11. Egypt's Future: Yet Another Turkish Model?

Abstract:
The Turkish model deemed most relevant to 2011-12 post-Mubarak Egypt was the Islamist-led transformation of the polity and economy that occurred following the rise to power of the Justice and Development Party (AKP) in the 2002 general election. As it transpired, this version of the Turkish model lasted but one year before another took its place. That model was the political project of the Turkish military that seized power in September 1980. This thirty-one year old Turkish model of a constitutionally empowered executive body, controlled by the military appears to have trumped the contemporary, Islamist one in Egypt. But the Turkish military coup of 1980 unwittingly and unintentionally laid the groundwork for the transition that ultimately swept it from power and its leaders into jail. The pertinent question then is will Egypt's civilian political and economic actors be similarly and sufficiently astute to exploit the opportunities they inevitably will have even under military rule? Egyptian political forces will inevitably mount serious challenges as they did in Turkey. In Egypt, however, the domestic and regional political and economic contexts are so different from those in Turkey that the outcome of the struggle for power between civilians and the military are likely to deviate substantially from this Turkish model.

Abstract:
During the months leading up to July 3, 2013, the state of Egypt mirrored that of Chile 40 years ago. What Egypt's Mohamed Mursi and Chile's Salvador Allende shared was the misfortune of coming to power with a relatively large majority and an adamant refusal to surrender. While there is no evidence of U.S. involvement in the process, America and its allies in the European Union have refrained from calling what happened in Egypt a coup. Egypt – much like Chile – will likely return to the path of democracy, though after considerable time and effort, and a projected roadmap that will likely generate further economic hardship and instability.

Abstract:
The puzzle of Egypt's apparently wild swings from the Mubarak regime to a Muslim Brotherhood government and then back to a military dictatorship have been manipulated to fit the simplistic linear and binary categorical models of democratic transition, with an emphasis on procedural outcomes, when in fact deeper structural issues are at stake. Three challenges explain mainstream Egyptians' choices and the tumultuous path the revolution has been following. The first is the structural economic crisis facing Egypt, coupled with lack of state administrative capacity, which no government has been able to effectively deal with. The second is the repercussions of Egypt's post-colonial history, which as a consequence tends to see the army as the "saviour" and "liberator" of the nation. The third is the failure of alternative groups to to provide solid political alternatives for the majority to rally around against the two reactionary poles and their inability to devise strategies to break loose from and reconstruct the hegemonic discourse . Consequently, international actors who throw their weight behind one reactionary faction or the other based solely on pragmatic considerations of their ability to bring about stability will be backing the wrong horse.

Egypt's economy is in crisis as the new military-backed regime seeks to reestablish its authority. Fiscal restructuring and austerity measures are necessary to spur economic recovery, but they may be politically difficult to pass at this time. The new regime, therefore, will have to broaden its base and forge a more inclusive coalition of supporters in order to stabilize Egypt, retain power, and restore economic growth.

Abstract:
The popular uprisings that swept the Middle East in early 2011 dramatically altered the political landscape of the region with the overthrow of autocratic regimes in Egypt, Libya, Tunisia, and Yemen. These uprisings gave hope to citizens that this was the beginning of a long-overdue process of democratic transition in the Arab world. The monarchies of Jordan and Morocco also went through profound political changes, even though the rulers maintained their power. While the promise of democracy in the Arab transition countries was seen as the driving force in the uprisings, economic issues were an equally important factor. The explosive combination of undemocratic regimes, corruption, high unemployment, and widening income and wealth inequalities all created the conditions for the uprisings. The citizens of these countries thus expected governments to simultaneously address their political and economic demands.

“Bread, freedom, and social justice,” is the familiar slogan chanted across the Middle East and North Africa since the Arab uprisings erupted in December 2010. Labor issues fit into this trifecta: bread is a symbol of earning a decent living, freedom is tied to worker rights such as assembly and industrial action, and social justice is linked to dignity derived from employment and better working conditions. Egyptian workers remain frustrated about the lack of progress in achieving the labor rights that are fundamental to this rallying cry.

Egypt's big business community provided strong, early support for the military- backed government that came to power in June 2014. But despite that endorsement, the regime of President Abdel Fattah el-Sisi has made changes that are putting pressure on the private sector. Still, there are signs that some of those shifts are only temporary and that they have been taken out of necessity as the new political leadership attempts to repair a struggling economy. While elements of state-business relations may be reconfigured, big business remains essential to Egypt's long-term recovery.

The Arab awakening augurs the return of political contestation to key Arab societies in which little more than token opposition had been tolerated. Unfolding experiments in democratisation in which Islamically-oriented parties are leading players are underway but the prospects for the consolidation of stable political systems in key countries, such as Egypt or Syria are problematic. These developments have hastened a new regional balance of power in which Saudi Arabia and its allies have sought to stem the tide of change as well as thwart the hegemonial ambitions of Iran. Persistent issues, particularly the Israel-Palestine conflict, remain unresolved and have a powerful grip on the conscience of the Arab world. Key external powers, especially the United States, confront not only stubborn familiar issues but also a host of new strategic, economic, diplomatic and military challenges.
