81. Ethnic Minority Women in Georgia - Facing a Double Burden?

Abstract:
In this paper I explore the situation of ethnic minority women in Georgia, focusing on gender -based violence, economic empowerment and political participation. Importantly these are not distinct topics, but interrelated phenomena: domestic decision-making structures and violence are the main obstacles to increased female participation in the political and economic spheres. Conversely, women's second-rate role here has diminished their ability to become financially independent and publicly recognized, which could strengthen their domestic position. Over the past years the Georgian government has introduced several legal measures directed at alleviating some of the problems Georgian women encounter and strengthening their position in society, including the National Action Plan on Gender Equality (2011-2013), the National Action Plan on Women, Peace and Security (2012-2015), as well as action plans on domestic violence (2011-2012), and trafficking in human beings (2011-2012). However, according to the UN Gender Thematic Group, consisting of domestic and international organizations with a gender focus, implementation of the national action plans has been uneven, with the National Action Plan on Gender Equality significantly lagging behind.

Abstract:
Dispersed all over the territory of the continent, Roma constitute the largest ethnic minority in Europe, which according to the estimates consists of 10-12 million people. Present in almost every country in Europe and sharing some similar cultural features, Roma are often referred to as 'transnational'. The heterogeneity of the group even within the different national states and the lack of structural ties among the communities at national and international levels, challenges the appropriateness of any generalization of issues and large scale approaches to addressing them. At the same time, Roma communities all over Europe share low social status and identical challenges to their integration in mainstream societies, which constitutes them as a transnational marginalised group.

Abstract:
As the financial crisis recedes and the European Union (EU) regains a measure of internal stability, pressure in Europe\'s neighborhood is on the rise. The Ukraine crisis and turmoil in the Middle East and North Africa have elevated foreign policy to the top of the EU\'s agenda. Whether the EU can make its external action more effective will depend in large part on institutional decisions made in 2014—the selection of a new leadership team and the reorganization of the European Commission.

84. Exports and Capacity Constraints: A smooth transition regression model for six euro-area countries

Abstract:
The significant gains in export market shares made in a number of vulnerable euro-area crisis countries have not been accompanied by an appropriate improvement in price competitiveness. This paper argues that, under certain conditions, firms consider export activity as a substitute for serving domestic demand. The strength of the link between domestic demand and exports is dependent on capacity constraints. Our econometric model for six euro-area countries suggests domestic demand pressure and capacity-constraint restrictions as additional variables of a properly specified export equation. As an innovation to the literature, we assess the empirical significance through the logistic and the exponential variant of the non-linear smooth transition regression model. We find that domestic demand developments are relevant for the short-run dynamics of exports in particular during more extreme stages of the business cycle. A strong substitutive relationship between domestic and foreign sales can most clearly be found for Spain, Portugal and Italy, providing evidence of the importance of sunk costs and hysteresis in international trade.

85. Coordination of Social Security Schemes. The Case of SADC

Abstract:
This paper will explore whether and to what extent the (legal) rules of coordination that originated and developed in the EU can be transposed to SADC – a region characterized by high levels of migration, weakly developed social security systems and the absence of suitable portability arrangements. The principle of coordination of social security is primarily aimed at eliminating restrictions that national social security schemes place upon the rights of migrant workers to such social security. One of the fundamental principles of social security coordination is that of portability, which is the ability to preserve, maintain, and transfer vested social security rights or rights in the process of being vested, independent of nationality and country of residence. The best practice around the world to ensure portability of social security entitlements consists of multilateral and bilateral social security agreements. These agreements originated and developed in the EU, and EU coordination arrangements arguably still represent the most sophisticated and developed system of its kind, and one that is worth emulating. In this paper, it is argued that any future attempts at coordinating social security schemes in SADC should start with employment injury schemes, which is the only social security scheme common to all SADC member states. The paper considers some of the issues that should be taken into account in designing social security agreements in SADC along the lines of the EU model.

Abstract:
Many countries are interested in the Transatlantic Trade and Investment Partnership (TTIP) that Brussels and Washington are negotiating. But the United States and the European Union (EU) began talks without devising a way to involve their main trade partners. This approach, understandable given the complexity of the negotiations, could produce a bilateral agreement that is difficult to multilateralize. To influence the negotiations, third countries interested in eventually joining TTIP should pursue an agenda centered on the accession mechanism, the elimination of nontariff barriers, and dispute settlement.

87. Domestic Implementation of European Court of Human Rights Judgments: Legal Infrastructure and Government Effectiveness Matter: A Reply to Dia Anagnostou and Alina Mungiu-Pippidi

Abstract:
This article responds to the valuable contribution by Dia Anagnostou and Alina Mungiu- Pippidi in which they analyse how nine countries implemented European Court of Human Rights judgments that found violations of Articles 8–11 of the European Convention on Human Rights. Their conclusion that capacity plays an important role in the implementation of ECtHR judgments is certainly correct. In this short response, I highlight various aspects of the authors' analysis where they make problematic choices with regard to data and statistical methods. First, I describe and use a more comprehensive dataset that allows us to reach more generalizable conclusions. Secondly, I show how survival analysis is a more appropriate framework than logit or linear regression for analysing these data. Thirdly, I argue that the difficulty of the implementation task needs to be accounted for in any analysis of cross-country variation in implementation. My re-analysis shows that low capacity countries attract judgments that are more difficult to implement. The analysis also uncovers a subtle relationship between time, institutional capacity, and checks and balances. High capacity helps willing politicians to implement judgments quickly. Yet, among judgments that have been pending longer, countries with higher capacity are no quicker to implement than lower capacity countries. By contrast, checks and balances initially slow down implementation but help to eventually ensure begrudging implementation.

Abstract:
Youth delinquency has been a hot topic in Russian society for many years. Numerous associations, NGOs and international organizations have raised public awareness of the problem and have encouraged the government to place judicial reform on its agenda. However, debate over how to apply it, the various possible models and how to structure the relationship between social and judicial institutions has been limited. Discussion has instead focused on the relative priorities to be given to the interests of children versus those of the family, so-called “traditional” versus “liberal” values, and the extent to which the State should interfere in the private lives of Russian citizens. Discussion of the actual situation of children at risk and the concrete problems posed by reform have been overshadowed by rumors, encouraged by a discourse of fear in an increasingly violent society that tend to distort the real problems. Additionally, implementation of international norms and judicial reform has been largely blocked by the patriotic agenda of the State.

89. Online journalism in Russia : The ordinary games of political control freedom

Abstract:
Many online newspapers were created in Russia during the early 2000s, which gave rise to hopes concerning further developments of media pluralism. Their day-to-day operations differ little from those of their Western counterparts. They are subject to the same technical possibilities and to the same financial limitations. Under the increasingly authoritarian Russian regime, however, these common constraints can become political. Economic constraints on editorial boards, limitations on their sources of advertising revenue, administrative requirements, and surveillance of Internet providers are all tools used for political purposes. This article uses the examples of the major news sites that are lenta.ru and gazeta.ru, and the more specialized sites, snob.ru and grani.ru, to show how this political control is based on the diversity of ordinary constraints, which procedures and justifications are both unpredictable and dependent on the economic situation. The result is that political control is both omnipresent and elusive, constantly changing.

90. Management of Irregular Migration in the Context of EU-Turkey Relations

Abstract:
Turkey, at the crossroads of Europe, Middle East and Asia, has confronted with the mounting pressure of mixed migration flows in recent decades. Among these, management of irregular migration flows is an issue of particular concern due to the complex interplay between its security, humanitarian and economic dimensions. In broad terms, irregular migration is the movement that takes place outside of the regulatory norms of the sending, transit and receiving countries. Because irregular migrants do not have the necessary authorization to enter, reside or work; the destination country treats their status as illegal. Triandafyllidou clarifies the distinction between illegality and irregularity by defining irregular migrant as ‘a migrant who at some point in his migration contravened the rules of entry or residence’ whereas illegal migration is ‘the act of entering in violation to national law and is confined to illegal border crossing (but not overstaying the terms of visas or residence) referring only a flow and not to stock of persons’.
