Abstract:
European integration is a cross-cutting political issue that has divided British political parties for over half a century. When Conservative Prime Minister Edward Heath sought to take Britain into the then Common Market, he relied on the votes of 69 pro-European rebel Labour MPs to get the European Communities Bill through the House of Commons in 1971—an early sign of the divisive impact membership of the European Union would have on British party politics. Barely a decade after accession, the Labour Party had sought to renegotiate the UK's terms of membership, held a referendum on whether the UK should remain in the Common Market, split in part over the issue and finally fought an election in which it called for withdrawal. Fast forward another three decades and the Labour position was broadly pro-European, while Tory rebels, alongside a party established to oppose membership, the United Kingdom Independence Party (UKIP), were advocating withdrawal from the Union. And if withdrawal was not the official Conservative position, Euroscepticism has certainly become prevalent in that party, leading one Conservative parliamentarian to claim: 'The dividing line in the Conservative Party is now in/out.'

In November 2011, the Committee for Accuracy in Middle East Reporting in America (CAMERA) alerted us to an erroneous citation in an article by Ilan Pappé published in the autumn 2006 issue of the Journal of Palestine Studies under the title "The 1948 Ethnic Cleansing of Palestine." In that article, Dr. Pappé combined sections from several chapters of the manuscript that was soon to become his The Ethnic Cleansing of Palestine , published in 2006 by One World Press of Oxford, England.

In Lombard Street, Walter Bagehot (1873) offered his famous advice for reforming the Bank of England's lending policy. The financial crisis of 1866, and other factors, had convinced Bagehot that instead of curtailing credit to conserve the Bank's own liquidity in the face of an “internal drain” of specie, and thereby confronting the English economy as a whole with a liquidity shortage, the Bank ought to “lend freely at high rates on good collateral.” Bagehot's now-famous advice has come to be known as the “classical” prescription for last-resort lending.

Writing in 1813 to his old friend and political adversary Thomas Jefferson, John Adams vividly described the scene in Philadelphia when the French Revolutionary Wars broke out: “You certainly never felt the Terrorism excited by Genêt, in 1793, when ten thousand People in the Streets of Philadelphia, day after day threatened to drag Washington out of his House, and effect a Revolution in the Government, or compell it to declare War in favour of the French Revolution and against England.”1 Adams andWashington had witnessed firsthand this “terrorism” incited by Edmond Genêt, Foreign Minister from France, and it powerfully influenced their appraisal of the risks political parties and other extra-constitutional amalgamations posed to the young Republic. Just a few years after the Genêt Affair, President George Washington issued his often-quoted Farewell Address, in which he admonished the American people to avoid foreign entanglements and be wary of the “baneful effects of the spirit of party.”2 These two recommendations went hand-in-hand: political parties, in Washingtonʼs view, would only continue to polarize a polity divided by foreign war.3 The first President was particularly suspicious of the Jeffersonian Republican Party, which he believed had encouraged Francophile partisans to take up arms in support of the French revolutionary struggle against Britain and other powers.

It is 1939 and England is in crisis—war looms, the government is in chaos, the people are in despair. All eyes turn to the country's reluctant, recently crowned monarch, George VI, to offer stirring words that will brace them for the coming storm. But there's the rub. The king suffers from a paralyzing stammer, and there are grave doubts that he will be able to deliver the speech that will unite his nation. Tom Hooper's Academy-Award winning The King's Speech is much more than a simple, inspiring wartime tale of a historical figure overcoming a physical and psychological ailment. The story of how Albert, Duke of York, later King George VI, overcame his stammer to give a series of rousing wartime speeches that united and inspired his nation is indeed the framework of the film. But at its heart, the film is the story of the power of the human mind and how hard work and perseverance—not miracles and wishes—are the bulwarks of the human spirit. The film opens in 1925. Albert (played by Colin Firth) must deliver the closing speech of the Empire Exhibition. The king's second son is terrified. He is led to the podium where his speech will not only be heard by the assembled crowd but is being simultaneously broadcast across the Empire. The time comes, and in what can only be described as sheer agony, Albert chokes out the first few words. He is next seen several months later at a session with a so-called “speech therapist” who insists that smoking will “relax the throat” and that stuffing one's mouth full of marbles is the “classic” cure for stuttering. Both remedies, unsurprisingly, fail. Albert, with the help of his wife, Elizabeth (played by Helena Bonham Carter), eventually lands himself in the offices of Lionel Logue (Geoffrey Rush), an Australian speech therapist, who promises that he can help Albert (whom he insists on calling “Bertie” to the prince's continuing disdain) overcome his stammer and speak clearly. The eccentric speech therapist delivers. Through hard work, setbacks, and triumphs, Logue, with sometimes unusual therapeutic techniques and a wry bit of psychoanalysis, treats the prince and helps him rediscover the confidence and self-esteem that had been robbed from him during his bleak childhood. The efforts culminate in the pivotal speech that Albert, as king, must give. Success is the only option—and the psychological tightrope the king must cross during this moment is more compelling than any explosive action sequence one might imagine. . . .

This paper takes up the issue of the flexibility of inflation targeting regimes, with the specific goal of determining whether the monetary policy of the Bank of England, which has a formal inflation target, has been any less flexible than that of the Federal Reserve, which does not have such a target. The empirical analysis uses the speed of inflation forecast convergence, estimated from professional forecasters' predictions at successive forecast horizons, to gauge the perceived flexibility of the central bank's response to macroeconomic shocks. Based on this criterion, there is no evidence to suggest that the Bank of England's inflation target has compelled it to be more aggressive in pursuit of low inflation than the Federal Reserve.

Reviewed by Roderick Fitts Dr. Bryan Niblett's work, Dare to Stand Alone: The Story of Charles Bradlaugh, Atheist and Republican, immerses the reader in the life of a man who courageously fought against the Victorian-era culture of his time—and won. Niblett shows Bradlaugh to be a radical of his time, whose life's work consisted of passionately arguing in support of his unpopular views, including atheism and individual rights, and against injustices such as the “Oaths Act” of England, which excluded men with certain religious beliefs, including atheism, from taking office as a member of Parliament (MP). Niblett's thesis is “that one man, relying on reason, and daring to stand alone, can make a difference in the world” (p. viii). This he shows by surveying the life of Charles Bradlaugh (1833–1891), including personal, family, social, and business matters, but focusing primarily on various legal conflicts that defined Bradlaugh's career. His life and struggles are presented in a series of short and accessible chapters. We first see Bradlaugh as a poor young lad with a sense of justice, a desire to gain a wide range of knowledge and skills, and a penchant for conveying his ideas to others by means of logical arguments. He would grow to be one of 19th-century England's greatest orators, a famous (and detested) atheist, the founder and first president of the National Secular Society, a powerful and distinctive MP, and a prominent opponent of socialism and communism. Niblett shows that Bradlaugh was a consummate individualist, believing that people should never accept the claims of authorities on faith or expect to be taken care of by others, but rather should seek to understand matters for themselves and solve their own problems. And because he held that men should live by the judgment of their own minds, he held that they should be free to do so. . . .

Abstract:
For centuries, the Netherlands, seen by many as an island of toleration and liberal values, has drawn those escaping intolerance and repression. It remains as attractive a destination today as it was (at least initially) for the Puritans fleeing England. Recognizing the differences among nations, the abiding questions of political life search for normative prescriptions: What obligations do governments have toward individuals and what limitations to their authority must governments observe? The idiosyncrasies of the Dutch case provide well-trodden ground for the study of civil liberties and rights, most famously the libertarian approaches to drugs and prostitution. However, those arrangements, inflected with a voyeurism for cultural understandings of deviance, tell us relatively little about the most important development in the debate about government over the past century, namely, the problem that any attempt to answer fundamental political questions cannot reside solely within the Netherlands or the boundaries of any nation, but is shared across national boundaries in the search for unifying values and settlements.

Eric T. Kasper examines the use of Magna Carta by U.S. federal courts in enemy combatant cases. He traces the history of due process, jury trial, and habeas corpus rights within Magna Carta as well as subsequent legal documents and rulings in England and America. He concludes that Magna Carta is properly used by the federal courts as persuasive authority to limit executive power in the war on terror.
