181. CERI: Religion and Politics in Greece: The Greek Church's 'Conservative Modernization' in the 1990s

Abstract:
This article addresses the sensitive question of Church-State relations in Greece. Recent studies have suggested that the Greek Church's discourse was plainly incompatible with modern conceptions of liberal democracy. Populism and nationalism have been the two theoretical concepts used in relation with the Church. Discourse analysis based on public declarations of Church officials has been the main methodological tool. The Greek identity cards' crisis of the nineties has been its testing ground. Through an analysis of this "crisis" this article intends to show that these methods can offer only very limited perspectives of understanding the process for two main reasons. First, they show little interest for sociological analysis and especially for the internal functioning of the Church. Second, discourses are one outcome of the actors' strategies but have to be deciphered and not taken for granted. Analysts disregard one of the main presuppositions of semantics theory: discourses are produced within a specific socio-historical context and according to certain prefabricated schemes. This dual pattern of production allows for continuity as well as for change. Thus, this article also argues that a Church's conservative discourse may be closely related to the efforts of certain actors within this institution to renovate it. While refuting the "clash of civilizations" thesis, this article finally intends to suggest that the renewed interest for religion in general and orthodoxy in particular due to this thesis should be put to use by researchers in order to acquire new and more comprehensive socio-historical accounts of the Greek Church.

Abstract:
This paper first discusses the meaning of civil society and, in particular, its strengths and limitations. The second section considers what civil society can add to the representative democratic process. In the remaining sections, I discuss how civil society interacts with the law in a democratic state. There are two distinct aspects to this. Firstly, there are the legal and constitutional pre-conditions that allow civil society to flourish. These include issues about group autonomy, freedom of the press and of protest, including the place of civil disobedience. Secondly, there are the specific ways in which civil society can use the legal process to further its ends.

A significant body of literature and research has developed around the concept, and its key role in consolidating and sustaining democracy is now widely recognised by academics and policy-makers alike. Successive waves of democratisation in Latin America and Central and Eastern Europe have led experts to view civil society as a crucial agent for limiting authoritarian government, strengthening the empowerment of the people, and enforcing political accountability. It is considered a crucial factor in improving the quality and inclusiveness of governance.

184. A Political Agenda for Region-building? The EMP and Democracy Promotion in North Africa

Abstract:
Richard Gillespie concentrates on the promotion of democracy as one of the instruments of Euro- Mediterranean region building in the framework of the EMP. In particular, this paper assesses the record of the EU's democracy promotion in North Africa. Gillespie emphasizes the obstacles, and the causes for hesitation within the EU to an effective promotion of democracy. He further examines the set-backs in light of post-Barcelona international events, such as the breakdown of the Middle East peace process, 9/11, the Iraq war, and the eastern enlargement of the EU. Gillespie argues that, in spite of constraints, the EMP could still prove to be a valuable framework for the promotion of democracy in the long run. This is especially the case if the EU will act as democracy promoter in a more energetic manner than hitherto, and if local developments in North Africa actually help place democracy more firmly on the political agenda. Abstract:
Said Haddadi examines the interaction between security and democracy discourses and their mutually affecting relationship within the framework of the political and security basket of the Euro-Mediterranean Partnership. In this context, Haddadi places special emphasis on the role that institutions and practices within the EMP may play in contributing to the convergence of security and democracy views between the EU and North Africa. Against this background, this paper assesses the main arguments that underlie the political and security partnership within the EMP. The focus is on the process that led to the EU's 'securitization' of the Maghreb, that is, the EU's prioritization of security concerns relating to North Africa. Haddadi' s analysis of the interaction between security and democracy discourses in the EU and in North Africa points to a number of inconsistencies and dilemmas that are not sufficiently addressed by the institutions and practices of the EMP.

Islamism, terrorism, reform: the triangle formed by these three concepts and the complex and changeable realities to which they refer is at the centre of political debate in and about North Africa today. The role of Egyptian elements in the leadership of Osama bin Laden's al-Qaeda organisation is well-known, if not necessarily well understood. The involvement of Maghrebis in terrorist networks in Europe -- whether linked to al-Qaeda or not -- has recently been underlined by the suspected involvement of Moroccans in the 11 March 2004 attack in Madrid. Egypt itself has endured years of terrorist violence; few if any countries have suffered as much from terrorism as Algeria has over the last twelve years; and the bombings in Casablanca on 16 May 2003 suggest that Morocco is not immune.

188. Russian Conservatism in the Putin Presidency

The article seeks to map the emergent discursive field of conservatism in Russian politics in the context of the reshapement of the political space in the Putin presidency. In the course of Putin's first presidential term 'conservatism' became a privileged mode of political selfidentification in the Russian discourse, functioning as the nodal point of the hegemonic project of the Presidency. Yet, in accordance with the Foucauldian understanding of discourse as a system of dispersion, the article demonstrates the way the conservative discourse is internally fractured into two antagonistic strands, identified by their practitioners as liberal and left conservatisms. While the liberal-conservative orientation supports and sustains the depoliticising project of the Putin presidency, which orders and stabilises the effects of the anti-communist revolution, left conservatism functions in the modality of radical opposition to the Putinian hegemony, thereby contributing to the pluralisation of political space in contemporary Russia. In the present Russian political constellation 'conservatism' is therefore less a name for a stable hegemonic configuration than a designator of the field of political struggle over the very identity of postcommunist Russia. The article concludes with a critical discussion of the relation the two strands of Russian conservatism establish to the period of the 1990s as the 'moment of the political' in the Russian postcommunist transformation.

Security Sector Reform (SSR) is an essential part of transformation of the totalitarian states to democratic ones. Security was motive, tool and excuse for the Communist Parties to control totally the state, economy and society at all. As a result security sector - named Armed Forces was extremely large, powerful, secret (un-transparent), under communist party control and separated from society even using all the resources of the society, including young men for 2-3 years.

Abstract:
The debate about the legitimacy of the EU and the possibilities of its democratisation has so far only rarely addressed the question of the role of the media. An instrumental approach prevails towards the media acknowledging that the so-called gap between the EU and its citizens is grounded in a communication deficit and that the EU should therefore strive towards a higher legitimacy in terms of public accountability, openness and participation, in other words of democracy. The paper discusses these technical aspects of public-sphere building from above in relation to the systematic constraints on mediatisation that result from the inertia of the existing (national) media spheres. On the basis of this, an alternative understanding of mediatisation and its ambivalent effects on the legitimacy of the EU will be developed. The proposal is that European public sphere research should focus on the more active role of the media as an independent variable that affects institutional choices and processes. Empirical results from comparative content analyses are discussed, which illustrate to what extent media have become an enabling and/or constraining factor of European integration..
