Abstract:
This article argues for closer integration to be a key part of the EU's migration policy. It accepts that migration is necessary for a prosperous Europe and looks at the role of the EU and how best to integrate immigrants. Countries' experiences and the need for better aligned policies among member states are examined. The European Commission's role in sharing experiences and best practices is considered, as well as the need for the many stakeholders involved to work together. Integration is a complex and delicate process, and ultimately the EU must be bolder in its promotion of integration if it is to benefit from migration.

Abstract:
In this article, I examine the prospects and challenges for co-operative security in the Balkans in the wake of recommendations for Kosovo's final status offered recently to the UN Security Council by former Finnish President Martti Ahtisaari. On the assumption that Ahtisaari's proposals represent a zero-sum gain for the Kosovar Albanians and corresponding loss for the Serbs, I recommend a reframing of his plan that may be more likely to lead to sustainable peace, security, and stability in the Balkans, with implications for similar conflicts elsewhere.

203. European Banks in the Developing World

Abstract:
This paper looks at the recent expansion of European banks in the developing countries. It argues that no specific European influence is apparent in emerging markets, other than a declining financial interest in former colonies. Actual developments in emerging markets are determined by domestic factors, financial liberalisation, and capital account liberalisation. The sole exception is provided by monetary unions of France and Portugal with former colonies. These highlight the drying up of local money markets as local banking becomes a branch activity of global banks. This is a paradoxical result, since financial liberalisation is usually supposed to result in financial development. It also suggests financial liberalisation may not be the best way of supporting the under-banked small and medium enterprise sector in developing countries.

Abstract:
This article problematises the idea of the Western concept of governance being applied to areas outside the OECD world. The aim of this article is to develop a research approach which is appropriate for these areas. To this end the article first of all casts light on Eurocentric premises of the concept of governance. It deals with the central dichotomy between state and private actors. The omnipresence of this differentiation is then explained with the help of Foucault's, Luhmann's and Derrida's (de-)constructivist theories. Assuming that Eurocentrism is inevitable, but that it has a varying degree of influence on the observer, the author then outlines an equivalence functionalist approach to governance research, which poses questions about the nature of a task performed, about the “way” in which it is performed and by “whom”. In this way, European dichotomies with regard to actors and modes of action in governance can be avoided.

To fulfill Turkey's mission as a ʺcivilizational connectorʺ between Europe and Asia, Turkey must be a full member of the East Asian Summit. The path towards this goal, among others, requires Turkey to be a Dialogue Partner of ASEAN. Once ASEAN sponsors Turkey's membership in East Asian Summit, Turkey would then be strategically positioned to be a key member with some of the world's most monumental economic and political powers in its midst. Indeed, if Turkey is a member of East Asian Summit, ideally by 2010, Turkey would be in a better position to realize its strategic, civilizational, and historical depth.

Abstract:
The Soviet Union's collapse brought to surface a complex ethno-political situation in the territory it formerly spanned. Changes in interstate boundaries separated various ethnic populations from their perceived homelands. This post-Soviet landscape has created policy dilemmas for the Russian government, as some 25 million Russians found themselves living outside the borders of the Russian Federation. How Russian leaders have dealt with issues pertaining to its 'compatriots' in the non-Russian Soviet successor states has become a subject of interest to Western observers. In particular, Western analysts have been observing the expression of 'ethnic diaspora' issues in Russian foreign policy.

Since then more than a billion of people, many of them very poor, have been affected by radical reforms in agriculture. The current debate on the desirability and modes of formation of European Private Law (“EPL”) is engaging a wide number of scholars and institutions. Current work concerns the search for a common core of EPL, the rationalisation of the acquis communautaire, the design of a European Civil Code. These ongoing projects raise at least two related questions concerning the challenges to Europeanisation of private law: First, what is the often implicit definition of priv ate law standing behind the debate about the creation of EPL? Second, does the process of creation of EPL need some type of governance structure?

210. A New Phase of European Integration:Organized Capitalisms in Post-Ricardian Europe

In the past, economic integration in Europe was largely compatible with the persistence of different national varieties of capitalism. While product market integration intensified competition, member states could build on and foster their respective comparative advantage. To date, this no longer unequivocally holds true. We contend that a new, 'Post-Ricardian' phase of European integration has emerged in which the Commission's and the ECJ's attempts to further economic integration systematically challenge the institutions of organized capitalism. This quest for liberalization has reached a point at which its output legitimacy is increasingly uncertain. As a result, the de-politicization of EU decisions proves increasingly unsuccessful. In addition, liberalization measures rely on a very generous interpretations of the 'four freedoms' that exceeds the amount of liberalization the member states agreed upon in the European treaties and, therefore, lacks input legitimacy. We show this by discussing recent struggles over the Services Directive, the Takeover Directive, and company law. In the current phase of European integration, the Commission's and the ECJ's liberalization attempts either transform the institutional foundations on which some of the member states' economic systems rely or they create political resistance to an extent that calls into question the European project. The case studies reveal evidence for both of these possibilities.
