1. The path to "controlled" immigration

Abstract:
Europe needs to change its immigration policy completely. It must move from being a ‘fortress Europe’ to a Europe that organises its immigration, so that it is conducive to its economic development. It must do so in order to rediscover the human values that have underpinned its construction for nearly seventy-five years. The sight of thousands of people drowning in the Mediterranean Sea, the English Channel and the Atlantic Ocean, or abandoned in the desert or in the cities, hunted down by the police and at the mercy of traffickers and smugglers of all descriptions, is a daily affront to our consciences. In the midst of this hell in which tens of thousands of young Africans find themselves, there may be a solution. It involves organising ‘controlled immigration’ in the countries from which this immigration originates. This would mean a complete change in the European policies pursued to date. But migration is a practically insurmountable force, built into human nature. History is ample proof of that! Opposition to the free movement of people - and to the way it is currently practised - is doomed to failure. If it is possible to change the situation, then let us do it.

Abstract:
Immigration was a key, if not the key issue in the referendum of 2016. The last few years have seen the biggest shakeup in the UK migration system in at least half a century, coinciding with record levels of immigration across all the main routes – work, students and refugees. This report explores what has happened to immigration, immigration policy and public attitudes towards immigration since the Brexit vote. It examines the way in which the UK government has reacted to the ending of free movement, and explores the impact of new policies on immigration levels. It represents a state-of-the-art analysis of what has happened, where we have got to, and what might transpire in the future.

3. Displaced Ukrainians in European Labor Markets: Leveraging Innovations for More Inclusive Integration

Abstract:
The war in Ukraine has led millions of displaced Ukrainians to seek protection in European countries since February 2022, and welcoming new arrivals has put enormous pressure on reception and integration systems. But with the right supports, displaced Ukrainians could also potentially help address some of Europe’s pervasive skill shortages. Many newcomers have a tertiary education, and the EU decision to activate the Temporary Protection Directive has provided swift access to clear residence and work rights. Early evidence suggests that displaced Ukrainians’ labor market entry is progressing well, with many working-age adults finding jobs. However, challenges such as language barriers, difficulties getting foreign credentials recognized, and trouble securing child care have limited some Ukrainians’ ability to enter the labor market and find a job commensurate with their skills. A desire among many to return to Ukraine, as circumstances allow, is also shaping their decisions about finding work and participating in integration and training programs. This report explores how displaced Ukrainians are faring in European labor markets, including what is known about their early labor market outcomes and the barriers they face when seeking work. It also examines how governments can work together with civil society and employers to help new arrivals find quality jobs and, in doing so, help European societies benefit from their skills.

4. How do Economies in EU-CEE Cope with Labour Shortages?

Abstract:
The EU member states in Central and Eastern Europe (EU-CEE) have been experiencing increasing labour shortages, which only briefly subsided in the wake of the COVID-19 pandemic. Ongoing demographic decline suggests that labour shortages will only get stronger over time. As a result, the bargaining power of labour has increased, wages have been generally rising ahead of labour productivity, and industrial action (strikes) – the level of which has remained low in recent decades – has emerged in some instances. In the face of labour and skill shortages, people have been investing in education. The share of employees with tertiary education has increased, and vocational training has gained in importance, although active labour market policies have been used only selectively. Employers have increasingly been investing in fixed assets, especially in manufacturing, and the degree of robotisation has risen strongly. Despite domestic concerns that automation would generate massive job losses, our findings suggest that capital deepening has taken place faster where labour was in higher demand. Thus, labour was not substituted with capital, but rather the complementary effect prevailed. Employment actually increased in EU-CEE over the past two decades – despite the shrinking working-age population. Employers could hire not only the formerly unemployed, but also the formerly inactive, and used the relaxed immigration policies to attract foreign workers, especially from Ukraine and the Western Balkans. Czechia, Hungary, Slovenia and Slovakia and most recently Poland have become net receivers of migrants, while in Bulgaria immigration largely compensates for the natives who go abroad. However, immigration from non-European countries as a general solution to the problem of labour shortages in the region is highly problematic in the current domestic political context. Overall, both our findings for the EU-CEE region over recent years and the experience of Western Europe during the ‘golden age’ (1950-1973) suggest that labour shortages are not in themselves an obstacle to rapid structural change and income growth. However, for such an economic model to be sustainable, more active government policies will be needed, such as greater public investment in education and training, higher minimum wages in order to encourage automation, and more extensive welfare networks in order to deal with the possible negative short-run side-effects of automation.

5. Embedding Reintegration Assistance for Returning Migrants in the Local Context: The Role of Referrals

Abstract:
The objectives of European reintegration programs for migrants returning to their countries of origin have expanded in recent years. Reintegration assistance, instead of being delivered as standardized support packages, is increasingly being designed to take into account the multiple dimensions of returnees’ reintegration—economic, social, and psychosocial—and the context of the communities in which they settle. As these programs become more complex, it has also become clear that no one service provider can offer all of the various services necessary to meet returnees’ diverse needs and profiles. One way to broaden the range of supports available to returning migrants and embed reintegration assistance into the local context is to refer returnees to local actors, including government agencies and civil-society organizations. Such referrals, particularly when combined with capacity-building assistance for local partners, can help connect returnees with tailored, long-term support. Yet, there is no consensus across reintegration programs as to how referral mechanisms should be organized, what types of services referral partners should deliver, the level of budget support different actors need, and how their work should be monitored. This policy brief explores the role of referrals in reintegration programming, offering a typology of approaches taken across programs to date. It also discusses common challenges, emerging good practices, and promising next steps to improve the local embeddedness of reintegration assistance.

Abstract:
Across Europe, immigrant integration policy has often been forged in the heat of crisis and driven by political priorities. This can be seen in the response to millions of people fleeing war in Ukraine and to the 2015–16 migration and refugee crisis. Resources and attention are much less frequently devoted to gleaning lessons from integration initiatives and using them to improve policymaking going forward. Yet, pressing labor shortages, strained government budgets, and social cohesion challenges all point to the importance of implementing integration policies that efficiently use limited resources—and that work. This policy brief explores why immigrant integration has fallen behind other policy areas in embracing an evidence culture and suggests ways to remedy this lag. It first examines recent progress and key gaps in this area, and then maps the obstacles that continue to hinder an evidence revolution in integration policy. The brief concludes with recommendations for creating an environment in which evidence-informed integration policymaking can thrive, including through the effective use of pilot projects, targeted funding, stakeholder engagement, and capacity-building initiatives.

7. The COVID-19 Catalyst: Learning from Pandemic-Driven Innovations in Immigrant Integration Policy

Despite talk of COVID-19 as a “great equalizer,” the pandemic and its economic fallout have hit certain segments of European and North American societies particularly hard. Among them are immigrants and refugees, and especially groups with distinct vulnerabilities, such as refugee children, irregular migrants, and migrant women. Without swift government intervention, the twin public-health and economic crises risk jeopardizing immigrant integration and creating durable rifts in diverse societies. Yet precisely at a time when bold and agile policy responses are needed, the pandemic has disrupted governments’ usual ways of working. When lockdown and social-distancing measures were introduced in 2020, many in-person integration services were suspended, and both these programs and the day-to-day work of governments and civil-society organizations shifted online. This opened new opportunities but also hindered the engagement of migrants, policymakers, and other stakeholders with limited digital access or literacy. This report examines how governments’ immigrant integration strategies, partnerships, and policy priorities have changed in the two years since the pandemic began. It explores how this period of forced adaption has worked as a catalyst for innovation at the local, national, and (in Europe) EU level, drawing on interviews with senior policymakers and other experts in North America and Europe. The report then distills recommendations on how to leverage these innovations to durably improve the governance of immigrant integration.

8. Putting Migrant Reintegration Programs to the Test: A Road Map to a Monitoring System

European policymakers have renewed their commitment to increase returns of migrants determined not to have a right to stay in the European Union, and to cooperate with returnees’ countries of origin to support their reintegration. And as investments in assisted voluntary return and reintegration (AVRR) initiatives have grown, so too has pressure to demonstrate that these programs are living up to the high expectations for them. Yet there is little clarity, let alone consensus, on what “successful” reintegration is or how best to achieve it. This MPI Europe report examines what is and is not known about returnees' economic, psychosocial, and social reintegration. It also discusses the need to build and strengthen monitoring and evaluation (M&E) systems to help address pressing knowledge gaps, track the impact of AVRR investments, and inform program decision-making. To do so, it lays out a set of guiding principles and explores key questions about the design, ownership, funding, and impact of M&E efforts.

9. The Winding Road to Marrakech: Lessons from the European Negotiations of the Global Compact for Migration

In the summer of 2018, negotiations of the Global Compact for Safe, Orderly, and Regular Migration suddenly became front-page news, drawing far more attention than nonbinding UN agreements before it. The compact’s proponents argued it would help address transnational issues related to migration, while its opponents alleged it posed a threat to state sovereignty and would lead to an increase in migration to Western countries. Although the European Union was initially one of the driving forces behind the pact, as public demonstrations multiplied, these divisions culminated in the fall of the Belgian government and nine EU Member States voting against the compact or abstaining. This report from MPI's Transatlantic Council on Migration explores how the compact negotiations triggered a multilayered institutional and political crisis in the European Union. It charts how the pact became a proxy for broader debates about how external migration policy is decided within the European Union, especially when doing so touches on multiple policy areas, and about democratic accountability in handling nonbinding international agreements. This analysis, which draws in part on interviews with policymakers from EU institutions and Member States, offers lessons learned for public communications about migration policy and assesses the implications of these events for the European Union’s external migration policy, including its implementation of the compact and role in multilateral migration matters.

10. Promoting the Inclusion of Europe’s Migrants and Minorities in Arts and Culture

Abstract:
Decades of sustained immigration have transformed many European cities into mosaics of different cultures. Yet this diversity is not always mirrored in the art celebrated in museums, the plays produced in major theaters, and the music heard in concert halls. In addition, well-intended efforts to celebrate ethnic and cultural diversity through art and culture run the risk of overemphasizing differences, exoticizing minority groups rather than contributing to the normalization of diversity within society. But this status quo may be changing. Widespread anti-racism protests have prompted long-overdue conversations about mis- and under-representation of minorities as well as discrimination in the cultural scene. At the same time, pandemic-related restrictions have placed further financial strains on the already fragile cultural sector, challenging organizations to reach new audiences in new ways. This MPI Europe report, which draws on interviews with cultural professionals from 11 European countries, explores approaches to strengthening the participation of migrant and minority communities in arts and culture, with potential benefits for immigrant integration outcomes, social cohesion, and the vibrancy and sustainability of cultural institutions. It examines migrants’ and minorities’ inclusion on three levels: as visitors of cultural venues and consumers of art, as featured artists and performers, and as leaders and staff within cultural institutions. The research was conducted within the framework of the Urban Agenda Partnership on the Inclusion of Migrants and Refugees, co-led by the City of Amsterdam and the European Commission and funded by the European Commission's Directorate-General for Migration and Home Affairs.
