the International Task Force on Preventive Diplomacy (ITFPD) to the international community based in Brussels. The roundtable also aimed to engage the Brussels community in a brainstorming exercise that would generate constructive feedback on the project. The roundtable convened 15 participants from NGOs based in Brussels, European institutions and foreign governments – all of whom attended in their personal capacities as specialists in the fields of conflict prevention and/or preventive diplomacy.

Abstract:
This article problematises the idea of the Western concept of governance being applied to areas outside the OECD world. The aim of this article is to develop a research approach which is appropriate for these areas. To this end the article first of all casts light on Eurocentric premises of the concept of governance. It deals with the central dichotomy between state and private actors. The omnipresence of this differentiation is then explained with the help of Foucault's, Luhmann's and Derrida's (de-)constructivist theories. Assuming that Eurocentrism is inevitable, but that it has a varying degree of influence on the observer, the author then outlines an equivalence functionalist approach to governance research, which poses questions about the nature of a task performed, about the “way” in which it is performed and by “whom”. In this way, European dichotomies with regard to actors and modes of action in governance can be avoided.

The 10th anniversary of the Partnership and Cooperation Agreement (PCA) between the EU and Russia, which falls on 1 December 2007, is already prompting thoughts on whether and how to replace it. This raises basic issues about the form, purpose and content of bilateral treaties in the context of an integrating Europe. The following scenarios are discussed: Retire the PCA without replacement, Extend the status quo, Extend the status quo, adding a Political Declaration on Strategic Partnership, Replace the PCA with a short Treaty on Strategic Partnership, Replace the PCA with a comprehensive Treaty on Strategic Partnership, Negotiate a Treaty of Strategic Union.

On the day before the European Commission's decision on the fitness of Bulgaria and Romania to become EU members on 1 January 2007 (due to be delivered 16 May 2006), it is becoming increasingly evident that the EU has fallen into its own 'rhetorical trap' from which there is no easy way out. Most EU officials and politicians would agree that the governance standards in the two Balkan candidates are not up to EU level yet, but everyone knows that there is not much the EU can do about it at this point.

Abstract:
In its recent White Paper on a European Communication Policy, the European Commission has promised a “fundamentally new approach”. The policy is meant to narrow the communication gap looming between the European Union and its citizens and ultimately to map a way towards the development of a European public sphere. In contrast to the socalled 'Action Plan' for improving the Commission's own communication from July 2005, the White Paper is addressed to the EU as a whole, including other central institutions, member states, European political parties and even 'civil society'. The purpose of this Policy Brief is to critically evaluate the proposals emanating from the White Paper and to advance several suggestions aimed at helping the current initiative to have a more tangible and long-term effect than its many predecessors, authored by Messrs Tindemans, Adonnino, Oostlander, DeClerq, Pex or Pinheiro.

Abstract:
In the spring of 2004, the European Commission approved a draft Directive on Services in the Internal Market and sent it to the Council and the European Parliament. The proposal is the cornerstone of the ailing Lisbon strategy to revive growth and jobs in the European Union: services account for 70% of GDP and employment in advanced countries, and their performance is a main determinant of overall productivity and employment growth. In the European Union, the markets for services are still organised along national lines, cross border trade remains relatively underdeveloped and competition is scarce. The productivity gap with the United States is largely explained by these obstacles.
