281. The P5 +1, Iran and the Perils of Nuclear Brinkmanship

Abstract:
The nuclear negotiations between Iran and the West have had their share of dashed expectations, but even by this peculiar standard, the recent diplomatic roller coaster stands out. Brimming with hope in Istanbul, negotiators crashed to earth in Baghdad, a few weeks later. That was not unexpected, given inflated hopes, mismatched expectations and – most hurtful – conviction on both sides that they had the upper hand. But if negotiations collapse now, it is hard to know what comes next. Washington and Brussels seem to count on sanctions taking their toll and forcing Iran to compromise. Tehran appears to bank on a re-elected President Obama displaying more flexibility and an economically incapacitated Europe balking at sanctions that could boomerang. Neither is likely; instead, with prospects for a deal fading, Israeli pressure for a military option may intensify. Rather than more brinkmanship, Iran and the P5+1 (UN Security Council permanent members and Germany) should agree on intensive, continuous, technicallevel negotiations to achieve a limited agreement on Iran's 20 per cent enrichment.

Abstract:
The rising generation of Russian foreign policy experts and commentators, especially outside Moscow, is increasingly sceptical about the key premises of Russian diplomacy and see more failures than achievements in Russia's relations with its closest partners, including the EU and neighbouring states. This is the conclusion that stems from a series of interviews and focus groups carried out with young Russian professionals about Russia's current foreign policies. The study reveals a strong cognitive dissonance between the official diplomatic discourse of the Kremlin and the perceptions of young experts who work in a variety of fields dealing with international cooperation either at a lower level of the state hierarchy or in different professional domains. This paper summarises the key findings of this project and discusses their practical implications.

To an outside observer, Europe acts as a bloc with all 27 member states discussing issues and unanimously making decisions on foreign policy. But behind the scenes lies a tacit agreement that the largest member states with the most resources take the lead. Three of those states are in a category of their own: France, Germany, and the United Kingdom.

The Iran-Europe relations have always been marked with ups and downs. At some points, Iran viewed Europe as an actor replacing the US and tried to tab Europe's political and economical capacities. However, in the end, a number of developments impeded the way and held up rapprochement between the two sides. This paper tries to shed light on the developments in the relationship between Iran and Europe. Moreover, it identifies and analyses obstacles and factors, which impair the relationship. Finally, it proposes ways and means for improving it.

Abstract:
The improved relations between Russia and the European Union (EU) in the 1990s were followed by a rise in tension since 1999. This article argues that constructivism can provide important insights into the basis of continuing difficulties. Drawing on the nature of the two actors, the author argues that the foreign policy identities of both actors are in a formative process, and thus the construction of inter-subjective meanings has the potential to be a particularly transformative element in the relationship. Both the Russian Federation and the EU are relatively new as regional and global actors, and both are in the process of forming their foreign policy identities, although in quite different contexts. Neither the EU nor Russia has developed a strategic conception for the relationship, and political discourse often obstructs communication rather than furthering the generation of inter-subjective meanings. The article argues that a constructivist analysis can help to expose the deep interconnections between normative disagreements, conflicting constructions of interests and differing concepts of governance.

The most threatening form of US and Iranian competition takes place in the military and security arena. The areas where this competition now gets primary attention are the nuclear and missile arena, and Iranian threats to “close the Gulf.” US and Iranian tensions over Iran's nuclear program have grown steadily over the years. They now threaten to reach the crisis point as Iran produces highly enriched uranium and develops all of the technology necessary to produce nuclear weapons, and as US, European, and UN sanctions become steadily stronger.

The Arctic ice is melting. If current trends continue, there will be dramatic changes in the region, with far-reaching implications. At the same time, the receding ice opens the region to economic development, including through the exploitation of previously inaccessible hydrocarbons and minerals. In September 2011, both the Northern Sea Route (along Russia's north coast, formerly known as the Northeast Passage) and the Northwest Passage (along the northern coasts of Alaska and Canada) were open for some time, potentially creating shorter shipping routes between Asia, Europe and North America. Increased human activity in the sparsely populated and in hospitable Arctic requires new initiatives to achieve safety and security for the region's environment and its inhabitants and visitors.

Abstract:
Why does Lithuania support Turkey's accession to the European Union? The article analyzes some of the key domestic factors and the strategic thinking behind Lithuania'a continuous support. Domestically, the political culture of the foreign policy elite and the permissiveness of public opinion allow treating Turkey's accession as a foreign policy issue, subject to cost-benefit calculations. Short-term calculations involve mutually advantageous deals between Turkey and Lithuania. Long-term assessments focus on how Turkey's membership would affect global, regional, and intra- European dynamics of power relations. The article suggests that, in the context of lasting foreign policy objectives and concerns, Turkey is attractive to Lithuania primarily due to its geopolitical roles: its traditional transatlantic alignment, its function as a transit hub for energy supplies to Europe, and its potential to become a great power, engaging in regional competition with Russia.

François Hollande's election as president of the French republic seems to mark a political rupture, interrupting 17 years of right wing presidencies (under Jacques Chirac and Nicolas Sarkozy) and a decade of conservative government. Hollande claims that he will be a “normal” president, in contrast with Sarkozy's flamboyant style. This paper assesses whether Hollande's presidency truly represents a turning point in France's trajectory by gauging its impact on French foreign policy. The argument elaborated below is that French foreign policy is and will continue to be driven by strong continuities, although differences in style are likely to impinge upon France's role in the world and in the EU.

The 2011 wave of uprisings throughout the Middle East and North Africa has prompted policymakers to rethink their approach and bring outdated policies up to speed with a rapidly changing region. To respond to short-term, immediate needs, the United States and EU have made pledges of financial assistance and political support for the Arab countries in transition to stem economic collapse, capitalize on democratic openings and opportunities for growth, and provide incentives to guard against backsliding on reforms.
