11. Narratives of Political Unity in Times of Differentiation

Abstract:
Heterogeneity among countries in the European Union has continuously grown through enlargement processes or the outbreak of specific crises. After reaching important outcomes such as the European Monetary Union or the Schengen Agreement, in the face of the “big bang” enlargement of 2004 both national and European Union representatives subsequently committed to the motto “united in diversity”, confident that the European project would progress and deepen. Nevertheless, the crises in the euro area posed a number of new internal and external challenges to the overall European integration process as well as the EU’s political unity in terms of member states sharing the same rights and obligations, making permanent forms of differentiated integration more likely. Against this background, the paper presents a new collected dataset to outline how the EU narrative of political unity changes during times of increasing political differentiation and consequent differentiated integration. As such, it conducts a narrative analysis in two selected cases, the period between 2000 and 2004 preceding the big bang enlargement as well as the years of the crises in the euro area between 2010 and 2014. Although the existing narrative of political unity in the EU has changed in response to the crises under the more sceptical phrase “divided in unity”, our analysis shows that differentiation is not a threat to political unity.

Should the EU enforce a containment policy towards the People’s Republic of China (PRC – or simply China), joining efforts undertaken by US President Donald Trump, who has unleashed a trade and technological war against Beijing with the aim of permanently subordinating the Asian giant to the West? Or should the EU continue its engagement policy towards Beijing – and even seek to maximise Sino-European ties to put limits on those US unilateral policies that are detrimental to Europe’s interests and fundamental values? What would be the best policy mix of engagement and containment for EU–China relations? And to what extent should the EU align its China policy with that of the US?

13. The Impact of the State on the Quality of an Economic System: A Cross-Country Analysis

Abstract:
The paper discusses the role of the state in shaping an economic system which is, in line with the welfare economics approach, capable of performing socially important functions and achieving socially desirable results. We describe this system through a set of indexes: the IHDI, the World Happiness Index, and the Satisfaction of Life index. The characteris-tics of the state are analyzed using a set of variables which describe both the quantitative (government size, various types of governmental expenditures, and regulatory burden) and qualitative (institutional setup and property rights protection) aspects of its functioning. The study examines the “old” and “new” member states of the European Union, the post-communist countries of Eastern Europe and Asia, and the economies of Latin America. The main conclusion of the research is that the institutional quality of the state seems to be the most important for creation of a socially effective economic system, while the level of state interventionism plays, at most, a secondary and often negligible role. Geographical differentiation is also discovered, as well as the lack of a direct correlation between the characteristics of an economic system and the subjective feeling of well-being. These re-sults may corroborate the neo-institutionalist hypothesis that noneconomic factors, such as historical, institutional, cultural, and even genetic factors, may play an important role in making the economic system capable to perform its tasks; this remains an area for future research.

Abstract:
Almost twenty-five years after the end of the Cold War, initial euphoria about democratic change in many countries in the East and Southeast of Europe has given way to growing mistrust of political institutions and politicians, and an increasing disaffection with democracy itself. This wide-ranging disaffection has many sources. One of them lies in the increasingly weak performance of governments and the fact that »democracy«, whatever the term meant at the beginning of the transition processes, has failed to deliver on its promises. Politicians and governments no longer seem able or willing to deliver tangible results to their voters. Politics in Southeast Europe produces no or too few goods »for« the people and instead of »delivering«, engages in populist nationalism, politics of fear, and serves particular power interests The contributions to this publication discuss several approaches to active engagement and thinking about alternatives. The first paper examines the question if and how the emancipatory energy found in social movements may help in renewing social democracy (Felix Henkel). The next paper combines theoretical thinking about democratic innovations as opportunities for channelling popular discontent with concrete inquiry into the situation in Southeast Europe (Irena Fiket). The third paper provides an analysis of the Sisyphean task of democratizing societies, using the example of North Macedonia (Ivan Stefanovski). Last but not least, the fourth paper focusses on local struggles and actions in the Serbian city of Niš (Rastislav Dinić). The mobilization in Niš, where activists are in everyday contact with citizens at the local level, creates a deeper foundation for political engagement inscribed into the living context of individuals. This »grounding« together with broader societal utopian horizons of progressive thought provides a framework for the democratic renewal of Southeast European societies, a renewal that should be high on the agenda of the EU and all international actors dealing with the region.

15. The European Union makes a new push for democracy

Abstract:
European Union leaders will not be able to dodge the growing constitutional crisis. They are bound to improve the way the Commission president is chosen by reforming the electoral procedure of the European Parliament and by advancing federal political parties. Angela Merkel has dropped her opposition to transnational lists and now agrees with Emmanuel Macron to return to the EU’s institutional agenda. This means treaty change. President von der Leyen promises to help MEPs initiate the reforms and broker the deal in the European Council. Andrew Duff explains what these reforms mean for the balance of power within the Union, and in annexes to this paper, he sets out proposals. He argues that the Conference on the Future of Europe is the right forum to plan how to rectify the weak government of the Union and to strengthen its democratic legitimacy. But he urges swift progress on the related items of Spitzenkandidaten, transnational lists and seat apportionment. Duff favours a direct role for citizens in the work of the Conference, but warns against using this as an excuse for evading tough and complex constitutional questions. The Conference will only succeed if it has a clear and meaningful mandate backed throughout by the three EU institutions.

The EU is involved in economic diplomacy since the establishment of the Single Market and the ensuing negotiations for trade and economic partnership agreements conducted by the EU’s Directorate-General for Trade (DG Trade) for all EU member states (MSs). European economic diplomacy (EED) is a new EU venture that aims to improve the coordination between EU institutions and MSs in an effort to enhance their economic and trade relations and strengthen their ability to compete with major countries such as the US, China and Russia.

Abstract:
On 6 December 2018, Friedrich-Ebert-Stiftung Rome (FES) and Istituto Affari Internazionali (IAI) co-organized the conference “External Borders and Internal Divisions of Europe: Policies and Politics of Migration” to foster debate on European migration and asylum governance by approaching it both as a policy issue and a political question. While the scale of migratory flows is no longer the main problem, countries at the Southern external borders continue facing different policy challenges. The lack of political will and continuing tensions among the member states stand out as the main obstacles blocking substantial policy reform at the European level. This context also provides fertile ground for further polarization of the political debate between the two extreme positions of open versus closed borders, highlighting the need for more balanced and neutral narratives on migration in the run up to the European elections. This publication offers the Key Issues and Policy Recommendations based on the results of the Forth International Conference “Security Sector Governance: the Role of the Media”. In established democracies, free and independent media play a crucial role in the democratic oversight of the security sector, allow for channels of communication to be established between government and society, and present a crucial foundation for guaranteeing and protecting human rights and freedoms. This security sector reform conference was unique in that journalists were invited as not just reporters but the main participants of the debates. The dialogue had a multi-dimensional, multi-levelled character that touched upon national and international questions of security as it pertains to information warfare, particularly in Ukraine.
