171. The Nagorny Karabakh Conflict in its Fourth Decade

Abstract:
As the Nagorny Karabakh dispute between Armenia and Azerbaijan enters its fourth decade, the 2020 war was a reminder that it remains the most dangerous conflict in the post-Soviet space. Azerbaijan completely reversed the losses it suffered in the conflict of the early 1990s, leaving the Armenian side defeated and humiliated. Russia inserted itself into the heart of the conflict zone for the first time, through the introduction of a peacekeeping force in Karabakh itself. But a final Armenian-Azerbaijani peace agreement that resolves the status of Nagorny Karabakh – the trigger for the conflict in 1988 – and a normalisation of relations between Baku and Yerevan looks as elusive as ever.

172. Band-aids, not bullets: EU policies and interventions in the Syrian and Iraqi civil wars

Abstract:
Engaging in the conflict cycle in other countries to gain outcomes favourable to one’s own interests is akin to playing in the champions league of foreign policy. Doing this effectively and responsibly requires a coherent and full-spectrum political strategy as well as the diplomatic, financial, developmental and military means to deliver it. It is clear from the scope of the security interests articulated in the European Union’s (EU) Global Strategy (2016) and its many associated foreign policy statements that the EU intends to meet these requirements. However, study of EU institutional policies and interventions in the Syrian and Iraqi civil wars highlights that it falls well short of doing so. As a result, EU institutions are not well placed to intervene effectively in high intensity conflicts with existential features such as these two civil wars. With this problem in mind, the core recommendation of the paper is to increase the effectiveness of EU interventions in high-intensity conflicts by institutionalising full-spectrum decision making, policy implementation and force deployment modalities for the EU as a whole, as well as for EU coalitions of the willing. The parallel existence of such tracks will enable the EU to act jointly in conflicts where Member States have more or less compatible foreign policy preferences with matching intensity preferences, and to act in part in conflicts where Member States have more or less compatible foreign policy preferences with a mixed distribution of intensity preferences (like Iraq or arguably Syria). EU foreign policy inaction, including institutional paralysis, will continue to occur where Member States’ foreign policy preferences are largely not compatible and have high-intensity preferences.

173. Fruitless cherry picking?: EU engagement with the Syrian opposition (Etilaf)

Abstract:
This policy brief examines the EU’s engagement and relationship with Syria’s main political opposition umbrella, the Coalition for Syrian Revolutionary and Opposition Forces (Etilaf), which was founded in late 2012. It discusses the EU’s engagement strategies with the Etilaf and their impact on its development in the context of the Syrian conflict. The brief highlights that the EU did not substantiate the international legitimacy it granted the organisation early on during the conflict with policies that would have allowed it to expand its domestic legitimacy and capabilities. This policy contributed to developments in which the Etilaf rapidly lost its original potential. While the Etilaf today faces a range of structural and operational challenges that need to be addressed, the brief nevertheless recommends EU institutions and Member States to increase their support for the Etilaf and the Interim Government linked with it, if a number of conditions can be met. Such support will help maintain and develop these bodies into a viable centre of political opposition to the Assad regime. Practically speaking, this objective can be pursued by piloting conditional EU support to areas of northwestern and northern Syria that are nominally under the control of the Interim Government. It also requires building a partnership with Turkey to jointly support local Syrian administration(s) in the same areas.

Abstract:
In less than 20 years after gaining its independence from the Soviet Union, Ukraine has faced several events, which have shaped the process of nation-building. The Euromaidan, the annexation of Crimea and the armed conflict with Russia have intensified the ‘us–them’ line of self-identification of the “Ukrainians” versus the “Others”. Ongoing “Ukrainisation” is spreading insecurity among minority groups and endangers possibilities to establish a cohesive Ukrainian society with a shared sense of belonging. In the context of a multicultural Ukrainian space and the international commitments of the State to protect and promote rights of its national, ethnic, religious and linguistic minorities, adopting an ethnocentric approach to the nation-building of the country is a conflict-prone factor. By examining and discussing identities in the perspective of the ongoing nation-building process in Ukraine, this research paper aims to identify the potential of the State and individuals to find mechanisms and grounds for reconciliation and integration. This is approached through a series of in-depth interviews and a complex analysis of current political guidelines on education, language and decommunisation.

Abstract:
Terrorism with religious ideological background today is a serious global threat. The modern infrastructure and the communications of movement allowed terrorist organizations to be able to attack everywhere in the world. The issue that is a point of interest of this paper is the current situation of returning the foreign terrorist fighters to their home country or third countries and the security consequences that may arise if they are not treated properly. For a more detailed perception of this problem through the case analysis – an operative police action related to the foreign terrorist fighters, the functional aspects of the criminal prosecution bodies of the Republic of North Macedonia will be better perceived and studied. Also, a special emphasis will be placed on the strategy for the fight against violent extremism and the financing of terrorist fighters.

Abstract:
Since 2009 Russia has increased its military forces in Abkhazia and South Ossetia and pursued the policy of ‘creeping annexation in the occupied territories of Georgia. Today, 20% of Georgian territories are occupied by the Russian Federation. The Russian-baked separatists continuously erect barbed-wire border posts in one of the occupied regions of Georgia-South Ossetia and detain Georgian people, under the pretext of ‘illegally crossing the border’. Fundamental rights of the local population are violated daily since the occupants install barbers through people’s houses, gardens, and cultivated lands. Innocent citizens are forced to leave their homes, belongings, and cultivated lands that are left beyond the occupants’ demarcation line. The paper argues that along with other global challenges of the world, the USA-Russia clashes of interests are also found with the Georgian conflicts. While Washington hugely supports Georgia’s territorial integrity and welcomes its Euro-Atlantic aspirations, the Russian Federation, on the contrary, prevents the aforementioned process and directly opposes Georgia’s integration into NATO. The USA condemns Russia’s creeping annexation of Georgian territories and continuously calls on Russia to respect the sovereignty and territorial integrity of an independent country. Furthermore, the USA-Russia relations have considerably deteriorated following Russia’s military intervention in Georgia and the recognition of Abkhazia and South Ossetia as independent states.

Abstract:
The issue of the sea between Albania and Greece has been and continues to be an object of study for various authors. Research shows so far that many studies have tried to go slightly from the descriptive to the explanatory and analytical framework and have generally fallen into the ‘trap’ of subjective approaches creating the phenomenon of nationalism. That appears in different forms, damaging the spirit of friendship and cooperation between both countries. This paper analyzes relations between Albania and Greece and their evolution based on international acts until the decision of the Albanian Constitutional Court annulling the agreement between them on the issue of the sea as incompatible with the constitution in terms of absolute objectivity. The demands of the Greek state for extension with 12 miles under the magnifying glass of the interpretation of the norms of the international law of the sea, the principle of equality and equity are part of the insistence on gaining superiority in the sea area vis-à-vis Albania. All this leading to the dialogue for another treaty cooperation and friendship occupy a vital part of the facts, which constitute an ongoing open discussion about the future of the sea issue on the Hague International Court.

Abstract:
Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

179. The Nagorno-Karabakh war: a spur to Moscow’s UAV efforts?

Abstract:
For Russian observers and analysts, the 44-day war in 2020 between Azerbaijan and Armenia highlighted the comparative lack in Russia’s own armed uninhabited aerial vehicle (UAV) inventory, as well as the patchy performance of Russian-made short-range ground-based air-defence systems in countering UAVs. Nearly two decades after the US began to operate armed UAVs and as the number of countries possessing armed UAVs around the world steadily increases, Russia has yet to field a similar capability. Factors contributing to this failing include the collapse of Russian defence spending in the 1990s, the more recent focus on recapitalising in-service capabilities, the neglect of some of the required-technology building blocks for UAV systems, and Western sanctions. In 2009 Russia imported ten small Birdeye 400 and two larger Searcher Mk II UAVs and the associated ground-control and support systems from Israel. In September 2011 the Defence Ministry opened a tender for ISR and armed UAVs, and a far higher-performance uninhabited combat air vehicle (UCAV) with Sukhoi eventually being the preferred UCAV developer. Two medium-altitude long-endurance designs were selected, the Kronstadt Orion (Inokhodets-BLA) single-engine UAV, and the now-UWCA Altius twin-engine platform. As of early-2021, neither project has entered service in significant numbers. Engine-supply issues have been a contributory factor. For Moscow, the task of producing a modern, competitive small piston engine suitable for UAV applications has represented a challenge. This engine-supply problem is rooted in a decades-long focus on advanced propulsion technologies at the cost of the humble piston engine, and – at the time – the capacity to source these from elsewhere within the USSR. By the time the gap was beginning to be recognised in the 1990s funding was not available to revive the domestic development of piston aeroengines. Other contributing factors to the Russian UAV gap include the fact that relatively cheap piston engines for UAVs lack the prestige to command resources and administrative authority, especially in a decision-making system where the development of advanced weapons appears to be in the hands of a relatively small circle of people with little involvement of civilian experts. Inter-service rivalry may also have hindered the introduction of ISR and armed UAVs into the inventory. Given the extended difficulties Russia has had in getting ISR and armed UAVs into service there remains a question as to why it has not turned more to the international market to address the capability gap. While Beijing might have been willing to supply armed UAVs to Russia, this would have required Moscow to purchase from what was previously a client state in terms of weapons sales. It would also be considered a tacit admission it was lagging China in UAV development. In addition, for all its difficulties, Russia may well still view the UAV-export market as one it could enter. In this context China would be a competitor. The Nagorno-Karabakh war and Russia’s experience in Syria have underscored the challenges to current ground-based air-defence systems when defending against UAVs and loitering munitions. Along with gun and missile-based counters the Defence Ministry is looking at electronic countermeasures. A more novel approach has been to look at using certain UAVs as a counter measure. Training now also includes more counter-UAV activities.

180. Armed uninhabited aerial vehicles and the challenges of autonomy

Abstract:
Two decades ago, the notion of arming an uninhabited aerial vehicle (UAV) was little more than a niche pursuit. Today, at least 20 countries have weaponised UAV systems in their inventories, with other nations pursuing acquisition, while the capability is also proliferating to non-state actors. The air vehicles range from small, crude, hobbyist-style UAVs favoured by some non-state groups, to large, long-endurance platforms capable of being fitted with a range of sensors and air-to-surface weapons. Technological development continues apace with an increasing emphasis on greater automation and reducing the human workload, along with the emergence of a type of hybrid UAV and air-to-surface munition along side the more established loitering munition. While uninhabited systems are increasingly embraced by many armed forces, they remain an uneasy subject in the wider public realm, where the perceived lack of human control remains an ethical issue. There also continues to be concern in the legal community regarding how increasingly automated – and perhaps one day autonomous – weapon systems fit within the law of armed conflict – legal concept rather than legislation, sometimes also referred to as international humanitarian law. These subjects were the focus of a 21–22 June 2021 seminar organised by IISS Europe to help further the debate and to better understand the implications of weapons-capable uninhabited systems. This paper reflects the discussions and many of the issues raised by the participants.
