1. Europe under US Monetary Hegemony: How the COVID-19 Pandemic Will Undermine a 100-Year-Old Relationship

This policy study is based on the newly released book, Europe’s Century of Crises under Dollar Hegemony: A Dialogue on the Global Tyranny of Unsound Money, by Brendan Brown and Philippe Simonnot, published by Palgrave Macmillan. One hundred years ago, the United States emerged from the First World War and its immediate aftermath, including the Spanish flu pandemic, as the global monetary hegemon, exercising immense power over the Old Continent. This new power quickly became the source of huge instability in Europe, culminating in the collapse of the Weimar Republic. After World War II, the Bretton Woods system set new contours for US monetary hegemony, ultimately resulting in the great economic crisis of 1973–75. This woeful history continues to the present day: Dollar hegemony has not been a force for good. It could have been different. The United States and Europe would both have gained from a US hegemony based on sound money principle. Instead, the guiding characteristic of US monetary power has been inflation, especially around election time. According to the doctrine made notorious by Treasury Secretary John Connally, who served under President Nixon, “the dollar is our currency but your problem.” The US monetary regime’s further lurch toward fundamental unsoundness during the COVID-19 pandemic is not getting the new century of US monetary hegemony off to a new start. The “known unknown” is whether forces will emerge in Europe that will again challenge US inflationary dominance, as occurred under Germany’s leadership in the 1970s. Could high inflation in the post-pandemic US economy cause US monetary hegemony over Europe to crumble?

2. China's Rise as a Global Security Actor: Implications for NATO

Abstract:
In December 2019, for the first time, NATO leaders recognised China as a new strategic point of focus for the Alliance. This reflects growing concern among NATO members surrounding China’s geopolitical rise and its growing power-projection capabilities, as well as the impact that these may have on the global balance of power. Today, China is not only taking a central role in Indo-Pacific security affairs but is also becoming an increasingly visible security actor in Europe’s periphery. As such, the question of how to deal with an increasingly global China has been an important part of Secretary-General Jens Stoltenberg’s NATO 2030 reflection process. China poses a wide range of challenges to NATO. Beijing sees the Alliance as a United States-centric outfit that may be used by Washington to contain China, and has therefore tried to influence individual NATO members’ decisions in order to weaken the Alliance’s unity. Close ties between China and Russia, especially in the security and military spheres, have also been a source of concern for NATO allies. Besides the Chinese and Russian navies’ joint exercises in the Baltic and Mediterranean seas, there is also the potential for the two sides to further coordinate – or at least align their behaviour – on issues of relevance to the Alliance, including hybrid warfare and cyber espionage, arms-control issues, and their approach to Arctic governance, among others. China’s defence spending and military-modernisation process, along with the growing strength of its defence industry, have led to the proliferation of more advanced military platforms around the world. Beijing is also expanding its stockpile of missiles, some of which have the range to reach NATO countries. China’s military-power-projection capabilities have likewise edged towards Europe as the People’s Liberation Army (PLA) has expanded its international presence over the last few years. While NATO allies may have agreed that China presents a number of challenges to the Alliance’s security, they have yet to achieve consensus on how to address them. Some of these issues lie beyond NATO’s traditional areas of competence and will require expertise best provided by partners of the Alliance rather than the Alliance itself. NATO allies will need to prioritise how, when, where and with which partners to use their combined resources to deal with them. At the same time, the Alliance acknowledges that China is not its adversary. NATO thus must find areas of common interest where it can continue to cooperate with China, albeit with a more clear-eyed approach than it has done in the past. Addressing the opportunities and problems posed by China as a cohesive alliance will be more important than ever.

3. Turkey’s Republican People’s Party and the EU: Preconditions for EU-Turkey relations in the secular-nationalist vision

Abstract:
After 17 years of the Islamic-conservative AKP’s electoral hegemony, the secular-nationalist Republican People’s Party (CHP) achieved significant success in the recent municipal elections on March 2019, and is now increasingly challenging President Recep Tayyip Erdoğan. The secular-nationalist political discourse has traditionally advanced the idea of making Turkey a modern nation-state closely attached to the West, yet the West is also seen as a potential threat. The CHP identifies itself as a social-democratic party, and is now trying to build a wide pro-democratic platform based on a social market economy and fundamental rights. The party’s strong secularist and Turkish nationalist core has made it difficult for the CHP to gain support among the Kurds and religious conservatives, and this remains challenging. Strong nationalism and suspicion about the West are deeply ingrained in Turkey’s political culture. On the other hand, in order to be inherently coherent, the secular-nationalist vision requires an ideological attachment to the Western world. Stemming from these premises, under the CHP’s government, Turkey’s foreign policy would likely prioritize good relations with the West, and re-invigorate the country’s EU prospect.

Abstract:
The Doha Ministerial Declaration on the Trade-Related Aspects of Intellectual Property Rights (TRIPS) Agreement and Public Health adopted in November 2001 clarified the right to use the TRIPS flexibilities to promote public health. Examining the hegemonic struggle of opposing social forces from a neo-Gramscian perspective, the paper attributes this outcome to the strategy of trasformismo used by market-oriented social forces to legitimize the policies of the World Trade Organization (WTO) and prevent resistance against the market-driven TRIPS Agreement. It argues that although non-governmental organizations (NGOs) such as Medecins Sans Frontieres, Third World Network, and Oxfam worked as a counter-hegemonic force to ensure the access of least developed countries to generic versions of patented drugs, flexibilities confirmed by the Doha Declaration can be seen more as a strategy of trasformismo to absorb counter-hegemonic ideas than the counter-hegemonic groups’ successful incorporation of the right to ensure public health into the TRIPS Agreement.

5. The Sino-Russian and US-Russian relationships: Current developments and future trends

Abstract:
The great-power system has been in constant change since the end of the Cold War. The US became the hegemonic power, and under its shelter, the European Union was able to transform into a European-wide political body. Soon, a group of leading regional powers started to question the universalist aspirations of the Western-led international order. Two members of this club in particular were not satisfied with the role of a regional hegemon and had more global ambitions. China has already become the largest trading nation globally, and Chinese foreign policy has assumed an assertive tone. China has both the potential to challenge US hegemony, as well as the political will to use it. Russia’s project to achieve a global great-power status, on the other hand, is inspired by its historical identity and its alleged humiliation by the West after the collapse of the Soviet Union. Russia longs for recognition of its great-power status in particular from the US. This report focuses on relations between China and Russia on the one hand and the US and Russia on the other. It analyses the current developments and future trends in these relationships, as well as their implications for the EU.

The current stage of russia’s pivot to the east is the product of the second half of the 2000s largely as a belated economic response to the rise of asia, which opened new opportunities for the country’s devel- opment, especially for it eastern part. That rise made it possible to turn the ural region and the russian Far east from a mainly imperial burden – or a logistics base in confrontation with the West, sometimes a front line in rivalry with Japan or china – into a potential territory of develop- ment for the entire country. The expediency of making the pivot was substantiated by the fore- casted imminent economic slowdown of its main traditional partner, europe, and the deterioration of relations with europe and the West as a whole. The need for the diversification of economic ties and outside sources of development was becoming increasingly obvious. These assessments were backed up by a number of pronounced trends in the recent decade. First, these are the disintegration and crisis of the global order that the West has been trying to impose on the world since what it saw as its final victory. second is the process of relative de- globalization and the regionalization of the global economy and politics. and the third is the accelerating trend – related to the previous one – toward the politicization of economic ties, which made interdependence and dependence on one market comparatively less beneficial, if not sim- ply dangerous. Finally, the “asia for asia” trend prevailed over the “asia for the world” trend. Development in asia, especially in china, began to be increasingly oriented toward domestic and regional markets. Meanwhile, the process of spiritual and ideological emancipation of the formerly great asian civilizations, which in the past two centuries had been in colonial or semi-colonial dependence on the West, began to gain momen- tum. asian countries gained access to many achievements of the West, took advantage of the liberal global economic order that it created, became stronger, and began to claim a more appropriate place for them- selves on the world’s ideological and strategic map. The inevitability of the u.s. moving away (at least temporarily) from the role of a global hegemon, which came with a hefty price tag, became evident. Barack Obama set a course for domestic revival. however, old elites and inertia did not allow him to abandon costly and ineffective interventionism. Donald Trump strengthened the “self-isolation” trend. The u.s. has turned into a dangerous amalgam of residual intervention- ism and semi-isolationism. It is becoming increasingly evident that the u.s. seeks to create its own center, casting off some of its disadvanta- geous global commitments. a trend has evolved toward the formation of a hypothetically bipolar world through a multi-polar world with its inevitable chaos. One of its poles is based around the u.s. and the other is in eurasia. china seems to be its economic center, but the eurasian center will only materialize if Beijing does not claim the role of hegemon. however, whatever the case may be, it has turned out that once it has finally made a pivot to the east, russia has discovered many unexpected opportunities for itself.

7. Resisting Hegemony: Transformations of National Identity Under Foreign Occupation

Abstract:
How does the content of national identity change under foreign occupation? Using historical sources and analysis of Estonian nationalist discourse in the late Soviet period, this article demonstrates how and why Estonians built identity boundaries to delegitimize Soviet occupation. Adapting the content of their national identity in order to emphasize that "we" are the opposite of "them," Estonians adopted attributes of their own identity formed in dialectic opposition to perceived Russian attributes. However, not all "others" are equal: under occupation, identity development is oriented in opposition to the negative "other" rather than positive "others" toward which the occupied might aspire.

Abstract:
ISAF's withdrawal from Afghanistan in 2014 will directly impact the wider region. Not only is there a risk of instability spilling over to Central Asia, but the drawdown will also accelerate the ongoing shift in the balance of power in Central Asia towards China. Should a spillover occur, the burden will mainly fall on Russia and China. Russia will, however, only continue playing the dominant role in the security of the former Soviet Central Asia (FSCA) until China takes on responsibility for the security of its direct sphere of influence or "dingwei". Russia's Near Abroad, however, overlaps both with the EU's Eastern Neighbourhood in Europe and China's dingwei in Central Asia and the Far East. It is, therefore, necessary to approach Russian reactions to these encroachments on its historical spheres of influence in a single context, taking into account the interrelationship between these three.

10. Can NATO Find a Role for Itself vis-À -vis China?

NATO is at a crossroads. This is not the first time that Brussels has been faced with critical decisions about the direction, character and raison d'être of this unique and remarkable organization. But this time the stakes are even higher. The major centers of global power are all weak simultaneously for individual and inter-connected reasons. The greatest power on earth and NATO's banker, the United States, is confronting almost insurmountable levels of debt and talk about the end of the American empire has become commonplace. The European community is reeling from the cumulative effect of debt crises. And China, the 21st century's "workshop of the world" (and in the eyes of some a potential savor of ailing economies in Europe) has begun to see its economy slow disturbingly. At the same time, two other phenomena are unfolding; the rapid and profound shift in the global centre of economic gravity from the Euro-Atlantic to the Indo-Pacific region and the winding down of NATO's involvement in Afghanistan. The latter, of course, raises the inevitable question: "What next?" The former raises a related question: "Does NATO's future lie in Asia?"
