Abstract:
The arrival of the Obama administration has brought significant hope to a transatlantic partnership that has been both ailing and adrift for the better part of the last two decades. Since the fall of the Berlin wall, the two sides of the Atlantic have struggled to identify a new common project and create the tools and institutions needed to address common challenges. To their credit, they have transformed their militaries, integrated new members into Western institutions such as the European Union and NATO, deepened economic ties, developed new partnerships, and acquired new capabilities. But they have also had a number of ugly and public disputes over the nature and severity of the threats they face as well as the means necessary to combat such threats.

Abstract:
An effective policy approach to climate change would be a global emission trading system. Opinions differ, however, as to what approach should be pursued when fostering a global emissions trading system. Many argue in favor of linking various national and regional emission trading systems as a possible way forward. However, an alternative method, which involves developing a new system from the ground up, could prove more advantageous. Under an Upstream Global Emission Trading System (UGETS), all nations would use an upstream emissions trading system that would result in far fewer monitoring points than a downstream system. A nation would only need to keep track of domestic shipments and imports of fossil fuels.

Abstract:
Since the Middle East peace conferences in Madrid (1991) and Washington (1991–1993), Europeans have gradually stepped up their political involvement in the Middle East. While Europeans have had strong trade and cultural relations with their neighboring region for decades, they have, in parallel with the Middle East peace process and the development of European Union (EU) foreign policy instruments, moved to assert their political interests more forcefully. These policies have largely been motivated by geographic proximity and geopolitical considerations—chiefly, the fear of security threats emanating from Europe's neighborhood (a spillover of conflict in the form of terrorism, organized crime, migration, and the proliferation of weapons of mass destruction), Israel's security, and access to energy resources. The implicit assumption has been that these different European interests can best be reconciled in an environment where there is peace between Israel and its neighbors (and therefore no contradiction between good relations between the EU and Israel and good relations between the EU and the wider, resource-rich region) and where the people of the Mediterranean and the Middle East find decent living conditions in their countries. As a consequence, Europeans have first focused their efforts on the realization of a two-state solution to the Israeli–Palestinian confl ict, which they consider to be the core of the region's instability. They have, second, aimed at supporting comprehensive peace between Israel and its neighbors. And they have, third, sought to provide an environment conducive to peace in the region as well as to deflect what were (and still are) perceived as security risks emanating from the region.

Abstract:
Everyone agrees the world is changing. The question is in which direction? This paper offers an original contribution to the debate on the future shape of the international system. Based on a diagnosis of current developments, it argues that many factors point to the emergence of an 'interpolar' world. Interpolarity can be defined as multipolarity in the age of interdependence. The redistribution of power at the global level, leading to a multipolar international system, and deepening interdependence are the two basic dimensions of the transition away from the post-Cold War world. All too often, however, they are treated as separate issues. The real challenge lies in finding a new synthesis between the shifting balance of power and the governance of interdependence.

Within the framework of the al-Jisr Project on EU-GCC Public Diplomacy and Outreach Activities and with the support of the European Commission, the Istituto Affari Internazionali (IAI) and the Gulf Research Center organized a two-day workshop focusing on how the Mediterranean region can become a field of cooperation between the EU and GCC countries. The event brought together 30 policy officials and specialists to deliberate on questions such as: should the Mediterranean become a dimension in the EU-GCC political dialogue; where are the potential synergies when it comes to the role of energy; what ways and means of financial and economic cooperation present themselves to promote investment and development; and where do political and strategic interests between the EU and the GCC converge or diverge in the Mediterranean. A final roundtable served as a wrap-up for discussion with a focus on policy recommendations.

While sharing a number of interests in the Mediterranean and Middle East region, the EU and the Gulf Cooperation Council have pursued different patterns of strategic concerns and relations. Nevertheless, a potential for developing common EUGCC perspectives exists, as the Mediterranean and Middle East region are both part of the EU and the GCC neighbourhood and are a common location for investment. Diplomatic convergence on a number of issues could contribute to improving security and political cooperation as well, despite the fact that this is stymied by divergent views on the Israeli-Palestinian conflict.

198. Central Asia's growing partnership with China

Since the start of the 2000s, the People's Republic of China (PRC) has become an increasingly important player on the Central Asian scene, which until then had been essentially divided between Russia and the US. Today, Central Asia's future lies in its ability to avoid the destabilisations of the Afghan–Pakistan zone, and through Chinese influence, to partake of the Asia–Pacific's economic prosperity. In less than two decades, Beijing has managed to make a massive and multiform entry onto the Central Asian scene: it has proven itself a loyal partner on the level of bilateral diplomacy and has succeeded in turning the Shanghai Cooperation Organisation (SCO) into a regional structure appreciated by its members. China has also become a leading actor in trade as well as in the hydrocarbon sector and infrastructure. In examining the shift that China has generated in Central Asian realities, this paper focuses on the political and geopolitical impact of Beijing's growing influence, along with the economic implications of the Chinese presence in Central Asia. To what extent will this affect the objectives of the European Union? China is one of the EU's economic competitors in domains such as energy; it obstructs cooperation between Central Asian states and Western countries, and it encourages the authoritarian tendencies of political regimes. Yet, partnership and economic competition go hand in hand, as EU texts recognise. In addition, the EU's rationale for setting up in Central Asia is not to compete with neighbouring states, but instead to seek cooperation in accordance with the idea that a multiplicity of actors will guarantee the zone's stability and its geopolitical balance. So what joint interest might China and the EU have in Central Asia? On a certain number of questions such as security and long-term development, the EU and China share the same concerns and Beijing is seeking greater collaboration with Europe.

From many perspectives, the London Summit of the G20 leaders at the beginning of April 2009 was a success – and a hard act to follow. The discussion was framed around crisis resolution and the strengthening of the international financial architecture. Beyond any concrete achievement, the success of the London Summit is that it morphed into an ongoing process with a rolling agenda, rather than remaining a one-off event. Undoubtedly the Italian Presidency of the G8 has a hard task, being caught between the success of London and the decreasing relevance of the G8. But there is also scope for building a meaningful bridge between London and the G8 meeting in L'Aquila in July 2009, and continuing and strengthening the economic governance reform process. There is an urgent need to continue to push for progress on a number of key items that were not adequately addressed at the London Summit and where progress can be made in L'Aquila – fostering clarity for the G20 agenda for the next meeting in Pittsburgh in September 2009. With regard, in particular, to the reform of the International Monetary Fund, the Italian Presidency should use its G8 chair to initiate a dialogue on reform of the European representation, taking advantage of having all the key players gathered together in L'Aquila.

Will it retain the political will and resource commitments of its members, whether in Europe or North America?
