1. Ethiopia’s Transition: Implications for the Horn of Africa and Red Sea Region

Abstract:
The intersection of two significant trends are affecting the regional dynamics of the Horn of Africa: the political transition underway in Ethiopia since 2018 and evolving Red Sea and Gulf security dynamics. Ethiopia’s transition has affected its relations in the Horn of Africa and the broader Red Sea region. Saudi Arabia and the United Arab Emirates have taken a much more assertive approach to regional security since 2015, contributing to a major diplomatic rift with Qatar since 2017. Elucidating how states in the Horn of Africa are affected by and responding to external influences largely hinges on understanding the Ethiopian transition. The implications for the future of regional integration in the Horn of Africa must also be considered.

Abstract:
This paper synthesizes findings from four studies on youth migration and resilience in different urban contexts. This work emerges from a collaboration between Save the Children US (Save US) and Feinstein International Center, Friedman School of Nutrition Science and Policy at Tufts University. The study entailed mixed-methods research by four students in the second year of their Master of Arts in Law and Diplomacy (MALD) degrees at The Fletcher School of Law and Diplomacy at Tufts University. Save US sought out the opportunity to generate evidence on populations of interest through in-depth and independent student research. In particular, Save US was interested in better understanding the experiences of youth migrants who were not currently benefiting from the programming and services of aid organizations. This interest originated from the assumption that such youth may be more marginalized than those who are directly participating in programming.

Abstract:
Drawing on survey data from Young Lives, an international study of childhood poverty involving 12,000 children in four countries, this paper examines the effects of environmental shocks on food insecurity and children‟s development. The data, from children and their families living in rural and urban locations in Ethiopia, the Indian state of Andhra Pradesh, Peru , and Vietnam , provide information on the same individuals over time, allowing consideration of how earlier incidences of food insecurity and exposures to environmental shocks shape later outcomes. Regression analysis is used to estimate the relationships between these and other relevant factors.

The Intergovernmental Authority on Development (IGAD), composed of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda with its secretariat headquartered in Djibouti, covers northeast Africa, a region continuing to experience major changes, arguably more than any other part of the continent. This is the only region of Africa where colonially drawn borders have been redrawn. In contrast to other regions of Africa, this is also where the prospect of further redrawing of borders—with Somaliland seeking international recognition as a separate state—remains a real possibility.

The 2011 drought across the Horn of Africa was, in some places, the worst to hit the region for 60 years. It was first predicted about a year beforehand, when sophisticated regional early warning systems began to alert the world to the possibility of drier-than-normal conditions in key pastoral areas of Ethiopia, Somalia and Northern Kenya, linked to the effects of the climatic phenomenon La Niña.

The Ethiopia-Eritrea impasse carries serious risk of a new war and is a major source of instability in the Horn of Africa, most critically for Somalia. Following Ethiopia's refusal to accept virtual demarcation of the border by the now disbanded Ethiopia-Eritrea Boundary Commission (EEBC), Asmara unilaterally imple­men­ted it and forced out the UN peacekeepers (UNMEE), significantly raising the stakes and shattering the status quo. Its insistence on recovering terri­tory the Commission awarded it – Badme in particular – could lead to unilateral military action by either side but is only one of several war scenarios. The Security Council and key individual states (the U.S., in particular) must recognise the dangers of their inaction and advance a reconfigured political process with new determination if there is to be a change in the calculations of the parties, who appear to be dangerously content with trying to maintain a level of simmering but unpredictable hostility.

Somalia has been drifting toward a new war since the Transitional Federal Government (TFG) was formed in late 2004 but the trend has recently accelerated dramatically. The stand-off between the TFG and its Ethiopian ally on the one hand, and the Islamic Courts, which now control Mogadishu, on the other, threatens to escalate into a wider conflict that would consume much of the south, destabilise peaceful territories like Somaliland and Puntland and possibly involve terrorist attacks in neighbouring countries unless urgent efforts are made by both sides and the international community to put together a government of national unity.
