Abstract:
Since the dissolution of Czecho-Slovakia in 1993, Slovakia, with its population of about 5.4 million, has emerged as one of the two new successor states. Yet, since gaining its independence Slovakia's political developments have followed a somewhat divergent path from the course of its new western neighbor - the Czech Republic. More broadly, Slovakia also diverged in its transition to democracy from Poland and Hungary, the other two Central European neighbors and two essential elements of the Visegrad group. As a result, Slovakia has been coined as "a region specific country". Its case of regime change from the communist to the post-communist rule has been described as "a borderline case between that of more advanced Central European and lagging South-East European countries". Abstract:
The "new pension orthodoxy," a new way of thinking about pension reform in Russia, according to Orenstein, is a reflection of global changes. Systems that were set up in the early 1900s are now being partially replaced by fully funded, privately managed, individual savings accounts. The policy of private accounts was first developed in Chile in the early 1970s, at first generating considerable pessimism, but in the decade that followed, inducing a number of other Latin American countries and some Western European nations to begin full or partial privatization of their pension systems.

Abstract:
Since the end of the Cold War, Eastern Europe and Eurasia have been host to a virtual army of Western non-governmental organizations (NGOs)-from the United States, Britain, Germany, and elsewhere in Europe-all working on various aspects of institutional development, such as helping to establish competitive political parties and elections, independent media, and civic advocacy groups, as well as trying to reduce ethnic conflict. Little is known-although much good and bad is believed-about the impact of this assistance, carried out on a transnational level in cooperation with local political and social activists. This study, based at Columbia University, was designed to address this gap.

Abstract:
One goal of Russia's economic reforms during the last ten years has been to establish a new class of businessmen and owners of private property—people who could form the foundation for a new model post-Soviet citizen. However, the experience of this post-communist economic “revolution” has turned out to be very different from the original expectations. For as people became disillusioned with communism due to its broken promises, the words “democracy” and “reform” quickly became equally as unbearable to large sectors of the Russian public after 1991. Such disillusion was achieved in less than ten years—a record revolutionary burnout that would be the envy of any anti-Bolshevik.

Abstract:
Integration into the European Union has for many years been one of the top priorities of the Central and Eastern European countries (CEECs), playing a central role in both their foreign and domestic policies. Preparing for membership in the EU is in many ways connected to the development of democracy in these countries. The Union has declared support to democracy in the applicant countries to be one of the main priorities of eastern enlargement. In addition to concrete support, however, I argue that the relevance of the EU for democracy in the CEECs is even more due to indirect influence – integration is a dominant issue in the domestic politics of these countries and therefore an important part of continuous (re)production of democracy. This paper studies what kind of democracy has been constructed in one of the eastern applicant countries, Estonia, in the course of integration into the EU It analyses firstly the different conceptions of democracy that have been presented and put into practice as part of that process. Secondly, it places integration into the EU in the context of democratic politics of Estonia, asking whether preparations for EU membership have left room for more than a formal democracy to function.

This comparative study attempts to analyze differences in populations' behavior during processes of transition from nondemocratic regimes to regimes democratic in intention. The central hypothesis is that the State—as reflected not only in its elites' preferences and strategies but also in its capacities—has to be considered if we are to understand mass behavior, whether transgressive or moderate, and even mass demobilization. The comparison includes two Southern European countries, Portugal and Spain during the mid-seventies, as points of reference and, as the main empirical cases, two Eastern European countries, Hungary and Romania, in which democratization began in 1989.

November 1830 brought London to one of its greatest nineteenth-century peaks of visible, vigorous, and often violent popular contention. When King William IV rode in state through Westminster from St. James to the opening of Parliament on 2 November, people who gathered along the streets cheered the king but jeered prime minister Wellington. Onlookers roared “Down with the New Police! No martial law!” (MC [ Morning Chronicle] 3 November 1830). Near Parliament, two people waved tricolor flags, ten or a dozen men wore tricolor cockades, and members of the crowd cried out “No police” or “Vote by ballot” (LT [ Timesof London], 3 November 1830).

270. Charismatic Leadership and Democratization: A Weberian Perspective

Abstract:
Given the history of charismatic dictatorship in this century, charismatic leaders have been seen as threats to democracy. At the same time, periods of accelerated political change, such as the period of post-Communist democratization in Eastern and Central Europe, also give rise to charismatic leaders. This paper establishes the conditions under which charismatic leaders are compatible with democracy. Using a framework drawn from Max Weber's sociological writings the paper argues that charismatic leadership is only compatible with democracy when charisma is routinized in a rational-legal direction. In that routinization, however, rational-legal procedures (the rule-boundedness of power) must predominate over charismatic elements (the arbitrary and personal exercise of power). When this balance is reversed the result will be dictatorship. This discussion highlights the fact that both modern dictatorship and democracy legitimate themselves by a combination of charismatic and rational elements. It then considers whether Weber's theory can help us to understand the impact of the charismatic leadership on post-communist democratization by considering the experience of Havel in the Czech Republic, Wa__sa in Poland, and Yeltsin in Russia. It concludes with a discussion of charisma and its role in both democracy and dictatorship in the contemporary era. It finds that the similarity in the way in which modern democracy and dictatorship are legitimated augers better for the viability of authoritarian regimes than the many recent accounts which predict a diminished prospect for dictatorship in the current era might suggest.
