December's European Council Summit for heads of state or government has been tasked to deliberate European defence industry issues based on proposals provided by the European Commission. A divergence of interests expressed by interlocutors representing Member States, national defence industries and European institutions could result in heated political debate. The ability to accommodate the interests of Central Eastern Europe and Poland in particular in this process is not yet certain, especially as the EU's ambitious plans for strengthening the European Defence Technological and Industrial Base (EDTIB) are discordant with the current level playing field across Europe.

Abstract:
The European defence industrial base is transforming. The changes in the European defence market legislation, the decrease in defence materiel demand and changing defence requirements are redefining the industry in a way that has not been seen in decades. The new European legislation in particular poses serious challenges for the Finnish defence industry, including the national market opening and the diminishing possibility for offset arrangements. It is likely that the major European states are trying to protect their own defence industrial base. The future of the Finnish defence industry will be determined by whether the European market opens up in the first place, in part or in its entirety. There is no going back to the time preceding the new legislation. It is crucial for the Finnish defence industry to find and utilize new market opportunities. Networking with the European system integrators and sub-contracting chains will be of paramount importance.

As part of the United States plan to begin military withdrawals from Afghanistan in 2014, the Department of Defense (DOD) contracted with the Russian state owned arms dealer, Rosoboronexport, to provide helicopters to the Afghanistan National Security Forces (ANSF). DOD has continued and expanded its purchases from Rosoboronexport even while acknowledging that the Russian arms dealer has enabled mass atrocities by supplying Syria's Bashar al-Assad with weapons that have been used to murder Syrian civilians.

There is a high risk that someone will use, by accident or design, one or more of the 17,000 nuclear weapons in the world today. Many thought such threats ended with the Cold War or that current policies can prevent or contain nuclear disaster. They are dead wrong--these weapons, possessed by states large and small, stable and unstable, remain an ongoing nightmare. Joseph Cirincione surveys the best thinking and worst fears of experts specializing in nuclear warfare and assesses the efforts to reduce or eliminate these nuclear dangers. His book offers hope: in the 1960s, twenty-three states had nuclear weapons and research programs; today, only nine states have weapons. More countries have abandoned nuclear weapon programs than have developed them, and global arsenals are just one-quarter of what they were during the Cold War. Yet can these trends continue, or are we on the brink of a new arms race--or worse, nuclear war? Abstract:
Finland's decision to acquire advanced semi-stealthy Joint Air-to-Surface Standoff Missiles (JASSM) from the United States is much more than an arms deal – it has significant political and regional military implications. Finland is only the second country to be approved for JASSM. No NATO country has ever received such approval. This suggests something about the closeness of the relationship between the United States and Finland, as well as something about how the United States sees European and regional defence arrangements. In the web of multilateral, multinational and bilateral relationships that Finland is weaving to enhance its security, the US relationship is a key cable The JASSM acquisition significantly changes Finland's ability to disrupt enemy activities, both within Finland and beyond its borders. Despite being a conventional weapon, it will serve as a deterrent. Finnish decision-makers have a responsibility to understand both the implications of the new capabilities, and to ensure that the continued development of the Finnish Defence Forces is not inhibited due to misunderstandings of what a modern defence requires and consists of.

This report assesses the defense spending of 37 European countries, regulations governing the European defense market, and the health of the European defense and security industrial base. Expanding upon CSIS research on these topics from 2008 and 2010, this report provides an in-depth analysis of these elements of the European defense market, which in turn can serve as the basis for a better understanding of trends in European defense policies and capabilities.

Abstract:
The paper presents an agent-based simulation model of the defence industry. The model resembles some of the key characteristics of the European defence sector, and studies how firms in this market will respond to the challenges and opportunities provided by a higher degree of openness and liberalization in the future. The simulation analysis points out that European defence firms will progressively become more efficient, less dependent on public procurement and innovation policy support, and more prone to knowledge sharing and inter-firm collaborations. This firmlevel dynamics will in the long-run lead to an increase in the industry's export propensity and a less concentrated market.

Abstract:
The world uranium industry has been undergoing a resurgence since 2002, and current supplies are not meeting demand. This increase in energy demand, coupled with concerns about energy security, is fuelling commercial interests in mining uranium. In 2010 the Greenland Government decided to relax its zero-tolerance uranium policy and allowed mining companies to explore prospects for potential uranium mining. With Greenland having the potential to become a uranium supplier, there are a range of domestic and international policy challenges that need to be addressed.
