51. Nonstate Policing: Expanding the Scope for Tackling Africa's Urban Violence

Abstract:
Violent crime in Africa's cities is endemic and in many places worsening. Africa as a whole has a homicide rate of 20 per 100,000 (in Europe it is 5.4, in North America 6.5, and in South America 25.9). The problem is particularly severe in some urban areas. Kinshasa's homicide rate is estimated to be as high as 112 homicides per 100,000. The Nigerian police have recorded consistently rising rates of murder and at - tempted murder over the last 20 years. Rates of armed robbery in Africa are also very high. In Nairobi, 37 percent of residents reported being victims. The rate is 27 percent in some Mozambican cities and 21 percent in the Democratic Republic of the Congo(DRC).

Abstract:
The expansion of the European Union has required a rethinking of how the external borders of the EU can best be protected against transnational crime, illegal immigration, trafficking in goods and people, non-legitimate asylum seekers and terrorist-related threats. The history, strategic logic, issues faced and current policies for securing the expanding external borders of the EU through the integrated border management (IBM) vision and strategy will be described and critically analysed. The paper is based on information in publicly available documents from EU institutions, scholarly writings on borders and the management of border controls, my own prior writings on border controls and police reforms, and a few interviews with participants involved in creating a new EU integrated border management system.

Cyberspace and the National Security of the United Kingdom provides a general overview of the problem of cybersecurity. The aim of the report is to inform debate and to make the case for a more coherent, comprehensive and anticipatory policy response, both nationally and internationally. In every area, society is becoming increasingly dependent upon information and communications technology (ICT). With dependency come exposure and vulnerability to misuse, criminality and even attack. Criminals and extremists are able to take advantage of the same 'global technological commons' upon which society is becoming so dependent. Cybersecurity has become a fast-moving and complex security challenge, one which requires a coordinated, agile and mutually reinforcing response from all those who benefit from the global ICT infrastructure.

55. Somalia and the Pirates

Abstract:
Even though kidnappings, killings, attacks on UN and NGO compounds, suicide bombings, and the assassinations of local judges and other public figures, and the many other features of lawlessness in the Horn of Africa have become so commonplace that they are rarely now reported by European news media, from September 2008 Somalia once again dominated the news agenda. In that month pirates operating from small ports and harbours along Somalia's eastern coast mounted a series of successful attacks against international shipping, first capturing a Ukrainian vessel with its cargo of heavy armaments bound for southern Sudan (via the Kenyan port of Mombasa), and then intercepting a number of container ships before mounting an attack on a passenger vessel that was repelled by the crew. Finally, in November, the pirates landed the prize of a fully-laden Saudi-owned oil tanker. By the end of the year the pirate gangs operating out of Eyl, Haradheere and other harbours along the desolate eastern coast of Puntland, were reckoned to be holding no fewer than 40 vessels for ransom, with more than 200 crew members in captivity.

Abstract:
Last month, Kamal Hassan, a Somali-American living in Minnesota, pled guilty to training and fighting with al-Shabab, an al-Qaeda-linked terrorist group in Somalia. In July, two other Somali-Americans in Minnesota pled guilty to similar charges, with the FBI continuing to investigate more than a dozen others who may have traveled from the United States to Somalia. The FBI also recently arrested seven individuals in North Carolina on terrorism-related charges, including one who had spent time in Afghan training camps. These and other recent events have raised new concerns in the United States about the threat of homegrown radicalization.

Abstract:
If the UN Millennium Development Goals are to be reached by 2015, development aid needs to be tripled – which is most unlikely. Instead, countries should unite in a concerted multilateral effort to combat illicit financial flows: for every dollar poor countries receive in development assistance, more than eight dollars are illegally transferred back to rich countries, most of it in order avoid local taxation. Effectively combating these illicit financial flows would generate more financial resources for development than foreign aid is likely to ever do – and help build a sustainable tax base in developing countries for the benefit of future development efforts.

Abstract:
Since the end of the Cold War, transnational organized crime and corruption have persistently plagued the post-communist states in Central and Eastern Europe. Facilitation of travel and trade regimes in Europe has provided criminal organizations with a broader scope to expand their businesses and to invest and profit through such practices. The fall of living standards and growth of unemployment in the post-communist economies—along with the promotion of free movement of goods, services, and people in the enlarging European Union (EU)—produced new forms of organized crime in the region, particularly a modern-day equivalent of slavery that is known as trafficking in persons (TIP). The novelty of the crime, combined with the corruption of unreformed law enforcement agencies in transition states and the transnational nature of TIP have increased the need for international cooperation to fight it effectively. Based on an analysis of TIP in South Eastern European (SEE) and Eastern European states, this article attempts to assess the patterns of human trafficking in the region, determine links between corruption and trafficking, and identify possible networks for counter-trafficking activities in the region.

59. Anatomy of a Fallacy: The Senlis Council and Narcotics in Afghanistan

Supplying the majority of the heroin consumed in Europe and nearly all consumed in Russia, Afghanistan's booming illicit drug market has not only entirely distorted the Afghan economy but also corrupted the country's nascent, fragile political system. While current norms regulating the production and traffic of illicit drugs have established the framework of an international prohibition regime, the policies associated with this regime have so far failed to stop or significantly slow the growing of Afghan opium. In 2005, in response to this situation, the Senlis Council, an international drug policy think tank, proposed the creation of a licensing system in Afghanistan which would allow the cultivation of opium for the production of essential medicines such as morphine and codeine. This system is intended to break the vicious circle of the drug economy by moving the opium trade into a legal system controlled by, and benefiting, the state. This paper adopts a critical view of the Senlis proposals, arguing that their underlying principles–economic, social and political–diverge only marginally from those underpinning previous approaches and have little potential for success under current political conditions. The paper concludes that, despite many imperfections, the current policies in place may be optimum given both Afghanistan's present situation and the structural problems inherent in the global war against drugs.

Abstract:
European and North American governments are failing to keep pace with a wave of violent hate crime that continues to rise across the region. Racism, xenophobia, antisemitism, anti-Muslim and anti-Roma hatred, religious intolerance, homophobia: the list of biases that fuel these crimes is a long one. Attacks range from lethal assaults to threats and harassment to vandalism and desecration of religious and community property. The perpetrators are individuals acting alone, or in concert with neighbors, coworkers, and fellow students, as well as loosely-knit or more organized groups that share ideologies of hatred and act on them. The violence can ruin lives, or end them. It can terrorize whole communities, driving away vulnerable minorities or forcing them to stay out of sight. Violent hate crime, especially when the official response to it is weak or nonexistent, also attacks the society at large, undermining the very notions of equality and the equal protection of the law.
