Abstract:
Control of tractical nuclear weapons (TNW) has remained an elusive goal since the early 1990s when the United States and the Soviet Union/Russia adopted a set of unilateral parallel political obligations to reduce and store at central locations the larger part of their TNW forces. Efforts by the international community to nudge the two countries to give these unilateral statements a legally binding, verifiable character did not succeed, and one can point to little headway with respect TNW arms control in the intervening 18years.

Abstract:
In late April 2009, the Policy Planning Staff of the Foreign Ministry of the Federal Republic of Germany requested that the James Martin Center for Nonproliferation Studies (CNS) undertake studies on four emerging issues in the fields of arms control, disarmament, and nonproliferation, to be completed by June 15, 2009. The four issues were: The need to address the interrelationship between nuclear and conventional arms reduction, if the United States wants to entice others to go along the path to Global Zero. The world after drastic nuclear arms reductions, including the fear of U.S. conventional superiority/global strike capabilities;  The need (and promising areas) to make (nuclear) arms control and disarmament a strong component of NATO's new strategic concept;  Missile Defense, also covering a possible threat from others than Iran and the need to bring missile defense into the NATO-Russia Council; and Substrategic nuclear weapons, with a description of a way to achieve mutual transparency, reduction, and elimination in Europe.

73. The Impact on Domestic Policy of the EU Code of Conduct on Arms Exports The Czech Republic, the Netherlands and Spain

Abstract:
In the 17 years since the European Union (EU) first formulated common standards to be applied in arms export decision making, there has been a rapid expansion in the EU's role as a coordinator and generator of policy in an area that was previously the exclusive domain of national governments. Most relevant to this change has been the EU Code of Conduct on Arms Exports (EU Code of Conduct), which was adopted by the Council of the EU in June 1998 and will celebrate its 10th anniversary in June 2008. The Code takes the form of a Council declaration— it contains political commitments but is not legally binding. Under the Code, EU member states commit themselves to set 'high common standards which should be regarded as the minimum for the management of, and restraint in, conventional arms transfers' and 'to reinforce cooperation and to promote convergence in the field of conventional arms exports' within the framework of the Common Foreign and Security Policy (CFSP). It lists eight criteria that member states agree to take into account when assessing applications for arms export licences. More importantly, the Code outlines reporting procedures and consultation mechanisms intended to ensure consistent interpretation of the criteria.

On July 1, 2008 when France assumes the European Union (EU) presidency for six months, one of French President Nicolas Sarkozy's top priorities will be the European Security and Defense Policy (ESDP). According to Le Monde, Sarkozy is planning a "Saint-Malo (B)" – a reference to the Anglo- French declaration signed on Dec. 4, 1998, relaunching movement towards an EU defense capacity, and leading eventually to the birth of ESDP.

American And Russian political rhetoric attaches the highest priority to imposing ironclad control over their nuclear arsenals. The two nations cooperate extensively and devote substantial resources to achieving this aim, but both nations are shooting themselves in the foot by allowing hoary cold War priorities to take precedence. The anachronistic mind-set of the cold Warrior still dominates their nuclear establishments, their agendas, and their relationship in ways that deeply undermine their efforts to contain “loose nukes.” They spend 25 times more money to preserve their c old War nuclear deterrent postures than they spend on shoring up security against theft.

Little could the original 21 participants at the July 1957 meeting in Pugwash, Nova Scotia have imagined that, fifty years later, the Pugwash organization would have convened over 320 workshops, symposia and conferences on major security issues, have national groups and representatives in more than 50 countries around the world, and have been honored with the 1995 Nobel Peace Prize.

The urgency of fighting terrorism has been heightened by the 11 September 2001 attacks on the United States and subsequent attacks around the world. The use of anthrax to attack targets in the USA in September–November 2001, reinforced the need to include various potential biological threats—such as the deliberate use of disease as a weapon—on the anti-terrorism agenda. This paper identifies the instruments available to the European Community and examines how they are employed as part of the wider effort to reduce the potential threat posed by biological agents. However, it is important to recognize that these instruments and their use are only one aspect of European Union (EU) activity towards that end and that Community actions are set within the wider EU context.

In March 2006 SEESAC commissioned an Education Consultant to determine the need for a school curriculum covering small arms throughout the Western Balkan countries. This was to be achieved through consultation with relevant stakeholders, a review of available literature on the subject of small arms, children and youth, and examination of evaluation reports from previous risk education projects conducted in South Eastern Europe (SEE). The final consultancy report from that process is now available.

Abstract:
The Government of Montenegro has demonstrated a firm commitment to resolve their conventional ammunition problems, but lack the resources to do so. Therefore they requested assistance from UNDP Podgorica for an assessment of the ammunition stockpile management and demilitarization situation within Montenegro. As a result of this request, SEESAC undertook an Ammunition Technical Assessment (ATA), (in partnership with an independent consultant), of Montenegro during January and February 2007, and the results will be briefed to interested stakeholders at the EUCOM South East European Clearinghouse Working Group meeting in Podgorica on 14 March 2007. The Government of Montenegro will then determine 'next steps'
