31. European Defence Under Scrutiny: What can be expected from the European Council?

Abstract:
The decision to place security and defence policy on the agenda of the December European Council and the intensive pre-summit preparations have given renewed impetus to this policy area and raised the level of expectations ahead of the meeting. While there is now widespread agreement among the member states on the main challenges facing the EU in the area of security and defence, conflicting political and economic interests still exist and continue to hamper the Union's efforts. The December summit is unlikely to engage in a major strategic debate, but it will discuss steps to improve the implementation of the Union's security and defence policy, to enhance cooperation in the area of capabilities, and to support the European defence industry. A major novelty is the European Commission's stronger involvement, which remains controversial, however. The most crucial task for the EU heads of state and government is to translate the momentum created by the pre-summit process into a lasting commitment on the part of all actors involved, by putting forward binding timelines, specific targets and concrete follow-up projects.

December's European Council Summit for heads of state or government has been tasked to deliberate European defence industry issues based on proposals provided by the European Commission. A divergence of interests expressed by interlocutors representing Member States, national defence industries and European institutions could result in heated political debate. The ability to accommodate the interests of Central Eastern Europe and Poland in particular in this process is not yet certain, especially as the EU's ambitious plans for strengthening the European Defence Technological and Industrial Base (EDTIB) are discordant with the current level playing field across Europe.

The European defence industrial base is transforming. The changes in the European defence market legislation, the decrease in defence materiel demand and changing defence requirements are redefining the industry in a way that has not been seen in decades. The new European legislation in particular poses serious challenges for the Finnish defence industry, including the national market opening and the diminishing possibility for offset arrangements. It is likely that the major European states are trying to protect their own defence industrial base. The future of the Finnish defence industry will be determined by whether the European market opens up in the first place, in part or in its entirety. There is no going back to the time preceding the new legislation. It is crucial for the Finnish defence industry to find and utilize new market opportunities. Networking with the European system integrators and sub-contracting chains will be of paramount importance.

On April 26, 2013, the UN Foundation (UNF), Quaker United Nations Office (QUNO), the International Peace Institute (IPI), and the Post-2015 Development Team at the Executive Office of the Secretary-General jointly convened a workshop to assess the impact of conflict, violence, and instability on development. The meeting brought together members from the UN Secretariat, agencies, funds, and programs as well as outside experts to consider strategies for addressing the post-2015 development agenda.

The emergence of unmanned vehicles has dramatically reshaped intelligence and warfare over the past two decades. This is particularly clear in the air domain where the so-called drones have come to prominence as major force multipliers: at relatively affordable costs, they can deliver powerful surveillance capabilities, thus enhancing military planners' and political decision-makers' situation awareness and intelligence, as well as reducing troops' presence on the ground for both combat and non-combat missions. Moreover, over the next few decades, combat drones will reshape – if not completely revolutionise – air warfare thanks to superior aerodynamic, ground-attack and swarming capabilities, whatever one may think about their ethical implications.

Russia's institution of a ban on American adoptions of Russian orphans, an appalling response by the Duma to U.S. sanctions against officials involved in the Sergei Magnitsky case,1 was a clear indicator that bilateral relations will assume a lower priority in the next 4 years for both capitals. Russian President Vladimir Putin signed the measure despite open misgivings by some of his own key aides and against the opposition of most of Russia's civil society. The Russian Internet response was scathing, producing an instant winner for best sick joke of 2012: “An educated American family has decided to adopt a developmentally disabled Duma deputy.”.

The Obama administration recently suggested concluding a legally binding agreement on transparency that would confirm that American BMD does not pose a threat to Russia's deterrence forces, and also concluding a framework agreement on further cutting Russian and American nuclear arsenals. The USA may be interested in reducing the tensions with Russia over the missile defense with a view to break the deadlock on a wide complex of hard security and proliferation issues, including the hot problems of nonstrategic nuclear weapons in Europe and Iran and the North Korean nuclear programs, and also to ensure Russia's support in managing regional crises – these days, especially that in Syria.

There is a high risk that someone will use, by accident or design, one or more of the 17,000 nuclear weapons in the world today. Many thought such threats ended with the Cold War or that current policies can prevent or contain nuclear disaster. They are dead wrong--these weapons, possessed by states large and small, stable and unstable, remain an ongoing nightmare. Joseph Cirincione surveys the best thinking and worst fears of experts specializing in nuclear warfare and assesses the efforts to reduce or eliminate these nuclear dangers. As part of the United States plan to begin military withdrawals from Afghanistan in 2014, the Department of Defense (DOD) contracted with the Russian state owned arms dealer, Rosoboronexport, to provide helicopters to the Afghanistan National Security Forces (ANSF). DOD has continued and expanded its purchases from Rosoboronexport even while acknowledging that the Russian arms dealer has enabled mass atrocities by supplying Syria's Bashar al-Assad with weapons that have been used to murder Syrian civilians.

Finland's decision to acquire advanced semi-stealthy Joint Air-to-Surface Standoff Missiles (JASSM) from the United States is much more than an arms deal – it has significant political and regional military implications. Finland is only the second country to be approved for JASSM. No NATO country has ever received such approval. This suggests something about the closeness of the relationship between the United States and Finland, as well as something about how the United States sees European and regional defence arrangements. In the web of multilateral, multinational and bilateral relationships that Finland is weaving to enhance its security, the US relationship is a key cable The JASSM acquisition significantly changes Finland's ability to disrupt enemy activities, both within Finland and beyond its borders. Despite being a conventional weapon, it will serve as a deterrent. Finnish decision-makers have a responsibility to understand both the implications of the new capabilities, and to ensure that the continued development of the Finnish Defence Forces is not inhibited due to misunderstandings of what a modern defence requires and consists of.
