111. The Politics of European Enlargement: NATO, the EU and the New U.S.-European Relationship

Abstract:
Since the fall of the Berlin Wall in 1989 and the end of the Cold War, the main issues in Eastern and Central Europe, and in U.S. and European policy toward the area, have focused on achieving peace and stability, building democracy, accomplishing economic and institutional reform, accelerating growth and modernization, and anchoring and integrating the countries of the area into Europe and its two great “clubs”: the European Union (EU) and the North Atlantic Treaty Organization (NATO). It could be said that the last three goals listed–democracy, economic and institutional reform, and European integration–were all means to the end of achieving peace and stability in this critical area, not known historically for its stable, peaceful politics, as well as to the end of securing a buffer zone on Europe's eastern frontiers that would also function as a means to hem in and limit any future Russian resurgence. What may have begun in strategic planners' eyes as a means to an end, however, has since then taken on a life of its own.

Abstract:
When the Berlin Wall came crashing down and the Cold War reluctantly proved, to everybody's surprise, to be truly over, there was an apparent, almost embarrassing inability to define the key parameters that would mark the new era that had obviously dawned. Even to give it a name proved difficult. The best attempt still remains “Post Cold War World”, i.e. a negative description (the absence of the Cold War) and not a positive analysis of what truly marks the emerging new international system.

113. September 11: New Challenges and Problems for Democratic Oversight

Abstract:
The implications of the events of September 11 are not yet fully clear. Generally, national security policies and postures take some time to appreciate the effects of strategic shifts. Even if the lessons are quickly learnt, security structures can be slow to absorb them. European defence structures and capabilities are already subject to the transformation required by the end of east-west confrontation and the arrival in the 1990s of the new demands of crisis management. Yet, over twelve years after the end of the Cold War, the necessary transformations and re-posturing of European armed forces are still under way. This is partly due to the scale of the task; partly the result of the costs of military restructuring (while banking immediately the savings arising from force reductions, Governments have preferred to invest over time in new military capabilities); and partly because there is no great sense of urgency. By definition, crisis management is a question of political choice, rather than a matter of direct national security. Developing the necessary capabilities has been an evolutionary process, subject to the need to manage new programmes within declining defence budgets.

The inherent needs oscillate between mere adjustments of traditional concepts and force structures to today's quite different security requirements, on the one end, and comprehensive political reorientation and transformation, including the establishment of entire new national and regional security architectures, on the other.

115. Historians as political trouble-shooters: Officially Commissioned Surveys of Holocaust Legacies in France and Switzerland

Abstract:
In the 1990s, revelations, disclosures of archival documents, and class-action suits shed light on legacies of the Holocaust that had been neglected during the Cold War era. Since 1996 most European countries, the U.S. and many private businesses have appointed commissions of historians and other experts to investigate the still unresolved questions of property restitution and compensation payments. Such surveys caused controversies about the necessity and the meaning of a reevaluation of the memory of the Naziera in most countries. The authors of this paper both have worked as staff historians for such commissions, in France and Switzerland respectively. Based on their experience, they reflect upon the impact of officially appointed investigations on images of the past and their significance for the current political situation of the two countries.

Abstract:
This paper is a modest effort to sketch the transformation of public memory in conditions of political transition. Specifically, it examines the recovery and interpretation of the Baltic past in Soviet and post-Soviet discourse. The paper is divided into two parts. The first part examines the desacralization of the central myths that legitimated the Soviet empire and its rule over the Baltic nationalities. The debate on Baltic history during perestroika was part of a larger - and increasingly destructive -- examination of Soviet history that shocked society with a flood of negative revelations about the past, forcing political and academic authorities to cancel secondary school exams and discard existing textbooks as virtually useless. This struggle over how to interpret the Soviet past eventually weakened the normative supports of the Soviet state, contributing to its collapse in 1991.

One year ago, the two summits scheduled by the North Atlantic Treaty Organization (NATO) and the European Union (EU) for the end of 2002 were expected to start the final phase of the Euro-Atlantic vision: two institutions with overlapping sets of members engaged in missions that might not always be pursued in common but would always remain compatible in their goals and complementary in their methods. Instead, as the year has unfolded since September 11, that vision has become increasingly blurred. Now, there is a sense that the two sides of the Atlantic are drifting away from the lofty goals they set after World War II and during the Cold War, and sought to reassert after the Cold War. The relationship is not only said to be lacking coherence; it is also said to be losing its necessity, as Americans and Europeans no longer share values or even interests—and, even when they do, lose their commonalities in the increasing capabilities gap that divides them.

Public diplomacy in the Middle Eastern context is not a new problem. Every non-Muslim state that has projected its power into the Middle East has had to win over the "hearts and minds" of the Muslim population under its control. Muslim Middle Easterners have always viewed the projection of non-Muslim power into the region with suspicion. Nevertheless, America does not have to reinvent the public diplomacy wheel. The United States should learn from the history of the European experience in the Middle East and from its own successful public diplomacy efforts in the Cold War era.

If the Gulf War of 1990-91 was a “defining moment” – one in which countries had to take sides – 11 September 2001 was much more, a “transforming moment”: not only was there an obligation to stand up and be counted, but with the advent of hyperterrorism, the post-Cold War era itself came to an abrupt end.
