211. Latin American Drugs I: Losing the Fight

Abstract:
Coca leaf and cocaine production in the Andean region appear to have set new records in 2007. Cocaine trafficking and use are expanding across the Americas and Europe. Despite the expenditure of great effort and resources, the counter-drug policies of the U.S., the European Union (EU) and its member states and Latin American governments have proved ineffective and, in part, counterproductive, severely jeopardising democracy and stability in Latin America. The international community must rigorously assess its errors and adopt new approaches, starting with reduced reliance on the measures of aerial spraying and military-type forced eradication on the supply side and greater priority for alternative development and effective law enforcement that expands the positive presence of the state. On the demand reduction side, it should aim to incarcerate traffickers and use best treatment and harm reduction methods to avoid revolving and costly jail sentences for chronic users.

Abstract:
The policies of a decade or more to stop the flow of cocaine from the Andean source countries, Colombia, Peru and Bolivia, to the two largest consumer markets, the U.S. and Europe, have proved insufficient and ineffective. Cocaine availability and demand have essentially remained stable in the U.S. and have been increasing in Europe. Use in Latin American transit countries, in particular Argentina, Brazil and Chile, is on the rise. Flawed counter-drug polices also are causing considerable collateral damage in Latin America, undermining support for democratic governments in some countries, distorting governance and social priorities in others, causing all too frequent human rights violations and fuelling armed and/or social conflicts in Colombia, Bolivia and Peru. A comprehensive shared policy reassessment and a new consensus on the balance between approaches emphasising law enforcement and approaches emphasising alternative development and harm reduction are urgently required.

The purpose of this paper is to advance understanding of this joint agenda by identifying the specific issues that have emerged, the policies that have been adopted, especially in the EU and US, and the options that are available for further policy-making.

Abstract:
Much progress has been achieved over the last decade and a half in the development and use of peace operations as a tool to quell conflicts, but there are limits to how much more progress can be expected. The number of troop contributors and troops deployed to peace operations has recently reached unprecedented highs, but the bulk of troops came from a limited number of states. The relationship between the United Nations and non-UN peacekeepers seems for the most part complementary. Nonetheless, the rise in non-UN peace operations has probably led to the United Nations becoming too dependent on too small a base of lesser-developed states. The characteristics of most troop contributors (e.g., type of governance, national quality of life, ground-force size) correlate with their level of contribution, but even politically willing nations with the “right” characteristics can likely deploy only a small percentage of their troops to operations at any one time. While Europe and Africa have achieved the most progress in developing institutional capacities, each continent confronts problems of interinstitutional relations and resource shortages. Russia's hegemonic role in Eurasia and the United States' historical legacy in Latin America have hindered development of comprehensive institutional capacities for peace operations in each region. East Asia may slowly be moving beyond ideational strictures that crippled efforts to develop regional capacities. Institutional progress is not expected in South Asia and the Middle East, and states of each region should not be expected to send military units to intraregional operations. Nearly all South Asian countries, however, will be major players in UN operations. A few exceptions aside, Mideast states will remain bit players on the world scene. Demand for easy or moderately challenging operations will generally be met, but the hazardous missions most apt to occur will be called for by states possessing the wherewithal to take them on and bring others along.

Abstract:
This article problematises the idea of the Western concept of governance being applied to areas outside the OECD world. The aim of this article is to develop a research approach which is appropriate for these areas. To this end the article first of all casts light on Eurocentric premises of the concept of governance. It deals with the central dichotomy between state and private actors. The omnipresence of this differentiation is then explained with the help of Foucault's, Luhmann's and Derrida's (de-)constructivist theories. Assuming that Eurocentrism is inevitable, but that it has a varying degree of influence on the observer, the author then outlines an equivalence functionalist approach to governance research, which poses questions about the nature of a task performed, about the “way” in which it is performed and by “whom”. In this way, European dichotomies with regard to actors and modes of action in governance can be avoided.

Les attentats du 11 septembre 2001 ont profondément transformé la perception de la menace terroriste dans le monde et le rôle des Etats et des organisations internationales dans la lutte contre celle-ci. La réponse de l'Organisation du Traité de Atlantique Nord (OTAN) a été immédiate et ferme. Le 12 septembre, elle a invoqué, pour la première fois dans son histoire, la clause de défense collective relevant de l'article 5 du Traité de Washington, qui se traduira en pratique, quelques jours plus tard, par le lancement de huit mesures visant à soutenir les Etats-Unis. L'une de ces mesures consiste à déployer des unités des forces navales permanentes en Méditerranée orientale. Le 26 octobre 2001, est lancée l'Opération Active Endeavour (OAE), première et unique opération maritime de lutte contre le terrorisme menée sous l'égide de l'OTAN. Entre 2001 et 2006, l'OAE a vu son champ d'action s'élargir de la sous-région orientale à l'ensemble de la Méditerranée. Le Sommet de l'OTAN à Istanbul en juin 2004, a redimensionné l'OAE en invitant les partenaires1 de l'Alliance à y contribuer. Depuis lors, une dizaine d'Etats du Partenariat pour la paix (PPP) et du Dialogue méditerranéen (DM) ont répondu favorablement à cette invitation: la Russie, l'Ukraine et Israël sont dans une phase d'intégration très avancée; le Maroc, l'Algérie, la Croatie, la Géorgie et la Suède en sont à la phase de négociation intermédiaire.

219. Moving Toward A Consensus on Climate Policy: The Essential Role of Global Public Disclosure

Among climate scientists, there is no longer any serious debate about whether greenhouse gas emissions from human activity are altering the earth' s climate. There is also a broad consensus on two issues related to reducing emissions. First, developing countries must be full participants in global emissions control, because they will be most heavily impacted by global warming, and because they are rapidly approaching parity with developed countries in the scale of their emissions. Second, efficient emissions control will require carbon pricing via market-based instruments (charges or cap-and-trade). These points of consensus are sufficient to establish a clear way forward, despite continued disagreements over the choice of specific instrument and the appropriate carbon charge level. Since all market-based systems that regulate emissions sources require the same emissions information, the international community should immediately establish an institution mandated to collect, verify and publicly disclose information about emissions from all significant global carbon sources. Its mandate should extend to best-practice estimation and disclosure of emissions sources in countries that initially refuse to participate. This institution will serve four purposes. First, it will lay the necessary foundation for implementing any market-based system of emissions source regulation. Second, it will provide an excellent credibility test, since a country's acceptance of full disclosure will signal its true willingness to participate in globally-efficient emissions reduction. Third, global public disclosure will itself reduce carbon emissions, by focusing stakeholder pressure on major emitters and providing reputational reward s for clean producers. Fourth, disclosure will make it very hard to cheat once market-based instruments are implemented. This will be essential for preserving the credibility of an international agreement to reduce emissions.

Abstract:
This book will examine whether leading liberal democracies have a responsibility to respond when democracy is under threat. The United States, the European Union and its Member States pride themselves on their commitment to liberal democracy. They cherish it at home and claim to support it internationally. Americans tend to accept the Kantian notion that the internal conditions of a country help shape its foreign policy. Immanuel Kant presented the idea that democracies do not go to war against each other. Americans have embedded the democratic peace theory in their foreign policy outlook. The fact that the United States and the United Kingdom made a historic shift into strategic alignment across the twentieth century reinforced the notion of a commonality of interests among liberal democracies. A basic premise of American foreign policy in the twentieth century is the notion that as a liberal democracy based on values, the United States should advance certain values in its international affairs. Having always cared about freedom of the seas and freer access for American exports, the republic began to care about freedom itself. Even before the U.S. was committed to international human rights, it supported democracy, albeit imperfectly and inconsistently. America's emergence to the top table of international affairs after the First World War was complemented by President Woodrow Wilson's Fourteen Points. The United States cloaked its military might in the finery of democracy. Yet, this was not mere rhetoric: the U.S. did advance a conception of democracy in the form of self-determination as part of the peace settlement. President Wilson, and his successors in both political parties, understood that grand strategic engagement needed to be underpinned by a philosophical objective.
