Abstract:
This study has been prepared in conjunction with the Transfrontier Cooperation Do- nor Forum held in St. Petersburg on April 25, 2003 under the EastWest Instituteís Regional and Transfrontier Cooperation (RTFC) Program. EWI has over ten years of experience in transfrontier cooperation in various regions of Europe. Long before issues surrounding the upcoming EU enlargement were a top priority on the EU-Russia agenda, EWIís RTFC Program was researching and assessing the impact of enlargement on the Baltic Sea Region in general, and on the Kaliningrad Region (EWIís priority area in the North-West of Russia) in particular. Today, in view of the upcoming European Union enlargement, transfrontier cooperation (TFC) has assumed an increasing importance for the future of a larger Europe.

Abstract:
Russia is at a crossroads. Current levels of national economic growth cannot be sustained without significantly restructuring the country's economic system. If economic growth is not sustained, financing for important social reforms will face serious strains, and expectations that have been built up among the Russian population over the past five years will go unrealized. As a result, the political system and the population's long - term well being will be put at risk. To counter this danger, Russia needs to change its national consciousness away from social paternalism and towards competitiveness. This needs to be implemented in a way that Russian citizens, politicians and business people can understand and support. Russia can only meet its expectations of long - term growth and a higher overall standard of living by increasing levels of competitiveness across sectors and delivering tangible and positive results to its citizens.

383. The Euro-Med Partnership and Sub Regionalism: A Case of Region Building?

Abstract:
Stephen Calleya focuses on sub-regionalism as a tool of region building within the EMP. This paper's main concern is the question of whether, in view of the present EMP difficulties, subdividing the southern Mediterranean into various sub-regions (such as the Maghreb and the Mashreq) may be an efficient tool of region building. By taking account of regional relations among southern Mediterranean states and sub-regional initiatives, Calleya discusses several options and conditions under which sub-regionalism within the EMP could contribute to Euro- Mediterranean region building. Calleya argues that if the EU is serious about having a significant positive impact on regional integration in the Mediterranean in the short term, it is necessary to develop an adequate strategy for supporting more directly all regional sub-groupings in the southern Mediterranean.

384. Industrialization and Urbanization: Did the Steam Engine Contribute to the Growth of Cities in the United States?

Abstract:
Industrialization and urbanization are seen as twin processes of economic development. However, the exact nature of their causal relationship is still open to considerable debate. This paper uses firm-level data from the manuscripts of the decennial censuses between 1850 and 1880 to examine whether the adoption of the steam engine as the primary power source by manufacturers during industrialization contributed to urbanization. While the data indicate that steam-powered firms were more likely to locate in urban areas than water-powered firms, the adoption of the steam engine did not contribute substantially to urbanization.

Abstract:
This paper addresses the impact of innovative developments in Russian policy-making discourse during the Putin presidency on the transformation of conflict issues in EU-Russian relations. The increasing recourse of Russian policy-makers in the border regions to the so-called 'projectoriented approach', which has an affinity to the modality of policy-making espoused by the EU programmes in Russia, has important consequences for conflictual dispositions in EU-Russian trans-border relations.

386. Migrant Transfers as a Development Tool: The Case of Morocco

Abstract:
In 2003, the Global Development Finance Annual Report took formal notice of remittances as an important source of external development finance for the first time, listing Morocco as the 4th largest remittance recipient among developing countries. This paper examines the positive and negative results of remittances on Moroccan development, as well as of other migration-driven social changes. It offers a brief historical background to Moroccan migration and examines more closely Moroccan emigration to the EU from the early 1960s. Remittance practices are discussed, as is the issue of return migration. The paper concludes by discussing prospects for general development in the country and summarizing policy options in the field.

Abstract:
The current appreciation of remittances as a development tool is recent and several questions on how best to capture their development impact remain. This working paper addresses some of the fundamental questions pertaining to the role of remittances in the migrationdevelopment nexus. Apart from offering a conceptual tool for understanding of the importance of remittances for developing countries, the paper gives a global overview of various types of remittance flows, the dynamics of such flows and their possible developmental impact on developing countries, including those experiencing conflicts. The paper concludes by offering some ideas on how appropriate policy measures could contribute to making remittances into an effective development tool.

In the not too distant past Timothy Dunne asserted that '[International] society is what states have made of it'. Since then much has been written about how the English School offers a valuable interpretivist approach, how it has spread across the world, how it can be improved, and what it has to say about non-European societies and 'world society'. This paper aims to contribute to all three facets of the debate through a case study of how the Japanese elite understood international society during the bakumatsu (late-Tokugawa)/early-Meiji periods (1853-95). In doing so, it examines the emergence of Japanese imperialism from the perspective of international society as perceived by English School scholars.

Abstract:
A diverse group of development and trade liberalization advocates agree that reduction of agricultural protection and subsidization in the world's wealthy countries is necessary to strengthen both international growth opportunities and the global trade regime. According to the consensus reached among participants attending a conference cosponsored by the Carnegie Endowment for International Peace and the Cordell Hull Institute, WTO Doha Round negotiations on agriculture should compel policy changes in industrialized countries to limit trade-distorting domestic subsidies for agricultural products, lower tariffs, increase market access, and eliminate export subsidies. In response to temporary hardships caused by an overall reduction in agriculture support, governments should have the flexibility to adopt temporary or limited domestic, and perhaps international, compensatory policies. Significant differences in perspective and policy prescriptions were expressed by conference participants about the appropriate speed and scope of agricultural liberalization in developing countries, especially if progress is not made toward reduced support for agriculture in developed countries.

Abstract:
Angola is no longer at war except in its Cabinda province. This report summarizes the British-Angola Forum 2003 conference which focused on whether there was a peace dividend and what the post-conflict priorities for reconstruction and development should be. The opportunities and challenges are many, but many speakers emphasized how slow post-conflict democratic change is. Key issues examined in the British-Angola Forum's 2002 conference were as pertinent as ever. The confrontation between transparency and sovereignty continues to resonate especially.
