Abstract:
This study seeks to determine the impact the fall in global oil prices post-2014 had on the welfare of the populations of three resource-rich post-Soviet states: Russia, Kazakhstan, and Azerbaijan. Changes in welfare will be explored through the analysis of several socio-economic indicators affected by the local currencies’ devaluations. It will be suggested that the single-commodity export dependence of the countries concerned, and the domestic development of non-tradeable sectors faltered in the face of external shocks. Several policy suggestions are offered to mitigate the effects of the economic downturns observed.

According to the State Statistic Committee of Azerbaijan, Gross Domestic Product (GDP) increased by 2.5 % in January-September 2019 compared with the same period of previous year: The CESD’s figure for the same period was 2.0 %.

Abstract:
he Ministry of Finance of the Republic of Azerbaijan presented the draft of the 2020 State Budget. According to the document, the growth rate of the Gross Domestic Product (GDP) in Azerbaijan is expected to decline by 2020. The draft State Budget takes the expected cost per barrel in 2020 as US $55. Despite the fact that it is US $5 less than the previous year’s price, it doesn’t fully ensure related risks. Thus, CESD suggests to take US $50 per barrel for the state budget next year.

This research paper is a comprehensive study of the Azerbaijani government’s strategies for the tourism sector. It will gauge the government’s policy in affecting tourist patterns and explore whether the existing capacity of tourist infrastructure is aligned with the government’s goals. It will be suggested that several issues, such as targeted visa regimes, high prices in air transportation, and lack of adequate accommodations, detract from the sustainable development of the tourism sector in Azerbaijan and, as such, must be addressed by the government in order to make full use of the potential of this sector.

According to the State Statistic Committee of Azerbaijan, Gross Domestic Product (GDP) increased by 2.4 % in January-June 2019 compared with the same period of previous year: The CESD’s figure for the same period was 2.0 %. The GDP totaled 37,825 billion manat ($22,250 billion USD) in the first half of 2019.

The last few years have seen a substantial deterioration in relations between the United States and Russia. The international crisis over Ukraine, Russia’s interference in the 2016 US presidential election, and US sanctions against Russia have all contributed to the growing acrimony. Recent surveys conducted by the Chicago Council on Global Affairs and the Levada Analytical Center reveal that large majorities of both Russians and Americans now view their countries as rivals. But in the midst of heightened tensions between Moscow and Washington, how do regular citizens of each country view one another? A joint project conducted by the Chicago Council on Global Affairs, the Levada Analytical Center, and The Fletcher School of Law and Diplomacy at Tufts University shows that despite the perception of rivalry between their countries, Russians’ and Americans’ views on the people of the other country are more favorable. However, the survey results also show that Russians and Americans are not particularly curious about each other, they rarely follow news about one another, and the majority of each group has never met someone from the other. Nonetheless, self-reported interests from each side in arts and sciences suggest that there are non-political paths toward warmer relations.

Building over the last few years, disputes between the United States and Europe over trade, climate change, and nuclear weapons were on full display at the annual Munich Security Conference last month. Russian leaders have tried to exploit these strains between the United States and its allies. In Munich, Foreign Minister Sergey Lavrov of Russia suggested that the European Union and Russia build a “shared European home.”[1] Sidelining the United States through deepened ties with Europe has long been a strategy of the Kremlin to weaken the West’s united front against Russia’s regional and international aggression.[2] Findings from a new US-Russia binational survey, conducted by the Chicago Council on Global Affairs and the Levada Analytical Center, reveal that publics in both countries have noticed cracks in the US-EU relationship.[3] While Americans have long expressed support for NATO, a majority say that unity among NATO allies is weakening. At the same time, Russians’ impressions that transatlantic security links are weakening contribute to their sense that the United States is now in a weaker global position.

The conflict between Russia and Ukraine remains unresolved and—after five years—it does not appear to be reaching a resolution any time soon. The ongoing crisis in eastern Ukraine between the Ukrainian government and rebel forces supported by Moscow not only degrades the relationship between Kiev and Moscow but also contributes to the deteriorating relations between Russia and the West. [1] This particular regional conflict has become an important destabilizing factor for international security. Findings from a new binational survey, conducted by the Chicago Council on Global Affairs and the Levada Analytical Center, show that a plurality of Russians believe these eastern areas of Ukraine should be independent states.[2] And a majority of Russians continue to say that Russia’s annexation of Crimea has brought the country more good than harm.

Russia’s new generation of foreign policy professionals bring with them a shift in attitudes that challenges the centrality of “the West” in Russian foreign policy. Today’s young professionals are often bitterly affected by “disillusionment” with the West, but the youngest of them – people in their 20s – are free of such emotion, harbouring an outlook that is sharply realist and pragmatic. Russia’s young foreign policy professionals are neither Putin loyalists nor Western-style liberals: they are wary of ready-made ideologies, and prefer to attend to their own consciences. Young diplomats’ ability to shape policy will depend on the balance of power between ‘civilian’ and ‘power’ ministries in Russia (such as, respectively, the foreign and defence ministries), with the former in retreat lately. These shifts mean the West should not hold out hope for the optimism of the 1990s to return once Putin departs.
