Since Paavo Lipponen left the Prime Minister's Office in 2003, Finland's relationship with Germany seems to have grown more distant. While Lipponen had a markedly pro-German attitude, the present government has adopted a more sober and pragmatic approach. But does this change in rhetoric indicate a different approach? A decade ago, it seemed self-evident that for Finland, Germany was considered “as an important – if not the most important – partner in Europe.”1But what importance does Germany hold for Finland today?

Abstract:
Fifteen years after its launch, the impact of the Barcelona Process on the Palestinian Territories is in need of a reassessment. Despite some initial improvements in the political and economic structures, the Euro-Mediterranean Partnership alone has failed to anchor a peace deal between Israel and the Palestinians. In response, the European Neighbourhood Policy was launched to bring out a number of new foreign policy instruments, which induced substantial reforms. Yet the win by Hamas in the 2006 elections brought a halt to the EU's aid and diplomacy. This boycott proved detrimental, as it widened the rift between the main parties to the point of no reconciliation. Whether the Union for the Mediterranean proves any better than its predecessor policies in the region remains to be seen. This publication aims at providing a broad picture of the EU's policies towards the Palestinian Territories, in order to draw lessons from them and offer proposals for the way ahead.

Abstract:
The prevalent perception of the European Union (EU) in India is predominantly constructed by the British and American media. At the time of a global economic downturn, its ripple effects on the continent especially on the 'PIIGS' (Portugal, Ireland, Italy, Greece and Spain) and an imminent crack in the Eurozone have been the debate of the day. In a recent article in The National Interest, James Joyner, has however examined this genre of 'Europe's obituary'. Making a comparison with EU's transatlantic sibling, he identifies three errors in this type of analyses, 'treating the EU as if it were a nation-state, regarding anything less than utopia as a failure, and projecting short-term trends long into the future'. However Joyner is also right when he describes the EU as 'a confusing array of overlapping treaty commitments'.

Abstract:
Despite its alleged inconsistency, the foreign policy of the European Union was successful with the enlargements of 2004 and 2007. The enlargements resulted in an increased number of EU members with important votes in qualified majority voting (QMV) and crucial influence over the unanimous decision-making. Meanwhile, the Lisbon Treaty is meant to foster greater cooperation among the member-states and make the EU speak with one voice in terms of foreign policy. This article analyses the political and institutional dynamics in the EU foreign policy decision-making process after the enlargements and in the wake of the Lisbon Treaty. Focusing on the Common Foreign and Security Policy (CFSP), the article tracks the dynamics in the CFSP evolution and identifies the potential impact the Lisbon Treaty may have on the consistency and coherence of EU foreign policy. The findings show that contrary to predictions the enlargements did not have negative effects on the institutional or political dynamics of the CFSP. However, the Lisbon Treaty, by introducing new institutions and responsibilities as part of creating more efficient institutional framework, has instead created confusion and institutional competition.

347. Do Regional Organizations Travel? European Integration, Diffusion and the Case of ASEAN

Why do regional organizations share a number of key institutions and policies? Why do regional organizations like the Economic Community of West African States (ECOWAS) or the Carribean Community (CARICOM) look like the European Union? And why do we find the norms of the Helsinki Final Act in treaties of the Association of Southeast Asian Nations (ASEAN)? The simple answer is that policy solutions developed in the context of regional integration diffuse. The paper contends that regional integration efforts in Europe have had a decisive but often unacknowledged influence on regional cooperation outside of Europe. The influence of European integration on regional organizations beyond Europe will be illustrated with a case that is unsuspicious of having emulated the European integration experience: The Association of Southeast Asian Nations (ASEAN). Since 1957, Southeast Asian states have selectively taken over policies and institutions from the European context. The most recent adoption, it will be argued, is the ASEAN Charter, in effect since November 2008. In accounting for this adoption, the paper argues that ASEAN members' decision is only partially driven by genuine regional or functional demands. Members borrowed from “abroad” expecting the Charter to provide a policy solution to the cooperation problems members faced. Thus, the paper makes an original general contribution to the existing literature on regional integration: It argues that a full account of regional integration processes needs to take diffusion processes into consideration.

In reality, Ankara's relationship with the United States and the EU is much more complicated. The purpose of this brief is to help clarify the concept of normative power in world politics as developed in European Union (EU) studies over the last ten years. The brief uses a five-point conceptualisation of normative power as being ideational; involving principles, actions, and impact; as well as having broader consequences in world politics. For each point both a general observation about world politics and a specific comment about the EU is made.
