231. EU Foreign Policy and Political Islam: Towards a New Entente in the Post-Arab Spring Era?

Abstract:
The rise of political Islam in the EU's southern neighbourhood represents a political as well as conceptual challenge to the EU as a foreign policy actor. In the past, the EU reacted to this challenge based on its essentialist perception of political Islam and its overarching interest in regional stability and security. However, the growing salience of 'contingencist' interpretations of political Islam and the resolution of the EU's democratisation-stabilisation dilemma in the wake of the Arab Spring have recently provided an opportunity for greater engagement and cooperation. This has enabled a switch in EU policies from a strategy of containment to a strategy of engagement. Despite this, problems remain as the EU continues to expect Islamist actors to adjust to its own discursive framework and as intra-European divisions revive as a result of the renewal of secular-religious divisions in the neighbourhood. This will complicate EU attempts to build a new partnership with Islamist democracies and will fuel old stereotypes and animosities.

This year's volume presents the official outline of Denmark's foreign policy in 2012 by Claus Grube, Permanent Secretary of State for Foreign Affairs. Besides that Ravinder Kaur contributes with the first academic inquiry into the causes of the Danish-Indian diplomatic deadlock in the extradition case concerning Niels Holck (the prime accused in the Purulia arms drop case). Mette Skak addresses the role of the emerging BRICS powers (Brazil, Russia, India, China, and South Africa) in Danish foreign policy and offers her policy recommendations. Hans Branner shifts to a diachronic perspective. In his article about Denmark 'between Venus and Mars' he stresses elements of continuity in Danish foreign policy history; activism is not solely a post-Cold War phenomenon. Derek Beach turns to the scene of the current European economic crisis, analysing and interpreting the Fiscal Compact agreed during the Danish EU Presidency.

Can the EU serve as a pole in a multipolar, interdependent international system? The EU will face three particular challenges operating in such a system: the challenge of re-establishing credibility after the euro crisis; the ever-present challenge of achieving unity among the member states; and the challenge of adapting foreign policy behaviour to match the new international environment. There is a risk that the EU could slide into irrelevance.

This weakens Europe's ability to think and act strategically and limits the European Union's (EU's) influence in its immediate neighborhood and beyond. There is much unfinished business that the next chancellor, be it Merkel or someone else, will have to manage.

Abstract:
With exciting economic opportunities and serious environmental challenges, the Arctic is transforming and re-emerging as a geopolitically important region. Major global players within and without the Arctic are paying greater attention to the region. While Russia is a traditional Arctic state with significant economic and security interests in the region, China, the US and the EU have also expressed their Arctic interests more explicitly. They are keen to tap into the economic potential and have a say in the way the region becomes accessed, exploited and governed. As a result, the Arctic is no longer a spatially or administratively confined region, but is instead taking its new form in the midst of contemporary global politics. The globalization and economization of the Arctic will most likely downplay environmentalism and reduce the relative influence of the indigenous people and small Arctic states in Arctic affairs. Arctic governance is also likely to turn more complex and complicated as the economic and political stakes are raised.

The Mediterranean is where the atmosphere of mutual distrust, fear and polarization prevail. Arab Israeli dispute and Turkish Greek differences over the Aegean and Cyprus impede efforts for developing mutual confidence and co operation. Recently, economic and financial crises and the “Arab Risings” have brought along more reasons for concern. Islamophobia and racism versus Islamic jihadism increase the risk of confrontation. Turkey together with Spain appeals for an “Alliance of Civilizations” and exploits its double identity, European and Muslim, through a proactive and multilateral poli cy for finding peaceful solutions to chronic regional solutions. Greece and Greek Cypriot governments should refrain from unilateral attempts to declare maritime borders.

238. Claims to Legitimacy Matter: Why Sanctions Fail to Instigate Democratization in Authoritarian Regimes

International sanctions have been one of the most commonly used tools of Western foreign policy in the post‐Cold War era to instigate democratization globally. However, despite long‐term external pressure through sanctions imposed by the European Union, the United States and/or the United Nations, nondemocratic rule in cases such as Belarus, Cuba, Eritrea, Iran, North Korea and Syria has proven to be extremely persistent. In this paper, we analyze a new global dataset on sanctions from 1990 to 2011 and assess which international and domestic factors account for the persistence of nondemocratic rule in targeted regimes. The results of a fuzzy set Qualitative Comparative Analysis (fsQCA) of 120 episodes of sanctions provide new insights for the research on both sanctions and authoritarian regimes. Most significantly, sanctions strengthen nondemocratic rule if the regime manages to incorporate their existence into its legitimation strategy. Such a “rally‐round‐the‐flag” effect occurs most often in cases where comprehensive sanctions targeting the entire population are imposed on regimes that enjoy strong claims to legitimacy and have only limited linkages to the sanction sender.

Abstract:
The EU is currently working at defining a comprehensive approach linking development and other instruments in external action. The Lisbon Treaty has contributed to a reorganisation of the institutions in Brussels, affecting crisis management structures and the organisation of external relations. Comprehensive approaches are not new in the EU system, in particular an integrated approach for conflict prevention and a concept for civil–military coordination were developed in the 2000s. However, a forthcoming communication on a comprehensive approach in external action constitutes an occasion to clarify and operationalise the approach in a new, post-Lisbon, institutional setting as well as consolidating the formal EU commitment to working comprehensively.
