71. Lost Voters: Participation in EU elections and the case for compulsory voting

Abstract:
The malaise among Europe's voting citizens with regard to the European Parliament elections casts a shadow over the EU's commitment to political participation and democratic values. Not only do EU elections hold little political relevance next to national electoral cycles, but voters are also lost in the EU's labyrinth of accountability. Yet, what appears as an insurmountable obstacle to the legitimacy of Europe's decision-making mechanisms can be translated into an opportunity for voting system reforms. One way to address the problem of widespread abstention might be to legislate on the obligation to vote. This paper explores compulsory voting systems in a number of developed democracies worldwide and discusses the advantages and disadvantages of introducing such a measure in the EU.

72. The Stockholm programme: Europe's next step to be an "area of freedom, security and justice"

The Stockholm Programme sets the agenda for the European Union's actions for the next five years in the area of Justice and Home Affairs (JHA). It is the next step towards the goal of making the EU into an Area of Freedom, Security and Justice (AFSJ). Justice and Home Affairs became the third pillar of the EU after the Maastricht Treaty came into force in 1993. Originally, it was firmly intergovernmental area of policy-making but some parts were transferred to the supranational first pillar when the treaty of Amsterdam came in to force 1999. In the same year the EU decided it need a focused plan for cooperation in this field for the next five years; and the Tampere Programme was produced. This was followed in 2004 by the Hague Programme that ends this year, and the Stockholm Programme will lay out the next five years of JHA cooperation. Producing the programme has been complicated due to both the sensitive nature of many of the issues covered and by doubt until recently over whether the Lisbon Treaty would be ratified. The ratification of Lisbon changes the power balance between the European Commission, Council and Parliament and this has ramifications for the JHA area. With the success of the EU single market and the end of border controls within the EU, to stop crime within the EU, to guarantee the rights of citizens who are moving between EU member states, and to manage people from third countries who are seeking to come into the EU, requires cooperation across the Union. The Stockholm Programme seeks to lay out what path this should take. Migration policy is an important and difficult part of the programme. How Europeanised dealing with irregular migrants and asylum seeker should be has been one of the politically difficult areas within the programme.

73. Reshaping Civil Society in Morocco: Boundary Setting, Integration and Consolidation

Abstract:
This paper looks at the dynamics affecting the development of civil society in Morocco within the context of the European Neighbourhood Policy. It explores cooperation mechanisms in three domains of civil society endeavour – women's rights, human rights and socio-economic rights. In each area, the paper examines the kinds of mechanisms and opportunities emerging for the promotion of civil society, and which forms of action and stances taken by civil society have been encouraged (or otherwise). The paper contends that the development of civil society has triggered different responses by the state and international community. While civil and political rights have preoccupied domestic and international actors, socio-economic rights have long been absent from their agendas. Yet it is argued here that shifting responsibility for issues in the socio-economic domain to civil society is highly problematic under the current circumstances of state building, and poses risks of further ruptures in Moroccan society.

Abstract:
Economic considerations, identity related considerations and cueing theory are used for explaining citizens' attitudes towards the European Union. Yet, all of this research has failed to show how elite cues on interests and identities actually reach the citizens. As a consequence, the author argues that domestic mass media as the most widely used source for citizens' information about the European Union has the potential to fill this missing link. Mass media actively construct reality by promoting ideas (agenda-setting and framing) and thereby shaping processes of socialization and persuasion. In this article the author discusses theoretical concepts of how mass media might affect citizens' attitudes, summarizes what we know about the role of domestic mass media in the course of EU integration, derives research desiderates and finally shows why knowledge on the link between mass media and citizens is paramount to understand the future of EU integration.

Abstract:
Spanish playwrights in the period between the French Revolution and the Spanish War of Independence became increasingly sensitized to militarization and conflict. Manuel José Quintana's ground-breaking Pelayo (1805) drew on tropes from Spain's historical past to discuss current and coming events. A new reading of Quintana's play suggests that he, among others, marked this rapidly changing cultural and political milieu with works that projected a growing nationalism and defense of Spain against the threats from north of the Pyrenees.

76. Crown, Empire and Nation (1807-1834)

Abstract:
Before 1807, in Portugal the new liberal ideals had mainly an indirect influence, reflected in the enlightened elite. The wave of a more profound political change came about only in the beginning of the nineteenth century, when the whole Iberian area was involved in the European wide struggle between old regime and the new liberal society and state, that was enhanced by the Napoleonic wars. Between 1807 and 1820, Portugal went through one of the most complex period of its whole History, when the British informal occupation of twelve years, followed the French invasion, short but very destructive. The Crown survived in the hands of the House of Bragança and kept Brazil and the rest of the its colonial territories for over a decade. This makes the Portuguese and Brazilian history of this period somewhat different from that of both Spain and its American colonies. It provides an interesting case for the study of the evolution of three main institutions and political concepts involved in the end of the Old Regime: the Crown, the Empire and the Nation, whose changes during this period are analysed in this paper..

Abstract:
In February 2008, Turkey's ruling Justice and Development Party (AKP) passed two constitutional amendments that intend to lift the ban on Islamic headscarves on college campuses. Although it is still unclear how the legislation will be implemented, the new laws are likely to have a negative impact on how the European Union sees Turkey. Turkish prime minister Recep Tayyip Erdogan states that the amendments protect individual and religious freedom -- two rights that are guaranteed under the EU's common legislative body. However, as the controversy surrounding the issue continues, the legal ambiguity created by the case could alienate Europe, making Turkey's EU accession bid even more difficult.

On February 9, Turkey's ruling Justice and Development Party (AKP) passed two constitutional amendments legalizing a specific women's headscarf on college campuses. The Turkish turban -- not to be confused with the South Asian male turban -- first emerged in the country in the 1980s and has long represented an extremely divisive political issue. Turkey's European-style secularism, which keeps religion and its symbols out of government and education, considers the headwear a political symbol -- a sentiment with which AKP prime minister Recep Tayyip Erdogan seemed to agree in public remarks he made on January 15. For nearly two decades, the secular view had led Turkish courts to ban the turban in certain public contexts. Now that the headwear is permitted on campuses, what will happen next in Turkey? And what implications might this legislation hold for the United States?

Peter Siani- Davies, one of the few western researchers involved in the study of the Romanian society, through his excellent work “The Romanian Revolution of December 1989”, offers a detailed account of the Romanian revolutionary upheaval and of the difficult birth of democracy in Romania, giving at the same time an important contribution on the elucidation of the myths and realities of the Romanian revolution.
