Abstract:
The New Partnership for Africa's Development or Nepad has been enthusiastically pushed by a select number of countries in Africa, as well as by the G-8, as a means to stimulate what has been termed the "African Renaissance" (see www.uneca.org/nepad/nepad.pdf). Nepad was launched in Abuja, Nigeria, in October 2001; it arose from the mandate granted to five African heads of state (Algeria, Egypt, Nigeria, Senegal, South Africa) by the then Organization of African Unity (OAU) to work out a development program to spearhead Africa's renewal.

IN THE THREE YEARS SINCE THE TERRORIST ATTACKS of September 11, 2001, the question of Arab reform not only has become closely linked in the minds of Western policy makers to the fight against Al Qaeda, but also has become a dominant theme of discussion in the region itself. Arab satellite television stations broadcast talk shows featuring vigorous discussions about the persistence of authoritarian rule in Arab countries and the incompetence of incumbent regimes. The opinion pages of Arab newspapers are replete with articles championing democratic reform as the only way to strengthen the region against Western control, or, conversely, to connect it with globalization and “modernity.” Civil society groups, political parties, and even business organizations are promulgating reform manifestos with increasing regularity. Political reform is also the focus of heated debates in unexpected circles such as the Egyptian Muslim Brotherhood and the Saudi royal family. All Arab governments have acknowledged the need for reform in principle (some have even talked of democracy), and many have announced their own reform initiatives.

483. Compensating Differentials and the Queue For Public Sector Jobs: Evidence from Egyptian Household Survey Data'

This Paper considers the determinants of male and female pay in the public and private sectors by estimating a joint model of sector allocation and wage determination using cross-sectional data from the Egyptian 1987 and 1997 labour force surveys. The results points to the profound impact of the graduate public sector employment guarantee on labour market segmentation in Egypt. In particular, the level of educational attainment became the most important factor in sorting workers between sectors. Comparison of the 1987 and 1997 results highlight that the strong impact of the public sector employment guarantee on the labour market in the 1980s was weakened in the 1990s for males but remains important for females. Moreover, risk-averse individuals (proxied by those who have greater financial responsibility in their households) have a greater probability of choosing public sector than private sector employment. These results are consistent with the effective operation of the guarantee for more highly educated workers and with time based queuing for guaranteed positions. A model of compensating wage differentials is then defined and estimated, in order to quantify the value of arguably the three most important non-pecuniary aspects of public sector employment: job security, fringe benefits (especially comprehensive retirement pensions) and lower effort and shorter hours which allow workers to supplement income through obtaining a second job. Estimates of the publicprivate differentials, correcting for differences in characteristics and selectivity, indicate a public sector disadvantage for males and a small advantage for females in 1987. Relative public sector wages improved for both males and females in 1997, and when adjustments for non-wage benefits are included, public sector premia are observed in all segments of the public sector for both males and females. It also emerged that the single most important adjustment factor leading to the change in the differential is the value of job stability, which drives up the differential in favour of the public sector, particularly in manufacturing. The results highlight the importance of job security as the major factor determining the persistence of queues for public sector jobs in Egypt.

484. The Euro-Mediterranean Partnership: Regional and Transatlantic Challenges

Abstract:
The Ministers of Foreign Affairs of the Euro-Mediterranean Partnership (EMP) held their annual meeting in Naples on December 2-3, 2003. The Naples conference was the sixth in the series of such meetings since the founding conference of the partnership, which took place in Barcelona in November 1995. With an annual budget of €1 billion, the EMP is a process of “multi-bilateral” cooperation in the political and security; economic and financial; and social and cultural areas. It involves the European Union (EU), and Cyprus, Israel, Malta, Turkey, as well as seven Mediterranean Arab countries (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, and Tunisia) and the Palestinian National Authority. In Naples, the Ministers delivered only general declarations regarding contentious issues such as the situation in Iraq, the Israeli-Palestinian road map, and international terrorism. Predictable and incremental as it was, progress was nevertheless achieved on three main “baskets” of the partnership agenda.

485. Islamism in North Africa II: Egypt's Opportunity

Abstract:
Important changes in the outlook of Egyptian Islamic activism in recent years have opened up possibilities for progressive political development, but these have gone unexploited because of the conservatism of the Egyptian government's policies. The absence of serious violence since late 1997 strongly suggests that the strategy of armed struggle (jihad) against the state has not only failed but has effectively been abandoned. At the same time, the ideology of non-violent Islamic activism has evolved and now emphatically embraces democratic principles and elements of a modernist outlook. However, unless the Egyptian government changes its approach, opens up the political field and undertakes serious political reform, the frustration which many Egyptians feel could lead to a recrudescence of violent activism at some stage. The government risks realising too late that it has squandered a vital opportunity and wasted the fruits of its own earlier successes on the security front.

Islamism, terrorism, reform: the triangle formed by these three concepts and the complex and changeable realities to which they refer is at the centre of political debate in and about North Africa today. The role of Egyptian elements in the leadership of Osama bin Laden's al-Qaeda organisation is well-known, if not necessarily well understood. The involvement of Maghrebis in terrorist networks in Europe -- whether linked to al-Qaeda or not -- has recently been underlined by the suspected involvement of Moroccans in the 11 March 2004 attack in Madrid. Egypt itself has endured years of terrorist violence; few if any countries have suffered as much from terrorism as Algeria has over the last twelve years; and the bombings in Casablanca on 16 May 2003 suggest that Morocco is not immune.

The announcement Sunday that Israel would release 170 Palestinian prisoners as a "gesture of goodwill, friendship, and gratitude" to Egyptian President Hosni Mubarak is the latest in a series of events, statements, and diplomatic activity over the past several weeks that has signaled a warming in Egyptian-Israeli relations. While it is too early to tell whether this thaw can be transformed into a fully constructive relationship, after the death of Yasser Arafat both sides are attempting to work together more closely, at least for now.
