Abstract:
A summit of religious leaders on the Middle East was held in Alexandria, Egypt, on 20-22 January 2002. The summit was held at the initiative of Dr. George Carey, Archbishop of Canterbury, and more than a dozen senior Muslim, Jewish, and Christian leaders from the Middle East attended, among them rabbis from Israel and sheikhs from Egypt and the Palestinian Authority who had received approval from their governments.

Abstract:
The October 1991 Madrid Peace Conference represented a breakthrough in relations between the State of Israel and the Arab world. For the first time, Israel engaged in direct, face-to-face negotiations with all its immediate neighbors, and not just with Egypt, with whom Israel had signed a peace treaty in 1979. These talks were between the political leaders of the region, unlike the armistice discussions that Israel undertook in the late 1940s and 1950s. Madrid also launched a multilateral process that brought Israeli diplomats into contact with representatives of Arab states from North Africa and the Persian Gulf.

Reasons for proliferating outweigh disincentives,and motivation is growing. Arms control regimes harass proliferators without stopping stem and fail to offer non-proliferators security. War fighting concepts are likely to lack clear structure and be highly volatile in terms of enemy, targets, and crisis behavior. Only a few leadership and military elites -- such as Egypt and Israel -- have shown a concern with highly structured strategic planning in the past. Iran-Iraq and Gulf Wars have demonstrated missiles and weapons of mass destruction will be used. Israeli actions in 1967 and attack on Osirak, Egyptian and Syrian attack on Israel in 1973, demonstrate regional focus on surprise and preemption. Iraq has already demonstrated regional concern with launch on warning, launch under attack options. Syria probably has some option of this kind. Concentration of population and leadership in single or a few urban areas makes existential attacks possible.

Abstract:
Within the last month, the remaining members of al-Qaeda have begun to issue new electronic pamphlets through the websites of their supporters under the name of "Qaedat al-Jihad" (base of jihad). Usage of the internet by radical Islamists is not unprecedented, but after al-Qaeda's defeat in Afghanistan, it has become a vital modus operandi. This trend has also led to the establishment of dozens of websites by radical Saudi, Egyptian, and Palestinian scholars that grant Islamic legitimacy to al-Qaeda's cause.

Abstract:
In a brief January 3 statement, the White House announced that Egypt is receiving $959 million in accelerated economic aid, the bulk of which was evidently disbursed in the closing days of 2001. While an important sign of continued U.S. support for the Hosni Mubarak government, this sudden and massive windfall has the potential for weakening U.S. leverage in convincing Egypt to pursue additional (and much needed) economic reforms. Additionally, it is certain to be viewed in Cairo as a signal that the United States is fully satisfied with Egypt's post-September 11 contribution to the war against terrorism.

Parallel to the Palestinian armed struggle against Israel is a power struggle between Hamas and Fatah. Years of tensions have culminated in Gaza street clashes between the two organizations in recent weeks. An Egyptian-sponsored summit designed to achieve rapprochement between the two groups sputtered in Cairo last month, but talks are scheduled to resume on December 22. Against the backdrop of a floundering economy, weak public security, and a disintegrating central authority, Fatah's attempts to rein in Hamas are crucial if the Palestinian Authority (PA) is to remain the ruling institution in the territories.

During those periods when modern Egypt was occupied by foreign powers and governed by regimes subservient to those powers, many Egyptians found themselves attracted to extremist ideas and organizations. Beginning in the 1920s, all sorts of secret revolutionary and extremist organizations began to expand throughout the country. Whether secular or not, all of these organizations descended from the same forebear: extremism. In fact, even the late President Gamal Abdel Nasser himself had once been a member of the Muslim Brotherhood and had sworn to obey its leaders.

Abstract:
British foreign minister Jack Straw met for an hour last week with Gamal Mubarak, the youngest son of Egyptian president Hosni Mubarak. According to a British official cited in al-Qanat, an Arabic online daily, Straw met Gamal because he "is a very important person who certainly enjoys great influence." The meeting was significant because it took place less than a month after President Mubarak appointed Gamal to a high-level post in the National Democratic Party (NDP), Egypt's governing political institution. Despite repeated, emphatic, and official assertions to the contrary, all indications point to Gamal being groomed to succeed his father.
