51. Central Banks as Agents of Economic Development

Abstract:
In the last two decades, there has been a global sea change in the theory and practice of central banking. The currently dominant 'best practice' approach to central banking consists of the following: (1) central bank independence (2) a focus on inflation fighting (including adopting formal 'inflation targeting') and (3) the use of indirect methods of monetary policy (that is, short-term interest rates as opposed to direct methods such as credit ceilings). This paper argues that this neo-liberal approach to central banking is highly idiosyncratic in that, as a package, it is dramatically different from the historically dominant theory and practice of central banking, not only in the developing world, but, notably, in the now developed countries themselves. Throughout the early and recent history of central banking in the US, England, Europe, and elsewhere, financing governments, managing exchange rates, and supporting economic sectors by using 'direct methods' of intervention have been among the most important tasks of central banking and, indeed, in many cases, were among the reasons for their existence. The neo-liberal central bank policy package, then, is drastically out of step with the history and dominant practice of central banking throughout most of its history.

Abstract:
In putting forth his foreign policy, President George W. Bush speaks of the United States having a “calling” or “mission” that has come from the “Maker of Heaven.” Yet, while he uses explicitly religious language more than his immediate predecessors, there is nothing exceptional about a U.S. president resorting to religious themes to explain his foreign policy. U.S. goals in the world are based on Protestant millennial themes that go back to seventeenth-century England. What has distinguished Bush from some of his predecessors is that these religious concepts have not only shaped his ultimate objectives but also colored the way in which he viewed reality—sometimes to the detriment of U.S. foreign policy.

Abstract:
There are seldom eureka moments in health care. Few new drugs or medical devices save scores of lives or cure diseases when they first hit the market. New technologies rarely translate into immediate life expectancy gains, and it is uncommon that results of a single study will transform how medicine is practiced. Medical progress is not magic, and sudden discoveries do not lead to dramatic cures, although a new book by Marcia Angell, a former editor of The New England Journal of Medicine, would lead you to think all of our gains in health have been achieved from just a handful of the most potent new medicines. Instead, medical breakthroughs unfold over time, and gains in life expectancy and health are realized only after a series of small technological advances are collected into new ways of practicing medicine or attacking a disease. The practice of medicine unfolds not in a series of certainties, but in a series of doubts.

54. Rentier Shifts, Legitimacy, and the Social Sources of International Financial Hegemonie

This paper provides an analysis of the domestic legitimation of 'financial reform nexuses' during two periods of English and US international financial hegemony. Following Max Weber's work on the state and finance, I argue that positive state intervention is required to legitimise a 'financial reform nexus' (the interrelation of credit, property, and tax politics) for people on below median income. I hypothesise that sufficient legitimation of a financial reform nexus provides the means to generate and sustain international financial hegemony, including the capacity to tailor the structure of the international financial order to suit the hegemon's interests. Conversely, if the hegemon is unable to sustain the legitimation of its domestic financial reform nexus-a choice that correlates with negative state intervention that supports a 'rentier shift'-its capacity to maintain international financial hegemony wanes. I draw from examples of the legitimation of financial reform nexuses in England (1900-15) and the US (1985-2000), linking domestic legitimation to consequent changes in the structure of the international financial order. Through this analysis of the social sources of English and US international financial hegemonies, I differentiate the English 'international rentier economy' from the US 'international creditor economy'. Finally, I stress the importance of positive state intervention for the legitimation of the US financial reform nexus.

Close to 600,000 women in the United States undergo the procedure each year, with annual costs exceeding $5 billion. By age 60, more than one- third of women in the United States have had a hysterectomy.

Abstract:
In the period between 1758 and 1834 repertoires of contention in Britain changed from parochial, particular, and bifurcated to cosmopolitan, modular, and autonomous. In other words, eighteenth century actions "that included a good deal of ceremonial, street theater, deployment of strong visual symbols, and destruction of symbolically charged objects" through the course of time lost their relative predominance and instead "demonstrations, strikes, rallies, public meetings, and similar forms of public interaction came to prevail during the nineteenth century." These new routines for the eighteenth century contentious events are the ones that ordinary people in the United States and Western Europe still to this date principally employ to make claims. This conclusion merges from a systematic study of more than 8,000 contentious gatherings, in Southern England (1758-1820) and Great Britain as a whole (1828-1834).
