261. Imperial Legacies and Neo-Ottomanism: Eastern Europe and Turkey

Abstract:
This article examines whether the presence of imperial legacies in Central and South-eastern Europe affects their foreign policy stances and public opinion towards Turkish accession to the EU. It first discusses the boundaries of the ideational factors affecting the perception of Turkey, namely the historical legacy of the Ottoman Empire as a European power in Eastern Europe. Secondly, it looks at the ideational factors in how Turkish foreign policy, more specifically Turkey's EU membership, is perceived by Eastern and South-eastern European political elite and public. The author finds that in places where the Ottoman Empire is perceived in more historically distant terms, the more positive or neutral views are of Turkish membership. It concludes with a juxtaposition of Eastern European stances with Turkey's new foreign policy strategies. It recommends that Turkish foreign policy should not neglect advocacy in the western part of the old Ottoman sphere of influence where new EU members lie. These may indeed by transformed into new allies to support Turkey's bid against the opponents among older EU members.

Abstract:
Socrates' pupil Chaerephon once asked an oracle “who is the wisest of all men?” The oracle responded that Socrates is the wisest of all because of his self-awareness. According to philosophers from Socrates to Montaigne, Spinoza, Kant, true wisdom and full knowledge may be a utopian fantasy. In a world of uncertainty where mistakes are unavoidable facts of daily life for citizens and politicians alike, how politicians will be able to avoid foreign policy mistakes is the main concern of this book. There are some other questions of crucial importance which the book deals with: What are foreign policy mistakes and how and why do they occur? The answers to those questions are available in this book and it concentrates on the concept of power. Regarding the concept of power, the main question is “kto-kovo?” (Lenin's famous question, “who controls whom?”) The answers to the question “what are foreign policy mistakes?” and conceptualizing foreign policy mistakes are quite blurry and complicated. There may be lots of different kinds of mistakes, such as violating moral rules, lack of cognitive judgment, and policies costing too much and having unanticipated and undesirable results. The mistakes can be classified as omission (too little/too late) and commission (too much/too soon). For example, mistakes of omission are evident in the British policies towards Germany which failed to deter Germany's occupation of Sudetenland in 1938 and to reassure the Russians that they would negotiate an alliance against Germany. This failure of the British decision makers led to a non-aggression pact between Stalin and Hitler in 1939. The Katyn Forest massacre exemplifies best how Soviet Russia misperceived the gains in cooperating with Germany in the removal of Poland from the map of Europe because according to the authors, the Soviet decision to execute Polish POWs and bury them in the Katyn Forest is a foreign policy decision that falls into three domain; morality, intelligence and policy. It was a violation of international law, based on a diagnostic judgement blinded by ignorance of the future and by communist ideology, which led to a prescription for a policy action that alienated future allies.This, at the same time illustrates the mistake of commission (too much/too soon) and moral failure. Foreign policy choices are not only concerned with rational choices, but, as Axelrod and Jarwis clearly defined it, they also stem from some sources of mistakes such as subjective cognitive maps, heuristics, attribution errors, desires to maintain cognitive consistency and avoid cognitive dissonance, selective attention, and other emotional or cold cognitive biases. Khong explains why human beings are “creatures with limited cognitive capacities” by emphasizing that leaders, like every human, tend to turn to historical analogies for guidance when confronted with novel foreign policy challenges. However the issue is that the result is often a foreign policy mistake since this only helps the leaders “access analogies on the basis of surface similarities”.

Abstract:
This working paper investigates the conditions which prompt a variety of non-EU states grouped within an international organization to adopt European rules or standards rather than any alternative rule or standard available for selection. The paper reviews the main conceptual frameworks from research on the bilateral transfer of European rules and highlights similarities between these and alternative explanatory models of rule transfer, diffusion or convergence found in the broader IR literature. After identifying the main differences between bilateral and multilateral rule transfer processes, the paper proposes theoretical amendments to capture the original forms and new channels via which the EU can either impose constraint or seek consent at the multilateral level. On this basis, two hypotheses are formulated whose plausibility is subsequently probed by means of four comparative case studies dedicated to the worldwide transfer or non-transfer of European rules via international organizations.

264. Oil sanctions on Iran: Cracking under pressure?

In 2012 Western sanctions on the Islamic Republic of Iran's oil and gas industry, aimed at putting economic pressure on it to change its nuclear policy, have reached an unprecedented level. Since the Iranian revolution in 1979, Iran has been in a state of hostility with the US, and has had cool relations, at best, with most European states. Sanctions against official Iranian financial institutions, individuals associated with the Islamic Republic and organisations suspected of being involved in nuclear proliferation activities have been mounting for some time. However, it is only recently that Iran's oil and gas sector has been specifically targeted by both the US and the EU in such a co-ordinated manner. Importantly, this marks the first time since the foundation of the Islamic Republic of Iran that the EU member states have collectively put in place sanctions on the export of Iranian crude oil—until now an action that, with a few exceptions, had only been taken by the US. The stakes have therefore been raised in Iran's confrontation with Western powers over the nuclear issue.

265. Korea–European Union relations: beyond the FTA?

Abstract:
In 2009, Korea and the European Union (EU) signed a free trade agreement. Using a traditional list of state goals in foreign policy–national security, economic growth, prestige-seeking, and values-promotion–I examine the prospects for cooperation and integration in the future. I find that deeper engagement is unlikely. Most importantly, neither side is relevant to the basic security issues of the other. Specifically, the EU cannot assist Korea in its acute security dilemma, and 'sovereigntist' Korea does not share EU preferences for soft power, regionalization, and multilateral collective security. However, Korea is likely to pursue the relationship for cost-free prestige-taking. And the EU will under-stand this 'Asian bridge'as a success for the promotion of liberal-democratic values in a non-European context. Pro-regionalist elites, most notably the 'eureaucracy', may pursue 'inter-regional'ties for internal institutional reasons, but deep Korean attachment to the Westphalian state model will likely stymie such efforts.

NATO is often described as the most successful military alliance in history. In addition to longevity, those characterizing NATO this way are usually thinking of the Alliance's role in protecting freedom and guaranteeing peace in Europe against a hostile Soviet Union, right until the Iron Curtain fell. NATO's role in ending ethnic cleansing in the Balkans, and in helping to re-integrate Central and Eastern Europe into the mainstream of Europe, only added to this positive image of the Alliance.

268. Rising Tensions in the Eastern Mediterranean: Implications for Turkish Foreign Policy

Over the last few years, the Eastern Mediterranean has been increasingly fraught with growing competition between regional players, most notably Turkey, Cyprus, and Israel, signalling an apparent return of power politics in regional relations. Of all actors involved, Turkey stands out for being both an ever more influential power and a source of serious concern to other countries in the region due to its greater assertiveness and perceived hegemonic ambitions. Against the backdrop of recent regional developments and their international implications, including the dispute over drilling rights off Cyprus' coasts, Turkey's image as a constructive and dialogue-oriented country, a critical achievement pursued by a generation of Turkish politicians, diplomats and officials, risks being replaced by one of an antagonistic/assertive power. Facing the first serious challenge to its claim to embody a benign model as a secular Muslim democracy and a responsible international actor, Turkey should not indulge in emotional reactions. It should opt instead for a more moderate and balanced approach based on the assumption that only cooperation and constructive dialogue, even with rival countries, can help it realize its ambition of being the regional pivot.

269. The European Union and India: Partners in Democracy Promotion?

The Arab Spring has reinvigorated discussions about strengthening the EU's democratisation efforts. In this context, one may consider whether India could be an attractive partner for the EU in democracy promotion in Asia and elsewhere. It is not only the world's largest democracy but also a “strategic partner” of the EU, and it is willing to strengthen cooperation on regional and global levels. Shared values and adherence to democracy were seen as natural common ground for closer cooperation since the EU and India took on strategic cooperation in 2000. As early as the second EU–India Summit in 2001, both sides agreed to “step up efforts to promote democracy and to address human-rights issues at the international and bilateral levels”. In 2003, they reiterated their commitment to “work together to promote pluralistic democracy in the world by laying special emphasis on democratic policies and practice“. A special section on “Democracy and Human Rights” was included in a major document on a strategic partnership signed in 2005 in which both sides committed to “look together for possible synergies and initiatives to promote human rights and democracy”.Since then, however, democratisation has been silenced from the ongoing dialogue, and not many examples of the practical implementation of those aims can be found. In fact, democracy seems to have become more often a point of friction between the two than an area for cooperation.

270. How Verbal Threats to Close Oil Transit Chokepoints Lead to Military Conflict

On December 26, 2011, in response to US, European, and potential Asian sanctions on Iranian oil exports, the government in Tehran issued a threat to “cut off the Strait of Hormuz.” The US Defense Department responded that any blockade of the strait would be met with force. On first read, it is easy to dismiss such saber rattling as another chapter in the new Cold War in the Middle East between Iran and its allies – including Syria, Hamas, and Hezbollah – and the US, Israel, and the Sunni Gulf States, mostly notably Saudi Arabia. Iran has since backed away from its threat, but the event still carries importance because it is unclear how both the US and Iran will continue to respond, particularly as the diplomatic and economic pressures grow more acute while Iran's controversial nuclear program advances. Could such a verbal threat by Iran to cut off the Strait of Hormuzignite a military conflagration in the region? The relationship between military conflict and oil supply disruptions is well established; however, policymakers and analysts tend to focus on the incidents in which military conflict causes disruptions in oil supplies and sharp increases in prices. The first and most obvious example of this dynamic was the Arab-Israeli War of 1973. The subsequent oil embargo by the Arab members of the Organization for Petroleum Exporting Countries (OPEC) against the United States and the Netherlands for their support of Israel caused prices to soar as oil-consuming nations endured supply shortages. The Iranian Revolution from 1978 to 1979 was another event that curtailed Western nations' access to oil and caused prices to spike. When thinking about the relationship between military conflict and oil supply disruptions, however, policymakers and analysts should also recognize that the competition over oil – and even verbal threats to disrupt oil supplies by closing oil transit chokepoints – have either led directly to military conflict or have provided a useful cover under which countries have initiated military conflict. By examining past episodes when countries issued threats to close oil transit chokepoints, this Policy Brief helps illuminate the dangers associated with the current crisis over the Strait of Hormuz.
