1. Migration Trends in Morocco: Implication for the European Union

Abstract:
The increase in irregular migration from Sub-Saharan Africa and the Sahel has resulted in the transformation of Morocco from an emigration-only country into a transit and immigration one. EU support for Morocco focuses on the protection of the country’s borders, controlling the migration flow to Europe, and the implementation of readmission agreements. The EU also provides financial and technological support and helps to reform immigration policy. Due to the unstable humanitarian situation and growing number of refugees in Morocco, this cooperation should also include the Sahel region.

Abstract:
On the occasion of the World Refugee Day, 20th of June, ELIAMEP publishes a Policy Brief on the forthcoming New Pact on Migration and Asylum, by Dr. Angeliki Dimitriadi, Senior Research Fellow and Head of ELIAMEP’s Migration Programme. COVID-19 has affected access to asylum. Border closures have prevented in many cases asylum seekers from reaching safety, or made them face prolonged delays in their asylum application. The New Pact on Migration and Asylum is expected to be announced by the end of June. It is one of the biggest challenges facing the current European Commission, which is called upon to submit proposals that will be accepted by the Member States with different perspectives but also asylum and immigration needs. The biggest challenge, however, is to ensure that the right and access to asylum is fully preserved and will be a priority for the Union for years to come. In the midst of ongoing conflicts, extreme poverty and increasingly restrictive practices at the external border, it is perhaps the last chance to ground a common migration and asylum policy on the the principles of humanity and solidarity, between Member States and towards asylum seekers. The New Pact for Asylum and Migration will seek to bridge the differences between Member States on the solidarity, burden-sharing and common asylum processes. Southern member states have tabled a detailed proposal on the way forward grounded on mandatory solidarity. Forced movement will continue and likely be exacerbated due to the impact of COVID-19 in critical regions like Africa and Southeast Asia.

3. The EU’s Approach to the Syrian Crisis: Turkey as a Partner?

Abstract:
The article aims to analyze the European Union (EU)’s approach to the Syrian crisis and to evaluate the role it attributes to Turkey. The EU’s approach staggered between supporting transition in Syria to a post-Assad regime and the need to protect itself against spill-over effects of the conflict. Two issues emerged as urgent priorities that determined the EU’s approach to the conflict. One of them was to control the outpouring of refugees fleeing war and oppression in Syria and the other was to deal with the growing threat of terrorism, mainly the ISIL threat. The influx of Syrian refugees through the Aegean and Balkan route to the EU surged in the summer of 2015 leading to practical and political problems for EU countries. In the meantime, ISIL related terror attacks in the EU created a major security problem and led several Member States to bring back border controls in the Schengen area. The EU turned to Turkey and sought Turkey’s cooperation in controlling the refugee flow and also keeping away the ISIL threat. The article looks at cooperation between Turkey and the EU and also points of contention that created hurdles in this cooperation.

4. The gendered and racialized politics of risk analysis. The case of Frontex

Abstract:
This article develops a feminist postcolonial approach to risk analysis as an increasingly central security practice in the EU’s emerging border management and security regime. For this purpose, we theorize risk analysis as a sense-making practice embedded within colonial power relations. As such, risk analysis problematizes migrants and migration in gendered and racializedwaysthatmakethemamenabletobordermanagementandother, potentiallyviolentsecuritypractices,suchasdetentions,returns,surveillance, and Search and Rescue. In an exemplary frame analysis of the European Border and Coast Guard Agency’s (Frontex) risk analysis report 2016, we show how conceptualizations of risks and solutions by this key actor are informed by gendered and racialized framings of 1) chaos and violence, 2) exploitationoftheEUeconomicandwelfaresystem,and3)humanitarianism towards 'vulnerable'? migrants. With this study, we seek to strengthen feminist and postcolonial interventions into critical security studies on knowledge, power, and expertise. By conceptualizing risk analysis as political, this article pushes critical security theory beyond understandings of security as socially constructed and towards systematically unpacking the meanings of (in)security as implicated in the reproduction of gendered and racialized power relations.

5. From Bodies to Borders: Human trafficking, migration, and gender in the Danish media 2010-2019

In recent decades, news media all over the world have increasingly covered the issue of human trafficking. Human trafficking is a notoriously complex subject involving migration, border politics, gender, consent, agency and morality. Yet, simplistic ideas and framings of human trafficking often end up shaping broader understandings of human trafficking in policy and the public sphere. This report is written by DIIS Senior Researcher Sine Plambech and journalist Maria Brus Pedersen. The aim is not only to provide insights into the framing of human trafficking in the Danish media, but furthermore to serve as a learning tool for journalists covering human trafficking. An analysis of this type has not been undertaken in Denmark before and thus provides the reader with new insights into the evolution of how the Danish media framed human trafficking from 2010 to 2019. The report has three main findings: First, the framing of human trafficking in the Danish media has changed significantly over the past decade, from mainly covering human trafficking solely as a matter of prostitution and a human rights issue for women in 2010 to becoming an issue of migration with security and legal implications in 2019. As such there has been a development away from a focus on women’s ‘bodies’ to a focus on ‘borders’ and migration politics. Secondly, in comparison to 2010, today the media more commonly describe the trafficking of men to forced labor and human trafficking generally to other sectors than prostitution. Yet, the framing continues to be significantly gendered. Though identified victims of trafficking in Denmark are most usually migrants, the men are framed primarily as migrant workers in exploitative situations, whereas the women are described as victims of trafficking. This gendered framing derives primarily from the perspective that prostitution is victimizing by default and is not seen as a kind of work. Thirdly, despite the more nuanced framing, a simplistic sensationalist language still risks dehumanizing and overshadowing the complexity of human trafficking. In particular, this is because it is the media, rather than those who have been identified as victims of trafficking, who use these terms to describe their situation, as some of the journalists also confirmed. The report has a number of suggestions for journalists covering issues of human trafficking, some of them being; Be cautious with language. There is often a difference between the language used by politicians and NGOs and the language used by migrant workers to describe their situations. Sensationalist language like ‘prostitutes’, ‘sex slaves’ and ‘meat markets’ are loaded terms that contribute to marginalization and stigmatization. Migrant workers are not only victims of trafficking, they have agency in respect of their own migration trajectories: the one does not exclude the other. Human trafficking can be used as a yardstick for many different political agendas: consider which agendas you might be contributing to. Consider using counter narratives, activist reporting and investigative journalism as these approaches contribute to expanding our understanding of human trafficking.

6. The Unfulfilled Promise of Kosovo Visa Liberalization

Abstract:
Kosovo’s path towards visa liberalization started in 2012 when the European Commission submitted the Visa Liberalization Roadmap for Kosovo. This step was long awaited by the small country as all the other five Western Balkan states started the dialogue already in May and June 2008. At that time, it was still being decided inside EU member states whether they would recognize the newly declared state1 and it was clear that there is no consensus across the EU. As the united EU approach towards Kosovo proved to be a difficult and sensitive issue due to the concerns that opening visa dialogue would imply recognition, Kosovo was left out from the process. The length of the visa liberalization process differed among the Western Balkan countries. Macedonia, Montenegro and Serbia progressed rather swiftly, and the dialogue was closed with the decision to lift the visa regime for these countries in late-2009. Albania and Bosnia and Herzegovina had to wait one year longer as their readiness and fulfilment of conditions was evaluated as insufficient in 2009. Kosovo, lagging behind the rest of the region, opened the dialog with the EU in 2012, at the same time as Georgia. While Georgian citizens already reached a successful end of the process and are allowed to travel to the EU without visa since March 2017, it is still uncertain when Kosovo will achieve this objective.

These are the findings of a project on the impacts of Brexit and the possible implications of a ‘No Deal’ scenario on the Central Border Region of Ireland/Northern Ireland. This research has been conducted by a small team at Queen’s University Belfast (led by Dr. Katy Hayward & Dr. Milena Komarova), in conjunction with the Irish Central Border Area Network (ICBAN), the cross-border partnership of eight local authorities in the area known as the Central Border Region. The report looks at: ‘The Border into Brexit’ project; The impact of Brexit on those living in the Central Border Region; A hard border; Leave supporters in the region; A No Deal Brexit; The revised Protocol in the Withdrawal Agreement.

Abstract:
On 6 December 2018, Friedrich-Ebert-Stiftung Rome (FES) and Istituto Affari Internazionali (IAI) co-organized the conference “External Borders and Internal Divisions of Europe: Policies and Politics of Migration” to foster debate on European migration and asylum governance by approaching it both as a policy issue and a political question. While the scale of migratory flows is no longer the main problem, countries at the Southern external borders continue facing different policy challenges. The lack of political will and continuing tensions among the member states stand out as the main obstacles blocking substantial policy reform at the European level. This context also provides fertile ground for further polarization of the political debate between the two extreme positions of open versus closed borders, highlighting the need for more balanced and neutral narratives on migration in the run up to the European elections. Abstract:
Based on empirical research in a European airport, this article analyses how border guards control third-country nationals by advancing an anthropology of the power of border control as exhibited by the use of symbolic violence and discretionary state power. Leaning on the theories of street-level bureaucracies and organizations, we analyze the work practices, professional routines and organization of the work of border guards in order to show how border guards activate and constitute the border and the control of mobility. We argue that control at the airport is based both on the influence of the network-border and on a dramaturgical performance of bureaucratic governance, which is meant to create legitimate travelers and undesirable passengers, while circumventing potential protests of the latter and simulating accountability toward the broader public of citizens. As such, border control is more of a symbolic act than an efficient tool of immigration policy.
