Abstract:
As the motives driving China’s outward foreign direct investment (OFDI) have expanded from resource - seeking to asset - and market - seeking, Chinese FDI in Europe has grown rapidly. Although Europe, with its advanced technologies and know - how, brands and sophisticated markets, represents an attractive destination for asset - seeking and market - seeking Chinese FDI, it has also posed challenges for Chinese investors. They arise for a number of reasons: the divergent characteristics of the host region, home country liability of origin, as well as China’s OFDI regulation and the capabilities of the investing enterprises.

Stefano Recchia and Jennifer Welsh have brought together in this tome a number of authors intending to essentially see what can be learnt from early modern political philosophers about just war and humanitarian intervention. They attempt to have all works in the volume discuss three themes and answer two essential questions. The first theme centers on the issues concerning jus ad bellum (the legitimate reasons for going to war). In this, the editors identify the main question of when intervention is permissible.

Abstract:
Targeted sanctions are political acts that infringe upon the enjoyment of fundamental rights by designated individuals and entities, especially the rights of defence and the right to an effective remedy. Increasing international attention has therefore been paid to the legal implications of targeted sanctions. Targeted sanctions must meet basic standards of fair and clear procedures not only to guarantee the rights of individuals, but also in order to be a credible and effective foreign policy tool. To date, concerns over fair treatment have been addressed in a fragmented and piecemeal way. Judicial review before European courts has provided an important incentive for change, especially for the creation of the office of the UN Ombudsperson. A holistic approach should be developed, which not only emphasizes retrospective review of sanctions, but would also address concerns in the initial phase of their adoption. Increased attention should be paid to the use of confidential information and the right of designated individuals to receive information. Efforts to strengthen legality aspects in the use of targeted sanctions must take account of the circumstances in which these measures are taken. Concerns for international peace and security, and especially for the authority of the Security Council, must be balanced against the protection of fundamental rights.

Abstract:
The new EU leadership has restructured the way the European Commission manages its external relations. The High Representative/Vice-President, Federica Mogherini, was formally put in charge of coordinating the work of the Commissioners' Group on External Action and relocated her offices to the Commission building. Under the new approach, the Commission aims to be more closely involved in the preparation of Foreign Affairs Council meetings. Regular meetings of external action Commissioners are supposed to foster a common position, as well as increase the Commission input on sectoral policies and instruments ahead of ministerial meetings. In the face of the gravitational shift towards the Commission, it is in the interests of member states to ensure that the EEAS remains, despite all its teething troubles, the political hub of EU external relations, and to invest in its development accordingly. An in-depth examination of the externally relevant policies within the remit of the Commission reveals that, across all issues, EU foreign policy can improve by a joint approach combining the political perspective of the EEAS with the sectoral expertise of the Commission.

Foreign ministers have lost influence in recent decades, and prime ministers have emerged as the central foreign policy actors. Mirroring this development, the European Council, which convenes the European Union's (EU) heads of state and government, has become the top decisionmaker on EU foreign policy. But the European Council's approach to external affairs lacks coherence, continuity, and ambition. The Brussels leadership team that took over in late 2014 should significantly upgrade the European Council's role in this area and, through that body, energize the EU's other foreign policy institutions.

The right of free movement of persons is a cornerstone of the European Union and, according to a Eurobarometer survey, one of the most popular accomplishments of the EU. Since its establishment this right has been steadily built upon and expanded, in particular with respect to mobile EU workers. Barriers to (labour) mobility have been substantially reduced as part of creating the single market and also as a means to achieve the EU2020 goals of smart and inclusive growth. And yet the prevailing view in academic circles and among policy-makers is that intra-EU labour mobility is too low; too low to support the single labour market as anything but a notion and too low to play anything other than a modest role in helping to rebalance the eurozone after the crisis.

Abstract:
EU governance is characterized as a multi-level system in which various actors are involved in the policy-making procedure at multiple levels in a non-hierarchical way. During the course of the European integration process, EU governance has been brought forward as a response to the citizens' quest for a legitimacy through enhanced democratization in the decision-making mechanisms and as a tool that would increase the leverage and competitiveness of the EU to have an efficient way of functioning for the enlargement of the Union. In that respect, the legitimacy and the representative power of the EU and its institutions are put under scrutiny, as powerful and at the same time efficient decision-making mechanisms are necessary for the EU. However, although significant changes are enshrined in the Lisbon Treaty regarding the decision-making procedure and policy outcomes, it has been limited with struggle between cooperation and competition at vertical and horizontal levels under the shadow of supranational hierarchy that has created mistrust on the EU institutions and decision-making structures from the perspective of citizens. The article addresses this issue on the grounds of the reasons and the circumstances in which EU governance emerged, the principles and characteristics it is based on, the means and ways it utilizes, and the effects on the decisionmaking process of the EU.

Abstract:
The last several years have been characterized by a growing acceleration of International Relations. With the end of the Cold War, amidst the Gorbachev government, the fall of the Eastern European socialist regimes in 1989 and the disintegration of the Soviet Union in 1991, there was room for a reordering of forces in the world-system. When the vacuum started to be occupied by old and new international players, the situation turned into a War of Positions. China and the other emerging nations, especially the members of BRICS, were able to gain more leverage. But this precarious balance was significantly affected by the economic crisis of OECD (Organization for Economic Cooperation and Development) countries since 2008-09.
