Abstract:
Humankind recently crossed a historic threshold: over half of all human beings now live in cities. In contrast to most of human history, cities have become the default condition for human habitation almost everywhere on earth. Urbanization is proceeding rapidly and at unprecedented scales in Asia, Africa and the Middle East. These regions are poised to join Latin America, Europe, North America, and Australia as having more people living in cities than in rural areas. Between 2010 and 2050, the world's urban population is expected to grow by 3 billion people—a figure roughly equal to the world's total population in 1950—with the great majority living in developing-world cities.3 Our species, in other words, is already an urban one and will become even more so throughout this century.

Given the universality of human nature – differences between a European and an Arab are ultimately of minor importance – the processes that began in Europe in the seventeenth century and spread throughout the world would have inevitably reached the Arab countries.

24. US Agricultural Exports to ASEAN Grow - But Face Competition

ASEAN countries have long been an important international market for US agricultural exports. The United States, in 2011, exported almost $9.6 billion of agricultural products to ASEAN, making it the sixth-largest export destination for US farmers, ranchers, and agribusinesses—behind Japan ($14 billion) and just behind the European Union ($9.6 billion), but well ahead of South Korea ($7 billion). Moreover, the value of agricultural trade between the United States and ASEAN almost doubled between 2007 and 2011, with the top four ASEAN markets in 2011 for the United States being Indonesia ($2.8 billion), the Philippines ($2.1 billion), Vietnam ($1.7 billion), and Thailand ($1.3 billion). With a population of 614 million and strong economic growth, it is expected that ASEAN will continue to be an important market for US agricultural products. However, the United States is likely to face increasing competition, particularly from China, Australia, and New Zealand, all of which have free trade agreements (FTAs) with ASEAN.

This book reflects on retirements. Real ones and potential ones. Normally, age is the indicator. End of career is often implied. NATO's retirement can be expected in 2014. According to myth and a bit of historical evidence, in 1889 Bismarck introduced 65 as the proper age for retirement for the very reason that on average most people didn't reach it. Peter Volten will. Nowadays, social welfare states – and also less social ones – have fear for old people. 'Ageing' has been securitized. It forms a threat to the stability of Europe, if not the entire world. The UN's Vienna International Plan of Action on Ageing dates back to 1982. But despite its continued attention and relevance, alarming reports keep appearing. “Why an ageing population is the greatest threat to society”, The Independent wrote in 2002 when the UN Second World Assembly on Ageing took place in Madrid: “Of all the threats to human society, including war, disease and natural disaster, one outranks all others. It is the ageing human population. No invading army, volcanic eruption or yet undreamt of plague can rival ageing in the breadth or depth of its impact on society” (Jeremy Laurance in The Independent, 10 April 2002). Still, up to now, ageing has not been listed in the strategic reports of NATO about the new, non-traditional threats. After the Cold War, NATO appeared quite creative in listing new risks and threats, and it still is. The New Strategic Concept adopted in November 2010 tries to provide an answer to “regional disputes or efforts of political intimidation ... along [NATO's] borders ... acts of terrorism, the proliferation of nuclear and other advanced weapons technologies, cyber attacks ... the sabotage of energy pipelines, the disruption of critical maritime supple routes”, and, yes, the Official Report of the Group of Experts on a New Strategic Concept for NATO also mentions “demographic changes that could aggravate such global problems as poverty, hunger, illegal immigration, and pandemic disease” – but ageing is not specified in this context (NATO, 2010).The growing sum of pensions, however, puts the working classes under pressure. It burdens the competitive edge of the European economies. Greying is an economic security issue, and Peter Volten is going to contribute to it.

Research on West African migration has tended to focus on specific 'crisis migration' issues, such as trafficking, international refugee flows or irregular migration to Europe. This reflects rather Eurocentric policy priorities, since these forms of West African migration are actually relatively small in comparison with intra-regional migration.

Abstract:
This paper analyzes patterns of linguistic adaptation, cultural assimilation, and hidden contestation in contemporary Catalonia. It makes use of public opinion data available for the general population there, compared and contrasted with the results of primary research from 355 interviews conducted by this author with a random sample of Catalan politicians and schoolteachers. In the process, it assesses the relative merits of the “competitive assimilation” thesis, the dominant framework for understanding the dynamics of language politics in Catalonia. It contends that this thesis is critically flawed, both as description and as explanation.

28. Mobility of Labor and Services across the Baltic Sea after EU Enlargement: Trends and Consequences

Abstract:
The enlargement of the EU/EEA area on 1 May 2004 to comprise 28 countries – including eight Central and Eastern European countries, in 2007 followed by Bulgaria and Romania – was a milestone. The subsequent opening of the markets for labor and services between countries with gaps in wages and living conditions comparable to those along the U.S./Mexican border has no modern precedent, prompting new patterns of competition, migration and adjustment in national labor market regimes. This paper reviews developments in labor migration after enlargement and the implications for the labor markets in the Baltic States and Poland, which have accounted for a predominant share of the intra-EU/EEA migration flows since 2004. Besides the UK and Ireland, where almost one million EU8 citizens had registered in 2007, the booming Nordic economies have become important destinations, having granted more than 250,000 permits and seen sizeable additional flows of service providers and self-employed from the Baltic states and Poland. In the sending countries, rising demand for labor has, alongside strong outmigration – especially among young and well-educated groups – engendered falling unemployment, soaring wage growth, and made shortages of skills and labor an obstacle to further economic recovery. Yet, while better paid temporary work abroad may weaken the incentives for employment, mobility and training in the home country, aging will lead to shrinking working-age populations in the coming years. Unless the Baltic states and Poland can entice a larger share of the population to work in their home countries – and/or can attract substantial labor migration from third countries – the declining work force may easily entail economic stagnation and reinforce the outflow of human resources. These countries are thereby facing a critical juncture in their economic and social development. In the recipient Nordic countries, the growing labor and service mobility, low cost production, and competition for labor in Europe, as well as emerging lines of division in the labor markets, have, on the other hand, raised new questions as to how the principles of free movement and the egalitarian Nordic models can be made reconcilable in the open European markets.

Abstract:
A rather marginal theme in Eastern European studies before the end of communism, ethnic politics and minority policies in Central and South-East Europe have given birth to a very rich body of literature in the 1990s. Some analyses have been influenced by the so-called "transitology" paradigm; others have borrowed from ethnic conflict studies. In both cases, though, ethnocultural diversity has mostly been treated in a normative way and portrayed as an obstacle to democratization. As for ethnic parties, they have alternatively been presented as conducive to better political participation and integration for the minorities (in a multiculturalist perspective) or as a threat to state stability and to democracy. Regardless of these cleavages, most research on ethnic identifications and on their mobilization in politics has been grounded upon substantial definitions of ethnic "groups" and has reified differences between "generalist" and "ethnic" parties. The present comparison between the trajectory of the Movement for Rights and Freedoms (MFR, which represents the interests of the Turks and other Muslims in Bulgaria) and that of the Democratic Alliance of Hungarians in Romania (DAHR, representing the Hungarian population) departs from these approaches in two ways. First, it emphasizes the centrality of the sociology of collective action to understanding the politicization of ethnicity, while insisting on the need to trace the particular historical processes through which ethnicity has been constructed and politicized in every single case. Second, attention is brought to the role the social imaginary plays in shaping the strategies of social and political actors. To put it otherwise, we argue that identities are not exogenous to politicization processes; they are redefined, renegotiated and reappropriated as social actors invest the political field. "Ethnic parties" are in urgent need of deexoticization: Like most parties, they cannot elude the traditional dilemmas of political representation, in particular the need to be perceived as both responsive and accountable.

30. Islam and Identity in Germany

Abstract:
The experience of Germany, with the largest Muslim population in Western Europe after France, shows that a significant Muslim population at the heart of Europe need not produce either violent Islamist groups or destabilising social unrest. Politicians now acknowledge it is a country of immigration, with a large and permanent Turkish and Muslim component. Citizenship is at last on offer, if still under difficult conditions. Neither political nor jihadi currents of Islamism have had much appeal for those of Turkish origin, three quarters of the Muslim population, and the handful of terrorist suspects that have been found have been either German converts or dual nationals of Arab origin. But there are issues that must still be addressed more effectively if the genuine integration that will ensure social peace and stability is to be created. While the political system has been preoccupied with finding, or creating, a single Islamic interlocutor for itself, more important are practical issues, especially education and jobs, which matter to the many still disadvantaged among the more than two million of Turkish origin and the hundreds of thousands of others of Muslim background.
