Abstract:
This study aims to expose the ways in which leading officials of the Committee of Union and Progress (the CUP) interpreted, internalized, and questioned the conditions of their mission in Arab lands during World War I (WWI). It builds on the memoirs of Falih Rıfkı, aide-de-camp of Commander-in-Chief Cemal Pasha, and Halide Edip, an ardent supporter of the social and educational reforms of the CUP government. Both written after the war, these memoirs reflect not only nostalgia and regret but also the complicated relationship between Turkish officials and Arabs on the eve of their breakup from one another as citizens of the Ottoman State. The study also questions the orthodox argument that the Turkist and anti-Arabic ideology of the CUP government in general and Cemal Pasha’s wartime crusade against Arab nationalists in particular triggered the emergence of Arab nationalism. By contemplating the memoirs of CUP members in Arab lands, this study argues that Falih Rıfkı, Cemal Pasha, and Halide Edip tried to understand the region and its people in order to create a mutual future for Turks and Arabs within the Ottoman Empire.

Abstract:
Within the scope of the Readmission Agreement signed in 2013 between the European Union (EU) and Turkey, the EU will grant visa–free travel for Turkish citizens in exchange for Turkey readmitting the illegally resident of third- country nationals transited through the territory of Turkey to Europe. However, in accordance with the EU–Turkey Association Law and the case–law of the Court of Justice of the European Union (CJEU), visa-free travel could be valid for Turkish citizens who would conduct or plan to conduct economic activity in the EU since the entry into force of the Additional Protocol (AP) of 1970 and Association Council Decision (ACD) No.1/80. This paper examines whether visa–free travel for Turkish citizens is an already-acquired right stemming from the EU–Turkey Association Law or would be a favor given by the EU in exchange for signing the Readmission Agreement, via the interpretation of Article 41 (1) of the AP and Article 13 of ACD 1/80, in light of the case–law of the CJEU.

Abstract:
In Southeastern Europe, the process of democratization and Europeanization since the beginning of the 2000s has been seen as a major paradigm shift and made the inter-national community and the EU believe that time of wars and nationalist excesses was in the past. It seemed a sure sign that all countries of the region were set to reach the membership in the European Union soon. In terms of Europeanization and democratization, we can argue that the second decade of the 21st century has brought no substantial progress in Southeastern Europe. Rather, it has seen the region on the path of constant decline of democracy. The latest reports of Nations in Transit, the Bertelsmann Transformation Index, and other serious academic research prove the continuous trend of de-democratization in the region, with scores either falling or stagnating. Weak democratic institutions often resemble empty facades. Lack of rule of law is evident, the principle has perverted into the rule by law of dominant political parties able to control the judiciary. We see huge deficits in terms of fundamental rights and values including media freedom. Just in April 2019, Re-porters Without Borders published their newest ranking on the freedom of media, listing Serbia as one of the coun-tries in Europe in which the media freedom deteriorated the most. Elections are held, but are dominated by dominant par-ties and are not able to generate genuine political chang-es. All in all, we see a mounting democratic deficit before democracy has even had the chance to become “the only game in town.” On top of everything else – with the excep-tion of North Macedonia – comes a rhetorical democratic and EU-integration mimicry from governing elites, who are also engaged in maintaining or establishing illiberal or semi-authoritarian power structures. Citizens are either disillusioned with the type of governance in their countries or generally frustrated, which results in political disen-gagement or the wish to emigrate. One part of the citizen-ry long ago adjusted to the structures and circumstances, learning to obey or to profit from the clientelist structures. 4. The Ethics of Kin State Activism: A Cosmopolitan Defense

Abstract:
A notable feature of nationalism’s contemporary resurgence is the increasing eagerness that governments have shown to support and shape the political causes of populations living abroad whom they conceive of as ethnic kindred. Governments engaged in such “kin state activism” assume a natural entitlement to speak for and assert authority over minorities and diasporas in other states, invoking a belief in common territorial, cultural, and even biological origins as a moral basis for that entitlement. A striking example of the trend is the Russian government’s declaration that it will defend the interests of ethnic Russians wherever they may be and regardless of their citizenship.1 The government has made good on this intention since 2014 through the invasion of Crimea and through support for pro-Russia secessionist fighters in eastern Ukraine. Russian officials have also made thinly veiled threats to apply the doctrine in Estonia, Lithuania, and Latvia, where large Russian-speaking minorities reside and maintain strained relations with authorities.2 Kin state activism has also become increasingly apparent in other contexts, even though it has not involved the military coercion and flagrant disregard for international law characterizing Russia’s interventions. Examples that have made headlines recently include Hungarian Prime Minister Viktor Orbán and his Fidesz (Federation of Young Democrats) party’s cross-border political collaborations with Romania’s Hungarians,3 Turkish President Recep Tayyip Erdoğan’s appeal to Greek Prime Minister Alexis Tsipras to take action against the discrimination of Greece’s predominantly ethnic Turkish Muslims,4 and Croatian President Kolinda Grabar-Kitarović’s lobbying for electoral reform in Bosnia so that ethnic Croats there can gain increased representation.5 These and other examples typify a trend in which governments are more stridently assuming a right to protect, counsel, represent, politically organize, indoctrinate, naturalize, financially support, advocate for, and even govern populations beyond state jurisdictions on the basis of an ethnic conception of shared identity.

Abstract:
The modern world is opening up to a series of innovations, differences and broad- ly understood diversity. The pace of changes becomes a peculiar substructure of creating patchwork nations. The variety of races, colors, religions and cultures. All of the above con- tain a point which, like an electron, resembles an omnipresent “variant”. This constant value is a human being. We are accompanied by a sense of belonging to a specific place, culture and values. On this basis, we expect something (e.g. having rights and freedoms). Citizenship seems to be a binder that puts us in a clearly narrowed community with certain values and often allows us to distinguish our own “self ”. Created by history, absorbing presence, citizen- ship is an important element of our affiliation to the country, to culture and to the values hid- den behind them. In the world of diversity, it seems to be a desirable and important element. The purpose of this article is to discuss the contemporary role assigned to citizenship, as well as to show the citizenship as a factor shaping the position of the individual and justifying the distinction made in specific areas of human functioning in the state.

Abstract:
This research shows that the share of births to at least one EU parent has been increasing since the mid-2000s. In 2016 it was 12% of all births in England and Wales, 13% in Northern Ireland, and 10% in Scotland. The study also shows a change in the main countries of birth of EU parents, where the share of births to mothers and fathers from 2004 accession countries has increased.

Abstract:
The tragic years of World War II, followed by the unfriendly communist policy in Poland towards the Jewish community, changed the country from a multicultural into the most homogeneous state in the European Union nowadays. At the same time, Israel, as a meeting place for various cultures, enjoys the influence of inhabitants from nearly all over the world. The dissimilar experiences and problems faced by the governing bodies should influence different approaches to dual citizenship in Poland and Israel. In view of the above, in the presented work the author would like to analyze the issue of the legal approach to dual citizenship both in Poland and in Israel. The main goal of the paper, beyond comparison of the effectiveness of the legislations, is finding the answer to the question: what is the state’s attitude towards the issue of the dual citizenship of their citizens? The hypothesis that the article will verify states, that due to the small number of people with dual citizenship in Poland, Polish legislation devoted to this topic is not extensive and has dissimilarities to the law in Israel, which, in contrast, is more complex and better responds to the needs of society. The reason for comparing Poland and Israel is the fact that Polish citizenship has been very popular among the citizens of the Jewish state, especially since 2004 when Poland became a member of the European Union. This issue in the long run may be one of the key determi- nants of Polish-Israeli and Polish-Jewish relations.

8. Brexit and the Challenge of Citizenship: British passports for EU citizens living in the UK?

Abstract:
The task of finding a solution to the legal status of non-British EU citizens living in the UK after Brexit is exercising the best minds in the European Union at the moment. As the European Council (Art. 50) guidelines for Brexit negotiations rightly underline, “The United Kingdom's decision to leave the Union creates significant uncertainties that have the potential to cause disruption,…Citizens who have built their lives on the basis of rights flowing from the British membership of the EU face the prospect of losing those rights”. These guidelines also place special emphasis on the priority to ensure reciprocal guarantees in safeguarding the rights derived from EU law of EU and UK citizens and their families affected by Brexit, effective from the date of withdrawal. The latest idea floating in the media is that the UK should naturalise the non-British EU nationals living there (possibly numbering 3 million) as British citizens. This solution has been commonly called “giving them all passports”, but for an individual to qualify for a passport, s/he must hold the nationality of the state of issuance. Is this a serious policy option? It is certainly original and has the benefit of shifting the burden of dealing with this question back onto the UK – enlarge your population and keep good relations with your neighbours. But there are at least four challenging questions that deserve careful consideration.

9. EU Pressure Insufficient to Gain U.S. Visa Waiver for Poles

Abstract:
In a communication of 12 April, the European Commission assessed the potential political and economic consequences of suspending visa exemption for U.S. citizens. Lacking pressure from individual EU Member States, the Commission discouraged such a move and gave the EU Council and European Parliament three months to take an official position. It seems almost certain that the measure of applying pressure on a non-EU country will not be used to help Poland and four other Member States obtain visa-free travel to the United States or other countries with a similar restriction. However, if current trends continue, Poland should join the U.S. Visa Waiver Programme in five years.
