Abstract:
The UK’s membership of the EU played a supporting role in maintaining the domestic Union, even as devolved powers grew. Brexit has exposed the legal fragility of the UK internal market at a time when relations between Westminster and the devolved governments are especially fraught. Proposals to replace EU regulation with new all-UK frameworks may reduce the risk of internal barriers, but they could also further centralise power in London. Our next Isolation Insight event explored these tensions, considering how they might play into debates on the future of the Union itself. 2. Proposed Frontex reform and its impact: Border politics and the external security nexus in the EU

Abstract:
The EU Commission has proposed that the European Border and Coast Guard Agency, known as Frontex, should have a standing corps of 10,000 operational staff, who could be deployed anywhere in the world to willing host countries. Frontex would emphasize its focus on migration management and returns, and expands its tasks to countering terrorism.The reform would increase Frontex’s operational capabilities, but decrease the role of the member states by centralizing decision-making within the Commission. A partial overlap with the Common Security and Defence Policy (CSDP) instruments, especially with civilian crisis management, could have an impact on the external action of the EU. Since the member states have diverging views on how to improve border security and the role that the Council should have in the decision-making, it is likely that the proposal will face some changes before it can be accepted by the Council and the European Parliament. To this end, the planned timeframe seems unrealistic.

3. Spitzenkandidaten: A debate about power and about the future development of the EU

Abstract:
In 2014, the European Parliament staged a small 'coup' when it imposed the EPP "Spitzenkandidat" Jean-Claude Juncker as the new Commission President, on the basis of a rather innovative reading of the Treaty. In 2019, the attempt at renewing this operation failed, because of some of the inherent flaws in the concept, and because the conditions were no longer the same. The European Council was quick to reclaim its prerogatives as set out in the Treaty. This may however not be the last word and a revised version of the Spitzenkandidaten could possibly emerge from the upcoming conference on the future of the EU. But any such move towards a more federal Europe requires an informed and transparent debate and cannot be introduced via the back-door.
